Denied Job Denies / Blacklists for RSD, MED, GSD.

What does this suggestion change/add/remove:
Allow Research, Medical, and General Security to issue blacklists to their departments, alongside job-bans of limited time.

Ideally, permit this on a per-job basis, rather than for the department as a whole, giving these departments the means to limit access to higher-CL roles as they deem required.

Has something similar been suggested before? If so, why is your suggestion different?:
Not in my recollection.

Possible Positives of the suggestion (At least 2):
Permit the permanent removal of problematic individuals from these departments.
Provide RSD, Medical and GSD leadership teams significantly more ability to manage their teams.


Possible Negatives of the suggestion:
This feature may be misused in situations where it is not warranted, requiring monitoring by both Staff and SA/FCOM teams.


Based on the Positives & Negatives, why should this suggestion be accepted:
Look, we all know the event. Someone on either a Researcher job, a Medical job, or a General Security job does something that'd reasonably warrant a removal in practically any other department on the server. What they get instead, is a job ban. Then they come back, and display the same behaviour again. Repeat this ad-infinitum, because there is no reasonable way to remove these individuals from the departments for a more extensive span of time.

Here comes this suggestion; Allowing more long-term job blacklists alongside to temporary bans.

If this can be set to be limited on the specific job, rather than the department as a whole, you can successfully issue demotions to individuals within the department, allowing a smidge more management of the players on these roles by their leadership teams.

While I understand not being able to blacklist players, having at least the Department leads being able to temporarily if not permanently remove people from higher ranking jobs would be great.
It'd improve accountability rather than a temp ban and allow roles like Officer and Sr Researcher to be taken more seriously.
I've already noticed an improvement with GSD after our rework since there is the credible risk of being denied access to GSD CL 3, expanding it down to the CL 2 roles as well would work wonders for Security, Medical and Research.
Hell, if you were willing too I'd jump at the chance to require SGT+ to promote people to Guard and Officer or have some sort of training.

This goes against Ventz' vision for the server, GSD and RSD for a start are jobs intended for players to join and are part of the NPE (New Player Experience), as such we CANNOT allow permanent removal from these roles as it goes against the ethos.

Furthermore people who are problematic and are in violation of server rules should be handled by staff, however them breaking the FLC does not make them a "problematic individuals", as such there will never be a situation where permanent removals will be permitted for these areas.

Minging (i.e. breaking server rules) > Staff handle
Breaking FLC and not breaking the rules > In game RP, not needed for significant removals.

I do also have to state this, a lot of people conflate the word "problematic behaviour" with "I don't personally like their RP", and I have constantly seen people do this and have had to tell people to pack it in for other areas where they are just removing them from engaging with the department simply because "I don't like them or their roleplay"

As such the standard job bans are the only thing that will exist.
