This application is for the position of the Ethics Committee Chairman

The big question of course, why I am applying?
Change.

There are many things which I wish to change and adjust, ranging from the Ethics Committee itself to the departments it oversees. The position of Chairman grants one of the highest mandates to make these changes. To ensure every process on site is indeed Ethical and acceptable.
Continuing that I wish to use this position to help develop more avenues of RP on site, as can be seen recently with the implementation of my D-class work project.

On a more personal note, I have whole heartedly enjoyed my time on site, all the way from Agent to ECM and wish to see RP continue to grow and evolve. It has been a delight to be part of it and I wish to be a guiding hand to it.

What makes you the best candidate for the Ethics Committee?:

Diplomatic Nature
I have a diplomatic nature, what this entails is that I would rather talk and discuss rather then jump to action. Examples of this being with Interrogations, where I will always attempt to talk to a suspect rather then force them. This kind of attitude would suit the Chairman position, and the Committee by extension as the Committee should act as an investigatory body first. This attitude is also crucial to the Committees work, for example Tribunals and settling site staff issues.

Leadership ability
My leadership started in the Internal Affairs department, where I gathered a large amount of experience in leadership. This ranged from managing Agents and Ambassadors to teaching and assisting site staff, this has allowed me to gather key experience in how to be a leader as well as a large understanding of all site polices, from the FLC and Zone jurisdiction policy to each departmental policy handbook.
As a leader I favour the carrot rather then the stick (reward over punishment), however my approach has changed depending on the circumstances, which helps demonstrate flexibility in the role of leader, an example of this is being IA Agents, where I would rather teach them what to do and then credit them rather then punish them for not knowing their duties from training. However I will not stray away from punishment even if it may be a friend, if they have done something that warrants punishment, they will receive punishment.

Policy/program development
In my time leading the Department of Internal Affairs and as an Ethics Committee member I have help create and develop new or existing policy. While leading Internal Affairs I ensured policy was up to date with developments on site, such as when the new HCZ and equipment was revealed, this required discussion and debate about what counts as misuse and what punishment should be issued. And more recently as a Committee member I have developed and launched the D-class work program, allowing for a large amount of new D-class RP interactions around site. This program required debate and adjustments, such as amending the FLC to allow D-class labour. This shows experience with on site polices and the development of them, which is a useful skill for a leadership position as the Committee is expected to weigh in and help develop policy.

SCP/Server knowledge
As would be expected by now, I'm very knowledgeable of the SCP universe as well as the custom lore that has occurred on Site 65. This understanding comes from my love of reading SCP media or lore. As the other Committee members can agree, I spend a fair bit of time reading through the Archives and drawers, knowing more about Site 65 and the tests/events that have occurred. Adding to that, I read the SCP wiki in downtime, reading through new SCPS or tales that could serve for potential events or RP on site, the D-class work program mentioned before being inspired by "Ethics Committee Class-D Housing Regulations". As such, a person in as high position in the SCP foundation, should be knowledge of the SCP universe, and the site.​

What are the responsibilities of the Ethics Committee in RP?:

>Authorisations

>>CL4+ Authorisations
As per the normal duties of a CL4+ personnel members of the Ethics Committee are expected to authorise the usage of Advanced armoury and Mass Termination.
Advanced Armoury (Referred to as AA) is to be authorised most commonly during Code 5's where the breach is considered dangerous enough to warrant more advanced firepower, such as Nerve gas and Nitro-glycerine.


Mass Termination may be authorised by Senior CL4's or higher, however the Committee has final say on the matter. Mass Termination is to be authorised in circumstances such as a 008 breach, where escaping D-class that would otherwise be detained may instead become a vector for the virus.

>>Test approvals
The Ethics Committee must approve of any test that involves the usage of 008 to create and instances of 008-2 due the Ethical implications of using the virus and the torture it inflicts upon its subjects.
The Committee must also approve of any test that plan to cross-test 2 Keter class SCPs, such as a 682 x 008 test.

>>Code Black and the Alpha warhead
This is a joint duty of Site command, of which when a code 5 has devolved into a horrible situation (Such as 008 reaching LCZ) Site Command may call a Code Black which is an code to evacuate all non-combative to the Garage. In addition to this, in a recent agreement, Site Command may also authorise the GOC QRF access to Site 65 to assist with handling the Code Black.

However once ERT have failed, and the breach is now impossible to contain via conventional methods, Site Command may detonate the Alpha warhead which will destroy the site and reset RP. This is always the last course of action.

>Reviews and Investigations


>>Audits and Reviews
The Ethics Committee has a duty of auditing and reviewing each department on site, be it MTF or SA. Of which they will review aspects of the department, such as how their trainings are done, is the documentation up to acceptable quality, how well do they perform their duties, how well do they behave ,the current state of their bunks/offices. All of these factors must be graded. A score is given to Site Administration for the departmental review every month.

