Denied Lower the cooldown for grabbing NVGs

What does this suggestion change/add/remove:
This suggestion lowers the “grabbable NVG” cooldown from 5 minutes to 2.5 minutes. This would apply to NVGs that are on walls or on tables in armories etc, not in armory lockers.

Has something similar been suggested before? If so, why is your suggestion different?:
Not to my knowledge.

Possible Positives of the suggestion (At least 2):

This would help combatives deal with breaches where the lights get shut off for a long period of time.

This would encourage players to work on fixing the site despite there being a dark breach as they wouldn’t be discouraged from the waiting period and would see it as a consistently usable option.

Possible Negatives of the suggestion:

Flashlights already exist and have no cooldown which is a fair argument but they aren’t nearly as useful in open spaces like in front of medbay or personnel wing, even on guns.

Also this is essentially a nerf for SCPs during a dark breach but it’s necessary as explained below.

Based on the Positives & Negatives, why should this suggestion be accepted:
As it stands, there’s a considerable drop in players whenever the generators shut off because nobody wants to deal with dark areas and faulty keycard scanners. It’s not fun, it’s annoying. The solution of reducing the NVG cooldown timer makes it a more viable solution to conduct site maintenance and help fight the breach. Despite having NVGs, the darkness still holds some advantage for SCPs and those who are dying too quickly still won’t be able to just grab them and go. Overall, NVGs are a necessity for dark breaches that are too constricted by the timers as they stand.

Every time the lights go out I have to sprint all the way to SS to get them then die like 2 minutes later to some schizo 076 player then wait 3-5 minutes to get NVG's again this suggestion would make breaches WAY more faster and easy for foundation to respond when the lights go out

Maybe not reduce the timer in armory for example, but not count the cooldown for the other items.
Instead, I suggest reducing the time for NVG in the E-11 bunks for example, I just think 30 minutes for NVG is too much, even if we have the NVG available in the armory every 5 minutes.
When dealing with breaches, you usually die a lot in the space of 5 minutes specially if there are 2 or more SPCs breached.
