What does this suggestion change/add/remove:
This suggestion is to have the picture of SCP-096 removed from the HCZ as a spawn point, and instead be secluded into the categories of the LCZ/D-Block and the EZ. This is meant to create a more reliable way for SCP-096 to breach as he shares the same breach queue as other auto-breach SCPs but the ability for him to breach is diminished by low population of the HCZ area and the possibility to completely negate the breach via scramble goggles. This would allow SCP-096 the chance to breach more frequently and much harder to simply prevent the breach from occurring via communication between units.

I believe despite the potential side effects of a pure LCZ/EZ breach this would be a good change for SCP-096 players and potentially LCZ units as it allows SCP-096 to have vastly more consistent breaches with the timer and allows the LCZ teams to teach others how to counter SCP-096 more effectively, giving more reason for GenSec and other units to be prepared for SCP breaches. The spawns and positions can be adjusted if simply removing the HCZ spawns prove to be too troublesome to deal with and can be placed in unique spots that may not be considered, giving a more fresh picture spawn for breaches.

- Forces SCP-096 to the LCZ when picture breached
- May create more perpetual breaches if spawned in D-Block more frequently
