Denied Sticky Documents for CL5

What does this suggestion change/add/remove:
Allow CL5 to sticky documents

Possible Positives of the suggestion (At least 2):
1 - Departments can come to Ethics/O5 to sticky documents on their board for them when no admin+ are online to do it.

Possible Negatives of the suggestion:
I don't know if this can be done as it's probably permission with a staff rank, could it be done with a CL5 position?

Based on the Positives & Negatives, why should this suggestion be accepted:
I think this would help departments get documents sticky'd on their boards faster

I do agree trust should be in the hands of CL5 players but we've had some bad apples historically which has caused wavering trust issues with abilities like these, hence this server impacting tool is with SL+ only
