Denied Minor Job Improvement Changes

What does this suggestion change/add/remove:
Add 100 Armour to O5 Council, Ethics Committee, Site Administration, ECA & OSA, IA & DEA Jobs
Add Scramble Goggles to SA/O5/Ethics on spawn

Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
Removes the Nuisance of needing to head to an armoury every time on respawn, mainly for SA/O5/Ethics
Scramble Goggles should be given to the High Valued people on-site by default eg. SA/O5/Ethics

Possible Negatives of the suggestion:

Not currently possible in vjobeditor and I don't think this is worth it to develop when we said we don't want people running around with SCRAMBLE 24/7, it kills RP and wouldn't happen in lore either.

But scrambles no As 096 is essentially no threat also makes infiltrating A-1 significantly harder even though is near impossible already
