Rule Suggestion Reduce the amount of players needed for a base kidnap/hacking mission

What does this suggestion change/add/remove:
Reduce the amount of players needed for a base kidnap/hacking mission

Has something similar been suggested before? If so, why is your suggestion different?:
Not sure don't think so

Possible Positives of the suggestion (At least 2):
SF regiments are acutally able to do missions during the day and not just in a 10 min timeframe where there's more than 15 active players on both sides
More peacetime activity

Possible Negatives of the suggestion:
Teams lose more warfunds

Based on the Positives & Negatives, why should this suggestion be accepted:
Back when the peak player count during the day was 80-90 players and around 30-40 players in the morning/night, you needed 15 active players on both sides to do a base kidnap/hacking mission, now the peak playercount is around 30-40 players and around 15 during the morning/night and you still need 15 active players on both sides to do a base kidnap/hacking mission, which means it's really rare that you are able to do one.

I think this should be lowered as the player count is also lower, so you could make it so you need 8 active players (same number of players that you need to hack a server), or if it's too low 10 players.

Another thing that could be changed is so you only need those active players on the side whose base is being attacked, so for example right now if I want to do a base kidnap as USSR you need 15 active players on both NATO and USSR, so you could make it so you only need those active players on NATO (if the raid is being done by AG in this case), since the infiltrator's side also needing active players will not make a difference at all.

Gets things rolling and keeps players on their toes. 15 active on both sides is very hard for our server currently due to the population drop over the last month. Would be good to adjust rules according to the current active population. May be adjusted later on if the player count goes up.
