So before actually explaining the suggestion, let me induldge you a bit more into the situation.
Perma Assault Rifles are better than Shotgun/SMG ones 90% of the time.
Now this isn't inherently a fault of balancing, and while it definitely plays at least a partial role, it is not the entire reason.
Assault Rifles are useful and do well at all ranges, excluding maybe the really long Sniper/DMR dominated ones.
Shotguns/SMGs are only useful in short/light medium ranges.
This leaves us with 3 main reasons for why one might switch out the all around great choice for something more situational:
The Marksman only gets a weak SMG for defense, and thus an Assault Rifle to cover his close/medium range weakness is very welcome.
The Officer already has a good AR (Vepr), which means that you'll either only have a comparable side-grade with your perma or just waste a slot by not even equiping it.
But switching every time you switch job is annyoing, as while switching jobs is 3 buttons, switching permas means you need to spend ~75 seconds to get to the Armory guy, find your perma and equip it. Doing that everytime you switch job gets annoying, and I bet CI aint even the worst offender here, we have the NPC on our way while leaving base.
This suggestion is here to make it easier and less annoying if you want to follow through with either of these 3 points.
Now, you're able to equip each type of perma weapon, 1 for each (so 1 AR, 1 Shotgun and 1 SMG).
Does that mean that you can have multiple perma types on your person at the same time?
NO.
That causes lag and the server is already barely hanging on as is. Its also the reason why my previous suggestion got denied.
Instead, it shows up as options on the respawn menu where the perma weapon toggles are already.
You'd just have toggles for 1 AR, 1 Shotgun, 1 SMG and 1 Pistol, and when you want to, for example, switch from an AR to a Shotgun, you click the Shotgun button on the respawn menu, the AR goes dark, Shotgun lights up and you now spawn with a shotgun instead of an AR. Wanna switch back? 1 click.
Of course, if you want to switch weapons in the same weapon type (so like the ARX for the FN2K), you'd still need to visit the Armory NPC.
(Note: With that please re-order the perma weapon list, its just random right now

Main reason for denial was lag/entities, which is how this one is different.
The main reason for why people don't switch perma weapons to ones that would suit the playstyle of their job is that its just a huge hasstle to visit like one of 5 places on the map every time you switch jobs, because why waste all of this time to get a better option when you already have one that works.
This removes this obstacle and allows you to use other stuff.
Allowing for better perma weapon/job synergy
Again, as I've stated in the points above, some jobs benefit from some weapons better than from others. This allows you to do that switch on the spot when you switch.
More gameplay variety
Now this point is a big one imo. From my experience, I've ran into a perma shotgun like under 25 times. Perma SMG I dont recall once. Reasons?
Bro just read the suggestion Ive said it like 5 times.
But now people have easier opportunities to switch to the other types. This benefits not only the person with the perma, as they are not bound by this "Oh I'll need to go to the Armory once I want to switch..." and are free to explore other options and playstyles, but also the person who's fighting him, as they won't be running into the same AR's over and over and will actually have to tread somewhat differently based on the other persons gun.
Now will everyone switch to Shotgun/SMGs? No. Not even close. But will at least like 25% do so when they wouldn't have before? Yes, hopefully.
LAG FREE
Another huge point. Doing it this way shouldn't cause any extra lag via entities. Inventory entities cause lag only when they are in people's inventories, and as permas are given AFTER spawning, having multiple options on the respawn menu shouldn't do any harm.

I personally have been an owner of a SPAS-12 for close to like 8 months, I've used it so little I can count the times on my hands.
Is it because its trash? No. Do I always want to use it? No! When I want to use it sometimes, do I want to visit the armory to switch back to an AR because I got on a job with huge weaknesses covered by an AR? Hell NO.
If all I had to do was click one button on my respawn screen, I'd use it like 1/3, maybe 1/4 of the time, because while it would be more availible, it is still more situational, but that is still infinitely more than now.
Personally I do not even see a downside to this. If you're able to find one, I'm lowkey interested.
