This is only to be used when TRU (ISD subdivision) is authorised or when i am doing TRU tryouts, it wouldn't be used for the general commissioner outfit.
TRU is an ISD subdivison that is kind of a step inbetween ISD and O1, so tends to be used for situations that require escorting non-combative CL4s, hostage situations, or dealing with riots/unionising etc...
