I am unable to see any positive future for the site with Niko in charge of ISD.

While I am certain that he is a wonderful person, his abilities to handle situations between departments have proven to be incessantly abysmal.
During my time as DoR, interacting with the ISD was relatively easy, most problems could be figured out with a meeting or two.

During Niko's time in a leadership position within ISD, the culture of practically all departments on site have changed due to the amount of arrests that took place on the daily due to his leadership, RSD testing has been slow, Medical RP has been slow, GSD has been absent. While I understand this is a lot, I am not intending to pin this all on Niko, I simply believe that Niko would enforce this new direction, communication between departments will be extremely difficult.

My support stems from the case against RCPT, lead by Niko Murk. The way I saw Niko deal with situations through discussion, interviews, proper investigation and subpoenas - that impressed me. Actually creating RP through ISD and by actually using and taking advantage of systems put in place for this sort of interaction.

Then Niko did something I didn't expect, instead of pushing for punishments, shutdowns or tribunals - they had a meeting with the leaders of RCPT and laid out a contract written to ensure fairness and anti-corruption.

From just that alone I couldn't imagine a better candidate if that's the kind of roleplay they are capable of.
Was not going to be Commenting tbh, but some clarification should be used when talking about the travesty that was the ISD incursion into RCPT, while before it was not good, introducing a Doc where ISD can bypass all RSD and go sample with Commissioner permission was not the answer.

I want to clarify one part, it wasn’t ISD that came up with this idea, but rather the leader of RCPT, Alex Redmont. He agreed to the terms made by both sides and stated that SA also approved it. I created a contract to make the agreement legally binding and to allow us to collect samples. Alex wanted to receive a higher percentage if commissioners were allowed to sign instead of Executives. After he signed, I showed the contract to ISD director Hersh, and he approved it as well.

I believe I did my due diligence by consulting everyone who should've have stopped the agreement if it wasn’t allowed. The contract was never for profit it was meant to benefit both departments, with RCPT receiving a significant portion.

Now, I don't plan to be active on the server for a bit so if ya'll make this man a DoISD it's really not my problem. However, people have actively brought your application to my attention and encouraged me to comment on it so I'd like to talk about why I personally beleive you are the worst person to make a DoISD. Let's start off with something easy to talk about.

I’ve demonstrated that dedication before some members may remember when I was part of RSD. i stayed in that department for months without applying anywhere else, and I plan to do the same with ISD.
This wouldn’t be my first director position, as I previously was the Director of Research. When I took on that role, the department was in poor condition the previous director had left just as I arrived, and I only had one executive remaining. I placed extra emphasis on training individuals who had strong dedication to the department and I personally rewarded those who created great roleplay scenarios. Before long, Research was in a much better state. I learned a great deal from that experience, and even more after my time in RSD, as I’ve continued to grow and as a person.

Nobody has spoken well about your time in RSD and, correct me if I'm wrong, that experience of being DoR ended because you were literally removed. I'm assuming this has something about the server you mentioned in your ban section, but I've also heard of your late night sampling runs on low pop to make and sell chemicals such as Class X. Remember this comment for later.

I didn't play during that time so I don't know specifics and maybe I'd side with you over SL on your removal. If this is true, I would not use your time in RsD as a show of your ability to run ISD. It just foreshadows another removal.

I have been training agents since my time as an Investigator, always try to help members advance. As the current Head of Internal Development, one of my key responsibilities is training agents, and I’m personally mentoring more than a dozen at the moment. I’m not only training agents I’m also preparing them for their next positions. For agents, that means investigators, and for investigators, into inspectors. I’ve personally trained one investigator into an inspector and am currently mentoring that same inspector slowly into a commissioner.

And I'm sure nobody has had issues with agents, inspectors, or investigators being arrest hungry, unable to take a joke, or thinking they can arrest people over insults. Let's not forget instances such as

1. The bandage theft where an agent jailed a guy over nabbing the bandage he bought from a dispenser. Pretty sure this was a CL1 who didn't even realize what he was doing.

2. An investigator/inspector detaining a guy over accidentally drinking someone else's coffee. According to her (the person detaining the guy) he was 'also laughing' and was in on the joke.

3. The legendary detaining of John 'old' Man where she dragged the poor guy from garage allllllll the way to ISD wing despite all CL4 personnel available including DEA (who was doing a test with the carto, hence why they were in garage), one of the DoRs, and likely others I'm forgetting telling her to stop as she was interrupting a test. Results of said test were invisible drones by the way for DEA, very cool from RsD.

