What does this suggestion change/add/remove:
It adds the ability for Sergeants to credit Gensec Officer, Guard and Cadet.
Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
Raises the Gensec's morale with a shower of credits, and There are times when i see actual good Gensec and i wanted to credit them but i could not sadly.
Possible Negatives of the suggestion:
I see no negatives if you can only credit Gensec, plus it is a whitelisted job so the person should be trusted.
Based on the Positives & Negatives, why should this suggestion be accepted:
Because there is literally no harm from it and it would help the new players level faster with the Sergeants.
