What are the responsibilities of the O5 Council in RP?:

The Council’s main job is to make sure each department in the Foundation is doing well. They keep an eye on department leaders to ensure they’re doing a good job. If there are any problems, the Council quickly steps in to fix them.

When everything is running smoothly, the Council focuses on general things, like making sure everyone follows rules and looking at how different parts of the Foundation work together. They also control how the Foundation deals with groups like the Chaos Insurgency (CI) and can change these relationships if needed.

During big emergencies, like site-wide breaches, an Overseer will take control. If they aren’t available, they hand this responsibility to Site Administration. This lets the Council stay involved and ready to help manage any crisis directly.

What are the responsibilities of the O5 Council out of RP (e.g. what applications do they handle?):

  • The Council votes on applications for Overseers, with the final decision made by the Chief Overseer.
  • They also vote on applications for the Overseer Security Agency (OSA), with the Chief Overseer having the ultimate say.
  • The Council votes on Site Director applications, but the final choice rests with the Chief Overseer.
  • They participate in the voting for the Director of Research applications, again with the Chief Overseer making the final decision.
  • The Council votes on the A-1 Command and Co-Command positions, but while their opinions are considered, the final decision is solely up to the Chief Overseer.
The Council places a strong emphasis on upholding the Code of Conduct across all departments. They work to ensure that department performance aligns with the Code of Conduct and regularly update this document to maintain its relevance. The Code of Conduct serves as the foundational law of the organization, and the Council makes sure it is updated, followed, and implemented by all department leaders, either through Site Administration (SA) as proxies or directly in serious cases.
Please give some lore about your O5 character and what storylines they would be involved in:


O5-4, “Dave”
Before earning the title of O5-4, Dave began his journey as a dedicated member of Epsilon-11, specializing in high-risk containment operations. His tactical prowess and unshakeable commitment to the mission earned him the respect of his peers, who saw him as a reliable asset in the field. However, everything changed during a mission to neutralize a dangerous Code 5 threat. Intelligence had flagged the operation as high-priority, but unbeknownst to Dave and his team, they had been fed faulty information. The Foundation’s intel had failed to account for the full scope of hostiles awaiting them.

Upon arrival, the Epsilon-11 team was met with a ferocious ambush. Dave watched as one by one, his closest friends and comrades fell. Only a few survived, and the devastation of that mission lingered in his mind, haunting him. Driven by an overwhelming sense of guilt and loss, Dave decided to step away from Epsilon-11, no longer willing to risk losing more comrades under his watch.
Though he left the elite ranks of Epsilon-11, Dave’s resolve to protect the Foundation’s people never wavered. Seeking a fresh start, he joined General Security (Gensec) as a Captain, determined to build a reputation grounded in integrity and resilience. From the outset, he aimed to reinvent himself by instilling a new level of professionalism within Gensec. He was firm but compassionate, setting high standards while advocating for his team's well-being. Through his relentless work, he managed to elevate Gensec operations, ensuring his officers were better prepared and more disciplined than ever before.
Dave’s impact did not go unnoticed. His ability to inspire his team and lead with clarity and empathy caught the attention of the higher-ups. The Council, ever-watchful for capable leaders who understood the Foundation’s harsher realities, saw his potential. After a series of difficult but successful missions, he received an unexpected offer: a seat among the Overseers. The Council believed his field experience would bring invaluable insight to their ranks, making him uniquely equipped to guide the Foundation’s decisions at the highest level.
As O5-4, Dave took his place on the Council with a renewed purpose. He viewed his position as a chance to bring about meaningful change. Drawing on the painful memories of his Epsilon-11 days, he spearheaded reforms focused on improving intel accuracy, advanced training programs, and implementing contingency plans to prevent the kind of tragedies he had endured. He advocated for information-sharing protocols that would keep operatives fully prepared, no matter the mission.
Under his watch, Dave transformed his painful past into a driving force, channeling his losses into a quest to protect others from the same fate. His Council tenure was defined by a commitment to improving safety and accountability, leaving a legacy not only of leadership but of a renewed dedication to the people who served under him. In every decision he made, he honored the memory of those he’d lost, ensuring that their sacrifices were never forgotten.

Honestly pathead has a crazy potential, and i wouldnt be suprised if he was a really good 05. The only thing is lacking i think is professionalism, if you worked on that, i would have no doubt about your skills.

So the reasoning behind my negative support are as followed: Lackluster and mingy application with what seems to be little to no time spent on the application itself, the numerus negative support stating that you are a minge, the lore part of your application and the fact that you have a very limited experiance within cl4 rp.

So starting of what I mean by lackluster application the amount of detail missing within this application is insane, on the question "What are the responsibilities of the O5 Council in RP?:" You have basically wrote the same stuff over, sure they do run quite a bit although the OVERSEE operations for the most part aswell as OVERSEEING the commanding officers/directors of the different batalions. The O5 Council aren't commanders in the way you are describing it.

As stated from other feedback you are apparently a minge, I cannot say since I do not know you and I am only giving feedback on the application itself but from just reading some of the responses you've been given. I really doubt you would be professional enough to even be considered a possible choise for O5.

Within the lore part, from E-11 to Gensec due to a heavy loss of your teamates then from regular gensec up to Chief which is understandable but then to get recognized by the council and then for them to reinstate you as O5 after you've more or less stated that you didn't recover after the ambush... Please add more detail, not to be rude but I've seen better lore from 15 year olds.
