Rule Suggestion Parawatch are not allowed to trespass during Lowpop

What does this suggestion change/add/remove:

3.01(a) Raiding Requirements - There must be 4 Non-AFK MTF/UNGOC/CI combat personnel to raid or infiltrate (Including Deep Cover) either bases. Exceptions are made if a member of your faction is kidnapped, in which case you can skip the raid cooldown to retrieve those kidnapped; this will count as a normal raid; you may not purposely abuse this to bypass raid functionality; after a raid fails, you may only negotiate. (AFKs may be checked via the tab menu)

Not that I could find.

Possible Positives of the suggestion (At least 2):
Stops Civilians (especially Parawatch) from entering Foundation when there is no one to stop or amnesticate them.
Ensures Parawatch have to have some wits to get information out.

Possible Negatives of the suggestion:
There is even less to do for Civilians during lowpop

Based on the Positives & Negatives, why should this suggestion be accepted:
I do not belive it is intended for Parawatch to enter the foundation and to take pictures of SCPs when they can not be stoped. This rule change will forbid them to completely scumming their way into getting Infos that should be a challange to get.
 
I definitely support a change to the rules that makes info gathering & breaching more challenging, and sets a precedent that while you can still trespass areas for gameplay, nothing you learn can be used as it should be assumed you don't make it out alive. The only way you can stop that assumption is by actually escaping with the information while enough people are on to attempt to prevent it.

As stated above, I don't think we should change the rule to limit *gameplay*, but just focus instead on limiting IC/RP advantages from abusing low pop. I'm not sure anyone should get in OOC trouble for exploring & trespassing as long as they're not harming anyone or gaining an IC advantages from doing so.
