Denied QOL GOC/CI Computer System Changes

What does this suggestion change/add/remove:
Make so GOC and CI documents are uploaded to their faction computer system and don’t require a Super Admin to approve them. Make it the same as Foundation, where level 4 members can review, grade, and approve documents.

Possible Positives of the suggestion (At least 2):

• QoL to GOI’s
• Increases R&D departments getting documents uploaded

Possible Negatives of the suggestion:

• Dev time (?)
• It’s a goi suggestion (?)

Based on the Positives & Negatives, why should this suggestion be accepted:
It should be an easy QoL suggestion for GOIs that can promote GOI RP by creating documents and thus testing on SCPs/making useful shit in one of the best gmod computer systems.

Superadmins are only required for the unformatted / non faction tied document format so there is no way around this without removing the doc format itself

Then simply make GOC/CI documents so it's not required
