CI Alphas are able to hack uh thats really it

Possible Negatives of the suggestion:
People abusing it somehow

Based on the Positives & Negatives, why should this suggestion be accepted:
The device makes no noise and doesnt actually hack, if its a issue for like techies grabbing it i dont think it matters much.

Any CL1 can already grab it from KH, just makes it easier for other people as well

Oh I guess this is a positive too, GSD jobs are often used for tryouts and this would let them dispense multiple hacking devices
