What does this suggestion change/add/remove:
I think Spies or STS/SAS, shouldn't be able to hack and steal warfunds, if the following aren't met:
No NHC/SC Online
No High Personel to close doors if needed incase NHC/SC go afk or something
No RMP/AOR to arrest the spy
This is due to the times where Spies/STS/SAS get inside someone's base, and manage to go inside, since the doors are open or something, since there's no person on currently that can close it
At same time, I don't think spies should be able hack at the second war ends, there should be a 10min (more or less) timer for when they can hack, since some times spies will wait outside or inside base, until war ends, sometimes even inside CC/HC already, and hack it while everyone is RTBing from war
Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
+ Less trouble for the team getting hacked
+ Makes it more fair if no higher up is active
Possible Negatives of the suggestion:
- Less Hacking Opportunities
- Spy becomes a bit useless
Based on the Positives & Negatives, why should this suggestion be accepted:
I think this would make the server a bit more fair and make it so both teams don't lose when they can't do anything to prevent it, especially at end of war, since everyone is RTBing still
Personally I think this suggestion is gone get denied, and a lot of NWO especially are gone -support it and complain, but personally, from what I've seen a lot of times, it's something that happens, and we can't do shit, if the tables were turned, they'd complain too
