Denied Type Blue Requirements

What does this suggestion change/add/remove:
The requirements to become a Type-Blue CI/D-Class

Possible Positives of the suggestion (At least 2):
- Less people sitting AFK with auto clickers
- These classes will appear less frequently, allowing for more RP to happen

Possible Negatives of the suggestion:
- Less people playing the class
- Payed access

Based on the Positives & Negatives, why should this suggestion be accepted:
The classes seem too powerful to be free reign every hour or so, especially on surface where there is no cover to hide you from their abilities. This would also create time for more RP and creates more panic when a Type-Blue is spotted.

what are you saying to do: increase level requirements, make it take longer to spawn, make it VIP???
if any of those, -support: reality bender update shouldn't be a VIP/staff only update nor should it be more infrequent

The point of the suggestion is to make type blue some kind of VIP job, even if it's the lowest tier, so that people stop AFKing as D-Class with auto clickers to get it and to stop random CI from being able to instantly kill you from across the map

LV25 dclass is already high enough, making it VIP makes most of the new update VIP, all though the autoclicker thing is painful, making it a queue like surface would work better imo
