Denied NPC In front of Medbay to Turn in Permaweapons

What does this suggestion change/add/remove:
[Add a NPC Similar to the one in security sector, except it only lets you return Permaweapons and not take them out. Maybe like an ISD NPC]

Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
[~People who play both combatives and Non combatives can play non combatives safely since they can turn in weapons easier.
~Wouldn't require to run into security sector as a non combative
~Could also add giving picked up keycards,documents, or any contraband, which would save agents and such time since then they don'T have to interogate if someone is willingly wanting to give up the stuff.]

Possible Negatives of the suggestion:
[I don't know, Maybe if something bugs suddenly theres a weapon NPC in front of medbay, but if nothing breaks i see no downsides.]

Based on the Positives & Negatives, why should this suggestion be accepted:
[In my opinion it would be easier and faster for non combatives to turn in any weapons/permaweapons they find/have so if they get weapon checked they won't get arrested.
Only thing i would add is that there is no "return" function, meaning you would have to go to security sector to be issued your permaweapons again.

Maybe also a small cash reward for turning in keycards or weapons to entice people to do it more, though that might lead to people "farming" by constantly killing people and taking their stuff, but then again the d-block npc has that own functionality.]
