Content Suggestion Reverse bodycam jobs change and reduce level to dispense

What does this suggestion change/add/remove:
Adds back the bodycam to jobs before todays change.
Reduces Clearance Level needed to dispense it from 2 --> 1

Has something similar been suggested before? If so, why is your suggestion different?:
No.

Possible Positives of the suggestion (At least 2):
- QoL
- Bodycams are being used properly and don't have to be dispensed everytime you respawn.
- it just makes sense that every foundation personnel would have a bodycam
- CL1 personnel can report flc breaks and such

Possible Negatives of the suggestion:
- Reversing a recent change.

Based on the Positives & Negatives, why should this suggestion be accepted:
It just does not make sense to remove the bodycam from most jobs and is only going to make peoples lifes harder with close to none positives - people don't like this change as it can be seen by reactions under it.
Also, it doesn't make sense for CL1 to be unable to report a crime because they can't dispense a bodycam.

D-Class should have a way to use bodycams too, maybe a restricted bodycam that can only be taken off by certain jobs or something.
Dead man's switch bodycam that would contextually do something like "upload the last 30 seconds of footage on user death" IC. Since GenSec unethically killing D-Class is an IC issue, this would provide a way to capture mistreatment of D-Class (if they're not resisting and compliant, but get killed anyway) and create ISD roleplay.

The problem is that not only does this get funky considering NLR (How do you initiate the RP this way when the D-Class in question is dead?), it's also a concept that wouldn't make sense to be only available to D-Class - Why would you be able to get the last 30 seconds of D-Class cam, but not a valuable role, such as any CL4. IMO, It would be fair for D-Class, but potentially too powerful RP-wise for other roles and such. It might make it too easy to identify DCs. It'd feel effortless, like giving ISD, DEA and other departments/regiments, etc. a kind of free win button that they don't really need. It's issues like that that make me hesitant to push the idea.

I do think D-Class could have better tools to deal with the issue I raised in a way that neatly works within the existing server gameplay loops, but it's extremely difficult to reconcile, IMO. In that respect, D-Class are kinda just fucked, unfortunately. Which is not really something you want for what's supposed to be the entry point into the entire server. I can understand if a lot of people who would have otherwise interested in joining the community, ended up not - Even just because of this specific gameplay... What do you even call this? Loose end?
Or just allow them to use the old CCTV excuse, but only when there's actually a functional CCTV camera nearby.
See I like this, but it also feels impossible to reasonably enforce - Imagine a situation where a D-Class, after checking and seeing a functional camera, gets unethically downed by a Cadet; Then is revived a little bit later by a CM. D-Class then tries to take it to ISD to get them punished IC for the unethical treatment, but the Cadet in the process, pulls a pro gamer move and destroys the CCTV camera before calling a metagame sit on the D-Class to avoid RP.

Now imagine this from the staff perspective of that sit. All you know under these circumstances, is that a D-Class has a clip that they're trying to show ISD and are claiming the CCTV excuse - Even if they tell you which camera, when you check it, it's destroyed. To my understanding, you have no way of knowing if that specific camera was working or not when the D-Class was downed.

You basically have to give the D-Class a metagaming warning in that circumstance. Sure, this is one specific situation - But from this you can see why it's shaky. It depends on too many things being a certain way.

late to the party but i will put my opinion:

first at all, i don't check SCPRP discord anymore (banned there) but they added so called "ingame bodycams"? (like before that, the bodycams were clips that were made from softwares like medal, streamlabs and even steam since steam now made to do clips in your games), for others and me who dont use clipping softwares (i tried using medal but when i starting clipping with medal, my game lags so much, with steam i can do clips but after playing like for 2-3 hours, the clipping making breaks and can't do clips, so yeah), it would been a great feature if it wasn't that (which i saw on forums) for fact that ingame bodycams don't record ingame sound, just the ingame screen (maybe they changed to do ingame sound also but check me on that one).

Why give a D-Class a metagaming warning and not maybe a verbel one? if logs somehow showed that cadet broke the cam before the kill then yes it would metagaming warning but if he did it after the kill, then it would been not, yk in that story if cadet broke cam after the killing of D-Class and the D-Class still got the warning, he has all the rights to appeal the warning and make a report agsaint that staff. (i saw the full story that you made)
CL1 can not make any report to ISD with a clip because body cams are locked behind cl2!!!

For quick clarification: The bodycams record nothing. Their purpouse is to allow you to use clips you get with software IC.
