What does this suggestion change/add/remove:

I suggest a complete rework of how the ranger and mayor jobs work on surface, turning them into whitelist jobs.

1. Ranger
Ranger should be made a whitelist job by application on the forums, the forum applications would be reviewed by the mayor, if the application is accepted, the mayor would do a training session ingame teaching the new ranger about the pinewood laws, basic ranger duties, armory usage, etc. No significant loadout changes would be necessary, since they already have all the tools necessary. The application should be on the dificulty level of 096's, since rangers aren't CL4.
Note : Remove the ranger's ability to enter foundation or GOI bases without the mayor's aprooval and a very good reason.

2. Mayor
The mayor wouldn't have an application, but instead be chosen from the current pool of active rangers by server leadership, and would be kicked out of office after a long time of inactivity or resignation. The mayor's primary duties would be to write all the necessary documents for the police department and be the main roleplay lead for pinewood.

3. Discord Changes
First of all, a new channel category, similar to the departmental ones like gensec and research. The category would have 3 channels, pinewood documents like arrest guides, the legal codex, etc, a channel for announcements that can only be made by the mayor, and a channel for general communications.

Possible Positives of the suggestion (At least 2):

Recently there has been a surge of surface RP, mainly coming from rangers, and i think it's a good idea to regulate the flow of silliness to this job, making it more RP-focused along with the mayor.
This would be a much needed update to civilians, since they take up a whole character slot but nothing good is really done with them except MC&D which are restricted to XK VIP, i think this would boost activity on surface, and be real fun.


Possible Negatives of the suggestion:

This would take a lot of work and coordination to get everything set up, but i think it's worth it, this suggestion will likely get denied because it's "not needed", but we can't know until it's actually added.

Based on the Positives & Negatives, why should this suggestion be accepted:

This would get rid of the stereotype that all the rangers are minges that just wanna raid foundation all the time, and would be a well deserved update to civilians. Even the so called "Surface Update" That added GOC, 8854 and missions added nothing to civilians, and surface SCPs most of the time just serve to halt the already little roleplay going on in pinewood and makes everybody focus on capturing them for a drop of samples.

There have been RP from Rangers recently?
You and ur friends mingin around on surface, coming inisde (Including Mayor) the Facility and MRDM'ing? No thank you.
Also Mayor and Rangers are VIP Jobs, not sure if they want to change that.

This isnt darkrp, and they arent going to get rid of VIP jobs. All you are asking for is that rangers get whitelisted, which would just remove perks from VIP.

all rangers ever do is minge and try to annoy all three factions as much as possible and now you expect SL and the dev team to dedicate time to it. lmao

The only reason that this would get - Supported is that it would "empower" ranger minging, but it would do the exact opposite by getting rid of the loud minority of events where something potentially rule-breaking does happen, all while your not paying attention to the other 90% of gameplay.

Sadly this gonna get denied, as your suggestion removes perks from VIP, ranger is fun and shouldn't be ruined by minges.

currently, there isn't much need for it as surface rp is quite bare-bone and usually revolves around accidental info leaks, scp breaches, or mayors being insane to a point where GOIs step in

adding a whitelist wouldn't create intrigue it would just cause the remaining rp to be nothing unless civilians have their own major update there isn't any point in adding whitelist jobs

I'd think it be cool if there were actual consequences if something got information breached, because right now it's just on open comms and foundation will normally just ignore it. Since nothing will happen, info breaches don't really do much except be annoying which isn't good surface rp. I'd think it would be cool for something to happen like news station sweeps in and causes the news to go viral. Then other stuff can happen I'll think of something cool later.

gotta agree if the suggestion was accepted it should be delayed until there is some sort of civilian gameplay update

My reasoning for this is we do not need more bureaucracy and politics in these kinds of roles. It's one of the few "teams" in the server that doesn't require a whitelist other than a donation.

By not implementing this, we can avoid the problems of bureaucracy, politics and corruption that plagues every other department like research and MTF.
