Restrictions to inventory while in ISD jail

What does this suggestion change/add/remove:
Removes ability to pick up or drop chemicals, guns or anything besides food pretty much

Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
Preventing fail rp
Common sense, if they dont have comms by default why would they have a gun or 106

The thing is, to my understanding, these same kind of restrictions that D-Class and SCPs have to chem interactions, are job-based. Pretty much every arrestable job also needs to be able to use chems when not arrested.

...What? Every time I've been arrested, I've had comms.

This was against the rules anyway, but making it an actual mechanical restriction would be a lot better.