4. The warrants out for BOTH DoRs at the time. From what I understand (because Morikas was able to get both warrants dismissed before I got on) mine being because I dared to stand in front of a certain ISD member who was trying to arrest a thauma after the thauma had asked 'Can I try out a blessing on you?' and the other RsD member was like 'Sure!' So we were on CS bridge as I was overseeing the new thauma do his blessings and the ISD member doesn't bother trying to communicate, just tries nabbing my RsD. As such, because I dare stand in their way and question an arrest, I was going to be brought to ISD for 'obstruction'.

5. Arrests for insults were so rampant that an ECM had to make a notice to all of the individuals you trained (including yourself as you also arrested over insults) reminding you guys that calling you a mean name once in a while isn't an arrestable offense.

6. Stopping a sampling because the image hosting sites like postimages weren't cooperating that day, causing a sample sheet to not have an image of 409. Then I as DoR came down, tried to host the image myself on said sites, and informed the ISD member the 'servers seemed to having issues'. Only then she was like 'Oh if you've gone through that much trouble I'll allow the sampling to take place.' Took 30 minutes off my life, discouraged the new CL2 from researching in the future, and shows how much power CL3 ISD have been given over testing.

7. Legal representation doesn't exist anymore. I have been walking with an ISD member, following her as she detains my RsD member, ready to give help, and she walks straight up to the arrest agent and puts my RsD member in jail. I tell her 'I didn't even get to give legal rep' and she goes 'He didn't ask for it.' Meaning they don't even offer it anymore. Don't worry, when they do it they'll just arrest the legal rep over some mean words:


Many of said incidents, including maxing out arrest times whenever they can, can be shown in this video that you yourself commented on. Said comment being;

I’m a very approachable guy who can easily be contacted ingame or by Discord. I always make time to talk to anyone, regardless if they are a cl1 or a cl5, as I try my best to represent our department in the best possible light. I very often put myself in the shoes of others, and understand the frustration that might come from being ignored, by superiors or foundation high command.

Subjective opinion; no the fuck you are not. After my conversation with SL/Ethics regarding why I didn't have any fun playing on the server you were removed temporarily from commissioner and this is what you sent me:

I wasn't interested in fighting you, I just wanted to leave for a bit. It was Ethic's decision and yet you found my DMs to post your weird emoji in. Now that we're talking about your communication let us sum up the RCPT garbage while we're at it. At first I thought you were being helpful. You told us what was and what wasn't 'valid evidence' when dealing with the massive investigation going into RCPT and the forced shutdown ISD had placed on us. However, as we moved on, you kept telling us that we should 'be grateful' and if you weren't helping us we'd be 'so cooked', that ISD has 'mountains of evidence' and that our roster we made to keep track of everything on google sheets was 'out of character so you guys can't use it to prove your innocence.' As such we tried to ask if we could see the evidence against us outside of testimony. Alex had re-done some of ISD's math and found ISD was grossly overexaggerating. When we asked to see the pile of evidence we were met with a resounding:

And yet we decided it would be best to play ball with ISD. We just wanted to run a subreg, so we thought letting the guy who was so graciously helping us with RCPT be our liaison was a decent idea. We abide most of your demands outside of giving you the door codes, invite you to the meeting, and try to understand how to tun RCPT by your rules. How are we treated with playing nice? Niko decides he can make a document fully sampling by himself as an ISD member and can sign document himself. Said contract technically gave him the permission. Here is his own document signed by himself:

I don't think I need to tell anyone that ISD don't need to sample their own shit. Not only does this doc fall short of sampling doc requirements that have stopped actual RsD from sampling, but if he wants samples so bad he could either buy from the subreg he was supposedly happy to save or get on RsD and make a document himself. Instead, he squeezes in a technicality that he can approve his own sampling. Probably to make and sell Class X. Dunno where I heard that before.

I know because I immediately went to Alex when this document was brought to my attention over two weeks ago. Asked him about it. He said it was within the fine print of the document. Implying the document you wrote had the fine print, so it's more likely to be your idea than his. Unless he is lying to me, which feel free to challenge me on, that means either something was lost in communication or you thought ISD should get special privileges regarding sampling. No other group on site has these privileges afaik. A1 and O1 get their documents signed by us last time I checked.

In short;
I honestly beleive you abuse in-game systems, have some weird savior complex, are not a pleasant person to deal with, and are part of the reason ISD is so disliked right now. Also, I beleive the individual you are 'mentoring' for commissioner is the individual responsible for half the issues I talked about in the list.
