What does this suggestion change/add/remove:
It would add 3 Sr. CL4 positions, one to medical, one to GSD, and one to research. It would be in between the department head and the normal CL4 position
Research name ideas: Research Administrator, Lead Researcher, Research Supervisor
(Honestly, for this one exec should prob be the Sr. CL4 and CL4 should get a new name since exec sounds so powerful as a name)
GSD name ideas: Security Superintendent, Security Warden.
Medical name ideas: Chief Medical Consultant, Charge Nurse, Lead Physician.
(just a few ideas I had but you don't gotta use any of them)
Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
One more rank level in between something being elevated from a normal CL4 to the head of the department
Picking a director will be easier and they will have experience in a Sr. CL4 position
More defined and efficient COC
Possible Negatives of the suggestion:
Current CL4s might not like this
Based on the Positives & Negatives, why should this suggestion be accepted:
Smaller departments like ISD, NU-7, E11, A-1, O-1, and DEA all get Sr. CL4 positions before department head, and they benefit greatly. So why do the three most populated departments on the server not have that? The department head would have a much easier time managing these large departments if they have a few lower Sr. CL4s to assist and I see no actual reason they shouldn't get that help.
