Denied Pilot & Co-pilot license

What does this suggestion change/add/remove:
Add an extra license, that only allows you to copilot and doesn't give access to spawn in helis

Possible Positives of the suggestion (At least 2):
A lot of positives, People can learn how to copilot and only need a license for a low rank

Possible Negatives of the suggestion:
you have to code it

Make it so trainee pilots can only take out helicopters during peacetime, or maybe add a separate entity that allows for deployment of practice helicopters in peacetime only (that locks during war) so that there's unlimited stock to practice with
