Denied Leniency towards minor file changing (Cheating)

What does this suggestion change/add/remove:
I am suggesting 2 things:
1. Add some leaniency towards the Cheating rule, specifically, file modifying. Now the reason why I am requesting changes to that specific part of the Cheating rule is because I would love me some custom skins (client-sided), and because Civil Networks has it so you would have to submit and hope your skin gets accepted for YOU to be able to use it server-sided(ish) is something I can't really wait out for :<.
2. Alongside the first suggestion, make it so the file modification goes through a process, kind of like the PAC submissions, where a couple of people would rate:
- Does it give any disadvantage (like custom, highly saturated playermodels),
- Could it be abused in any way shape or form to identify something/someone, etc.
Has something similar been suggested before? If so, why is your suggestion different?:
I don't believe so.
Possible Positives of the suggestion (At least 2):
+ Lets people be a bit more creative if they know how to do said things
+ It would allow for custom content that wouldn't necessarily be added in the first place
Possible Negatives of the suggestion:
- Possibly the tediousness of the 2nd suggestion
- People that don't know how to do such things will question this
Based on the Positives and Negatives, why should this suggestion be accepted:
Because when I asked in tickets about custom skins on weapons, they said it would fall under cheating, after the last time I got banned for cheating (modifying files), I would rather make it a suggestion first rather than run the risk of a 2nd, possibly unappealable ban/blacklist.

The reason we hold a 0 tolerance is every time we give good will, it gets abused, people say "oh its just a skin" meanwhile they make changes to the weapon that give it a wider FOV or removes attachments etc, they are a pain to handle, so its just easier to not allow it than spend our time going "Hm, do we like this or no" and then we have people going "OH BUT YOU ACCEPTED X PERSONS WHY CAN I HAVE Y GUN SKIN"

Our weapon skins do not malform the guns, whereas peoples clientsided ones usually malform the model in some way to provide an advantage.
