Denied SCP-427 Move from LCZ to HCZ

What does this suggestion change/add/remove:
This suggestion adds more roleplay instead of people abusing it to gain more health, create zombies, and minges being able to access it so easily.

Has something similar been suggested before? If so, why is your suggestion different?

Possible Positives of the suggestion (At least 2):
Roleplay Enhancement:
It would enhance roleplay instead of people using it to minge and for an HP Boost, moving to HCZ would require an E-11 escort which would create a more serious atmosphere. It would also make sense for something that creates zombies similar to 008 to be in HCZ.
Less abuse of SCP:
I've already seen tests fail because there is no one there to enforce any rules on researchers. Combatants also abuse this SCP to gain a higher advantage to gain more health. (E-11 can enforce less abuse of SCP.)

Possible Negatives of the suggestion:
N/A, Couldn't think of possible negatives for anyone.

Based on the Positives & Negatives, why should this suggestion be accepted:
In shorter words, It would help the server with fewer minges using this SCP to become a zombie and kill people.

it's brand new, of course there's gonna be teething problems. thing's barely been around for a month. create policy, maybe we'll end up needing rules and staff rulings. a move of the scp itself should really be considered only further down the line if issues persist. i get where you're coming from, but this is entirely too hasty

That is why moving it to HCZ would be a better tactic because E-11 would have to escort all 427 tests ensuring that people will not run into the chamber and making themselves a zombie.

if you are going to intentionally abuse the SCP why would you tell E-11 "Hey I'm going to abuse this SCP please escort me" just get ID checked at primary then go to the SCP, easy as.

Although I believe this could also be achieved through in character means such as SCP-427 being studied and presented to the Director of Research in order to move to HCZ.

I don’t think you understand. I’m saying if moved to HCZ then there is a less likely chance for people to abuse the SCP because E-11 are there. E-11 enforce protocols, which means LESS abuse to the SCP.

Currently 427 isn't breaches that often and it's dangerous levels are not that high. Moving it to hcz will only reduce Roleplay and it doesn't fit the current clearance levels within Hcz.
