What does this suggestion change/add/remove:
Makes it so that you cannot type/use comms whenever gagged, in the same way you cannot use chat whenever gagged.
Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
Less confusion regarding people typing in comms while gagged, and not understanding such is a rule break
Less opportunities FailRP/Metagaming sits.
Possible Negatives of the suggestion:
If it isn't against the rules, then this change would have a negative impact on what is intended
Based on the Positives & Negatives, why should this suggestion be accepted:
Recently, a situation occurred on the UK where someone was told off for typing in comms while gagged as they were being kidnapped. The staff at the time said this was a "Common Sense" ruling, yet me and another player both were confused due to this never being the case until we heard of it just now. As to reduce confusion, implementing the gag system for not just talking/typing, but also comms would remove this confusion, and prevent any potential FailRP cases from it.
