Accepted [MRP] Add AT-4 to 1stAL COL and/or SCO job

What does this suggestion change/add/remove:
Adds the AT-4 for use by 1stAL COL and SCO job and likewise for JAC.

Possible Positives of the suggestion (At least 2):
- More relevant for 1stAL/JAC (we barely have the opportunity to use stingers)
- Allows us to counter tanks more especially when we want lower ranks to use tanks

Possible Negatives of the suggestion:
- Possible issues with balance?

Based on the Positives & Negatives, why should this suggestion be accepted:
1stAL/JAC Reg Gen job gets access to a matador, we should as well.
