What does this suggestion change/add/remove:
This suggestion is to change the sample limit for MC&D, this will allow a group (3 people) of MC&D to sample up to 3L per person instead of the standard 1L per person in a group. We believe this could allow factions to start being able to tax a L from us per person when sampling an SCP. This will also allow MC&D to conduct more business with factions such as CI, GOC and Foundation, allows us to do more RP in sales.

Has something similar been suggested before? If so, why is your suggestion different?:
I don't believe so.

Possible Positives of the suggestion (At least 2):
More sales RP.
More teamwork from MC&D if they are trespassing onto Foundation to secretly sample SCPs.
Would get rid of arguments in MC&D for shares when sampling is happening.

Possible Negatives of the suggestion:
Could possibly change the market.
Possibly could increase the sampling and not many people might like it.

Based on the Positives & Negatives, why should this suggestion be accepted:
I have spoken to most of the people who play MC&D on a regular basis and they all think this change would benefit them a ton both RP wise for sales alongside with encouraging MC&D to sneak more carefully into the Foundation to sample SCPs.

Huge support for this one. I kinda wanted to make this suggestion myself.
It will get rid of a lot of toxicity/arguments between MC&Ds when it comes to sharing/splitting loot while encouraging them to work together a bit more, which is much more fun than solo. It will give an opportunity for factions to profit off MC&D while giving MC&D ability to profit more on their own and that means more reasons to call/rp with them. Overall it will seems more suiting for a greedy/profit based faction to maximize their profits and efficiency without regard for the rest or "anomaly dying from bloodloss".

Good. It risks making MC&D "the sampling job," however it's a primarily non-combative edge (at least, until you start digging into the implications of how the extra chems will be used) that they can have over everyone else, that they are simply allowed more samples and thus there is greater incentive to engage with them as a result. There's some concerns to be had about the SCP experience and the ramifications of allowing extra chems onto the chem market, but I believe at least an increase of this nature is reasonable. Do not be surprised if you don't get the amount you're looking for.
