What does this suggestion change/add/remove:
Give Parawatch a quest giver, essentially identical to Suspicious Ian for D-Class roles.
Every 30 minutes, this quest giver would provide quests based around Parawatch objectives, and would only include the "Steal Foundation Document", "Steal Foundation Keycard" and "Enter SCP Chamber" quests as to avoid Parawatch "raiding" the Foundation to kill a specific target. An additional higher difficulty quest could be "Collect SCP Sample", which would involve sampling any amount of an SCP with a provided syringe and returning the syringe to the quest giver (reward scales with sample amount). D-Class XP rewards would be replaced with bounties of chemicals and money as these are both valuable items to Civilians instead, and these bounties would scale with the perceived difficulties of respective quests. The only way for Parawatch to conclude quests is to complete them, change classes, die, or be amnesticized, after which a 30 minute player-specific cooldown will begin. Parawatch quests can last indefinitely, as it fits with their motto of uncovering the secrets of the Foundation regardless of the cost to themselves.
Given the difficulty of accomplishing the task, let alone escaping through the front gates, Parawatch should also be allowed to exfiltrate the site via the Personnel Wing bathrooms so that missions are actually achievable. Parawatch should be able to pick any way to enter the Foundation.
Parawatch must still follow both Info-Breach Roleplay Expectations and NLR, and can only use provided quest information to complete the quest. Any information obtained in-RP via the quest should still be able to be used afterwards.

This implementation of a feature will heavily improve the Parawatch class both as a viable source of information for the Foundation, and a refreshing experience that gives players something new to try out, learn strategies for, and offers a unique class with tangible rewards for those who can accomplish such tasks against all the obstacles of the Foundation. Additionally, the current interactions between Parawatch and Foundation security is often immediate termination, but this feature will offer the Foundation an opportunity to interrogate information on Parawatch activities such as the extent of knowledge and target information. Parawatch interrogations will also be more interesting because of the existence of an actual goal for the interrogator to go after.

- Parawatch interrogations are actually structured and can yield valuable information pertaining to their given quest (targets, locations)
- Actual, somewhat fruitful rewards for complete evasion of Foundation detection instead of just info breaching immediately after information is obtained
- Parawatch in general will be more enjoyable to play as there is a realistic possibility of escape and surface RP
- Provides a logical justification for patrolling site as a whole for more passive threats instead of just CI
- (I'm assuming) relatively low development time, as an existing feature among D-Class roles
Possible Negatives of the suggestion:
- Giving Parawatch a target location may imply killing any Foundation personnel in the way, combative or not (civilian raiding)
- Parawatch will become more annoying to deal with, depending on the frequency of quests
