Make ranger non donator so people actually play it.

What does this suggestion change/add/remove:
Make rangers a non donator role (in order to improve surface rp) and create a police chief role which would be donator only. Often times there are never any rangers making the surface feel dull without any police force, maybe make it have a minimum combat xp role?

Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
Improve surface rp, have it so people actually get on ranger to do rp and interact with the various people on surface. The security chief or some other command role requiring donator would make donator seem a lot more attractive if there were actual units to command as opposed to ranger just for the lols. *people get guns from armory all the time because the doors are never locked, having an active police force would make it so it would get locked*

Possible Negatives of the suggestion:
If done wrong it could just make people not want the first rank of donator, however no one really gets it anyway since there is only ranger and 966. Potential minge rangers killing those on the surface but that could be adjusted to make sure the combat level is pretty higher and also make staff able to ranger ban people.

Based on the Positives & Negatives, why should this suggestion be accepted:
I believe it should be accepted because at the moment surface rp is basically 0, even if this specifically doesn't get accepted it would be cool if there was more base level jobs that could be done on surface.

I feel like this isn't the primary contributor to why Ranger isn't played - And that it's more to do with the general lack of things to do as a Ranger. I think the biggest issue with it is ruleplay; They're too restricted, open it up more, let em raid F/CI/GOC and shit. Even just joint raids would be fine. The way I see it, there's two options for Ranger:
  • Drastically scale back its ruleplay so it can interact with literally anything without it being FailRP
or
  • Rework the job into a minge role
