Content Suggestion Rebalance of Perma Weapons / Shotgun Changes

What does this suggestion change/add/remove:
This Suggestion suggests a total rebalance (Buffs mainly) to be a majority of the Perma Weapons on the server. This is largely due to the HUGE disparity that there has been for a while around Perma Weapons. Currently from what I have seen (Mainly on UK) there is like 5 Perma weapons that are bought and used and this is mainly because of either their superior stats or Just the fact that the other permas have sucked so much for a while that it is just a known thing to only buy those weapons.

Furthermore, a secondary suggestion is to make shotguns actually useable at close range comparably to other weapons like assault rifles. Shotguns like the spas and nova (Peramas) loose like 95% of the time up close when it comes to fighting other guns and that just shouldnt be the case. The ONLY shotgun and I mean the ONLY shotgun that is good at close range is the AA12.

Possible Positives of the suggestion (At least 2):
There is just like 4 perma guns people buy as the current list of Permas people only buy are, ARX, FN2000, Asval, Flatline and Maybe VHS.

Possible Negatives of the suggestion:
Dont Really think there is one, other than people may or may not use their permas over their job guns.

Only Other Negative I can think about is, that it will take some time and considerable effort for content team and or NL (BC its a donator issue) to decide upon these changes but at this point It is very much needed. (The ARX has been one of the most bought permas for literally 3 years + )

Based on the Positives & Negatives, why should this suggestion be accepted:
Personally, I think this should be accepted (Both parts of the suggestions) because for too long now Permas have been dominated by the same batch of guns and the other need a lot of love too. Furthermore, the shotgun change should be considered because cmon there is no way a shotgun should loose to a rifle at close range and this is evident that they need love.

Although, it may take a long time for these changes to be implemented I do 1000% think they are needed changes to the Permas on the server and will put the guns on the server (Perma wise) in a much better spot than they are in currently.

Also make an anomalous energy weapon shotgun whose spread does tighten when ADS
Shotguns should be instakilling people up close; getting hit with a full shot of 12 gauge will vapourise you regardless of how much body armor you have.

Issue comes from the time to kill. Assault Rifles on the server have an outrageously short time to kill if you hit your shots, to the point it's better to just always use a rifle.

Gmod hitreg kind of messes with shotguns consistency more than other weapons which makes them horrible to balance because the damage they do varies wildly. Other issue is if they one hit they will probably feel rather obnoxious considering most of the important combat happens in facility where a lot more stuff is shotgun range. Even if you reckon a one hit would make it more balanced its horrible for the player experience if combat just becomes getting deleted at doorways

That's what I want shotguns to do. One shot an unarmored person. And if they have armour make it a bigger damage reduction compared to assault rifles. So shotguns end up being very good against unarmored, and decent against armoured.

There's no reason I shouldn't be able to one shot a unarmored D class that's 2 meters away with a shotgun.

Honestly the flatline and as val are basically what the arx and vhs were before they got nerfed into the ground for the second time and were made completely unusable. I feel like permas should all be balanced closely as they are all the same price, who would spend 10 bucks to get the fn 2000 when you have the flatline and as val available for the same price? And also why would people use load out weapons that content provide when they can either spend 10 bucks or just buy the vpoints with in game money for a weapon that practically beats every gun in the server, it doesn't really make sense to me. I mean I agree with driver that preference is also a facorr but preference doesn't really apply when the gun is statistically better than other base load out weapons that are provided.
