Denied Replace SCU's SCP lvl requirement with a new license

What does this suggestion change/add/remove:
This suggestion removes the recently-added SCP lvl 15 requirement from the Security Containment Unit job and adds a new license requirement in its place.
The new license will be something along the lines of "Containment License," and tryouts for this license will test players' knowledge of SCPs' behaviors and how to properly contain them.

Has something similar been suggested before? If so, why is your suggestion different?:
I've created this suggestion in response to this partially-approved suggestion that added several new lvl requirements to the SCU job, including SCP lvl 15.
Not only did the suggestion receive nothing but negative support prior to being partially accepted, but players are now facing significant inconveniences with no longer having access to the SCU job and needing to take an incredible amount of time to bring their SCP lvl to the requirement as the SCP leveling process is slow.
I've been informed by players that this requirement was added because "one needs to be an SCP to know the SCP," or because "high SCP lvl will ensure that players are competent enough for the job." Adding a lvl requirement like this simply cannot ensure either of these statements because despite the slow leveling process, any player can gain their SCP levels by simply grinding kills as an SCP. What knowledge is gained from that? What competence does this show?
Replacing the SCP lvl 15 requirement with a new Containment License will remove the aforementioned inconveniences of the lvl requirement while fulfilling the idea behind the requirement at the same time.

Possible Positives of the suggestion (At least 2):
  • Players will no longer be tasked with slowly bringing up their SCP lvl to satisfy the SCU job requirements.
  • Players will become more familiar with the topic of SCPs by studying and testing for the Containment License.
  • This can apply to the E-11 Containment Specialist job as well.

Possible Negatives of the suggestion:
  • Players will be instead tasked with passing a tryout to obtain the new license.

Based on the Positives & Negatives, why should this suggestion be accepted:
The process of obtaining the new license (assuming in a similar fashion to the HWL RRT licenses) will be quick compared to the SCP leveling process, and players wishing to fulfill the proposed requirement will obtain the proper SCP knowledge in contrast to grinding levels.

+Support SCP levels are hard to grind for and half of the gameplay loop is waiting to breach to get the xp. A job from the beginner branch shouldn’t be harder to get then joining all other beaches on the server.

+SUPPORT I am not sitting AFK in a containment cell just to get a job, SCU isnt even a SCP job and doesnt even need the levels, ive also heard about only 1 minge SCU on top of that, the real issue is the techies and chefs, not SCU
