What does this suggestion change/add/remove:
A lot of the times i've been D-class I was fighting for scrap with other D-class. This suggestion aims to make the cooldown for containers be per-player, meaning cooldowns for everyone would be different and D-class wouldn't need to fight for scrap.
Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
-More people playing D-class
-People not fighting for scrap
-More friendliness towards new players.
Possible Negatives of the suggestion:
-Possible issues with balancing
-More armed D-class
Based on the Positives & Negatives, why should this suggestion be accepted:
In my opinion, D-block needs some rebalancing. The D-class gameplay loop is getting boring quite fast and rebalancing it, at least slightly, might convince people to play D-class more. Riots are also getting boring due to their disorganised nature and being massively outgunned. D-class have virtually no fighting chance against GSD (and potentially mtfs) without a TB. Granted, riots are designed to fail more often than not, but this minor change could make them slightly more fun from the D-class perspective due to the increased availability of weapons. Those already experienced already have thousands of scrap, so new people flagging on for a riot have to fight amongst themselves just to get supply, only delaying the inevitable and making the wait much more agonising.