>>Complaints and investigations

The Ethics Committee is often approached and given reports or complaints about members of staff on site behaving unethically or otherwise breaking the FLC. It is then the Committees duty to investigate this information, this can be handled via the usage of Omega-1 or assigning the task to Internal affairs. Depending on the result, it may end in Jail or even a tribunal.

>Roleplay leader

>>Deployment of Omega-1
The Ethics Committee is directly in charge of Omega-1 and must issue orders and make use of them, as the Committee is one of the main Roleplay aspects for Omega-1. Naturally the main duty of Omega-1 is the protection of the Committee members however they also exist to serve the Committees will of which the Committee may utilise them to assist auditing, arresting or capturing unethical personnel and escorting VIPs.

>>Tribunals
The Committee is expected to organise and host tribunals for CL4 foundation members that violate the Foundation legal codex. In this a Committee member will server as the presiding judge and thus preside over the tribunal, giving the final verdict at the end of the case.

>>The Foundation Legal Codex

One of the most important documents and Ethics Committee manages and uses. The Foundation Legal Codex. The simple document of rules can effect all Roleplay across the site. It lays down a set of rules and procedures that everyone must go by, of course including the Committee itself. Naturally and edits to this can and will affect Roleplay, so any change must be debated and agree upon.
Violations of the codex will end in arrest and jail, with the possibility of a tribunal for CL3 or CL4 personnel.


>>Being a Roleplay Leader
All members of the Committee, especially the Chairman, are expected to create and innovate Roleplay around site. Making new scenarios that either add to the current gameplay-loop or allow for an engaging new experience. This can be accomplished be individual work or collaborating with other RP leaders and Games master to create this new RP, be it a entire storyline or a one-off event. With a bit of imagination, the possible RP is limitless.

What are the responsibilities of the Ethics Committee out of RP (e.g. what applications do they handle?):

The Ethics Committee directly handles 3 applications.

  2. Ethics Committee Assistant
  3. Director of Internal Affairs
Outside of Roleplay Committee members are also expected to debate and vote on FLC changes. As well as work together as a Committee or with other RP leaders to create Roleplay.

As of recently I have implemented my D-class work program, allowing for greater D-class roleplay around the site.
Next I will be working on a possible storyline involving the Church of the Broken God.
 
Hey Charles, I have to give a -Support here. Its nothing against you as a person, but Senior CL5 requires a good amount of experience. You need to spend more time as a Committee Member and not do any Tribunals with SCPs in attendance, that doesn't look good on you. Overall Charles, if you stay on a level headed path and continue to create good ideas that benefit the player base then there is nothing stopping you in the future when this opens again. As an Ex-Chairman myself, you are relied upon heavily to use the experience you gain during your tenure as a Committee Member and/or other roles. I'm sure after some time you'll reach the point required.

Finally, one issue with your lore. You redact your date of birth but leave your age. Might want to hop on that. Overall, best of luck regardless!

Good morning Charles,

I understand you may not know me so this -support might seem somewhat unusual but what I will say is that I do not think you understand what you should be doing as an Ethics Committee Member let alone how to manage it ; I do not see you interacting with Omega-1 as a whole since alot of do not know who you are.

In addition to this as a Committee Member you should have a good amount of influence within the server and it's players as well as a good relationships with everyone on the server ; the first step in becoming a committee member and chairman is having community support and proving to them that you would be bring the Committee and the server into the future with your new ideas.

The only thing that I have seen you do as Committee Member is one minge tribunal, and when you're on your trial period it is meant to be a case of 1 mistake and you are removed; during your trial period as an ECM you proved that your application acceptance was rushed and was simply a mistake. Your trial period showed that you are not ready for these positions and that you are not ready to be a roleplay leader.

I will finally add that I do not think their has ever been any malicious intent but you simply do not understand what awaits you and alot more time is required to learn and become the perfect example of what an Ethics Committee Member should be; no offence is meant in this respond and if you are unhappy with anything I have said I encourage you to DM me about so we can discuss this further.

Apparently people think the tribunal was entirely a minge tribunal despite it starting with a legitimate tribunal against someone and only turning into an SCP tribunal for like 5 minutes and after the RP tribunaling the guy was done. The SCPs could not be removed with no staff or MTFs available. Also created cross-faction RP with GOC since they were permitted to attend. I don't think this is that much of a 'minge' tribunal nor something to hold against you

In time as ECM, I personally have seen you very active and creating a lot of RP when you can
I don't think you'll get it due to little experience, but I think you're fit for it. Will definitely be able to get it in the future if not this time around
