What does this suggestion change/add/remove:
Make Combat Medic fully whitelisted, rather than partially whitelisted as it currently is. i.e. make it so you can't job switch to CM unless you have the whitelist.

There's currently no reason for unwhitelisted players to be able to spawn as a CM. CM tryouts are not done using the CM job, but instead the GSD Cadet job (due to its unlimited slots, spawning near KH, and making it possible to differentiate non-WL from WL players), so there is no use for them being able to flag on other than to ask for a tryout (they can do that on any other medical or other job).
There's no use for keeping it like this, and it's just annoying for people that have to deal with un-WL CMs running away, and potentially confusing for newer players trying to play as CM.

- No more unwhitelisted CMs escaping their spawn and causing problems
- Very easy to do, because they spawn between medbay and the armoury, so anyone trying to get into the armoury will let them out
- No unwhitelisted players wasting CM slots
