Accepted [TEAMSPEAK] Add a "UNGOC-C Comms" channel

What does this suggestion change/add/remove:
Adds a channel on the TeamSpeak called "UNGOC-C Comms" that is codelocked and given to UNGOC COs of the respective servers.

Possible Positives of the suggestion (At least 2):
+ Easier TS Comms for COs
+ Consistency, as CI has CI-C Comms

Possible Negatives of the suggestion:
- None

Based on the Positives & Negatives, why should this suggestion be accepted:
Overall just a QoL change for UNGOC COs and hurts nobody to add, plus CI has CI-C Comms AND CI Commander Comms, so it'd make sense for us to have UNGOC-C Comms and UNGOC General Comms as well.
