What O5 role are you applying for, and why (give the specific O5 number):
This application is for the position of O5-2. I am applying for this position as I believe I am ready to elevate my contribution to the server as a Roleplay Leader after spending sufficient time in Site Administration and working closely with the Council via the Overseer Assistant job. I believe that the time I have spent has been utilized well in learning how to truly coordinate with other departments, take part in RP or generate it for other players to interest them and I believe at this point I would be ready to take that to the next level as a member of the Council. I believe it presents an opportunity to expand my skills further than they already have via the duties of a Site Administration member that I would like to take and flourish in.
I have also had a chance to reflect on feedback from the Council and Broda regarding my previous application and would like to emphasize further that I wish to apply in order to have a much more active role in the generation and expansion of RP within the server. Working alongside the current Council and seeing their engagement with other departments has made me realize that is the key difference in my performance on the server I needed to change and I believe the next section answers how I have demonstrated this change.

What makes you the best candidate for the O5 Council?:
One of the key differences between my previous application and this one is that my attitude has shifted to generating RP instead of attempting to constantly being involved in it via others. Whilst the latter attitude may work very well for Site Administration to maintain presence, feedback from the Council and Broda has made me realize that someone who would endeavor to apply for Site Command needs to be also looking to create RP themselves and provide that environment for other people, instead of enriching the environment for others.
Accordingly, in the last week or so, I have worked closely with departments in a more active way, reaching out to their leaders to offer experiences that I can help manage and enrich the RP experience. The main two examples of this so far are a cross-training held between Nu-7 and DEA and a public surgery performed by Dutch and Lordon Greenman on me today in the Lecture Hall. I also have a major cross-training between Nu-7 and E-11 scheduled in the coming days, which Napoleon and Kree can confirm if queried. I believe that my rapid ability to adapt to feedback and my receptiveness to others has been on display in this last week span and I believe that demonstrates my willingness to learn and provide a better experience for server health as a whole.
One moment that I believe both defines my time as Site Manager and that I do have the ability to demonstrate initiative even before this feedback was provided, was a situation involving Nu-7, DEA, Medical and the UNGOC. Tensions were high and this was just before one of the site-wide blacklists via black letter had been issued, and a scuffle on the surface between SOP units and GOC had occurred. A DEA Agent was taken back to GOC's base and after 10 minutes of radio silence, returned to us. At that point, a SOP unit called out that the unit may have been Class-F'd. I proceeded to take charge of the situation and order the entirety of DEA to Medical, utilising Nu-7 as an escort and had all of them checked for puncture wounds, their cards checked and subjected them to a battery of questions to ensure that they were still with us. Nu-7 failed to ensure a proper escort at one point and a singular DEA almost escaped the situation, though was detained by other members and brought back to us. As a result, the next day, I visited Nu-7 by complete surprise and had all of them subject to a surprise training, taking them through the basics and having them perform training in protection duties to improve on yesterdays incident.
Whilst a relatively minor incident overall in the server, I believe it shows that I do have the ability to take full charge of a situation as I went from talking with Naffen and two O5's in the SD Office to rounding up every SOP unit in the span of a couple of minutes, engaged with every single one of them and ensured that everything was carried out dutifully.
I still also believe I have retained a great plethora of skills that I had at the time of my previous application. The experience I have gained as a member of Site Administration for just over 4 months now has provided me with an excellent foundational skill set on top of what I already had learned via Nu-7 for the Council. The duties I have performed have been numerous and all provide vital skills, such as the creation and maintenance of several documents across this time period such as reviews, meeting notes, official letters and tribunal/citation related documentation. I have also had a chance to get better at the maintenance of documents in general thanks to working in the Site Administration drive with the rest of the team.
On top of documentation, I have worked significantly with various departments in person to both generate RP and provide them a platform for their concerns. Some examples include surprise visits to MTFs to either train them and assess their skills or observe them in action to give advice, offering myself up for surgery with the Medical Department to further contribute to their roleplay and integration of ideas, overseeing GENSEC performing their duties with a Code 2 or commanding the SOP departments in raids or events. I would say that in my time as Site Administration, I have had a chance to have several significant interactions with every department onsite and have learned a great deal about the need to adapt approaches for different situations as a result.
I also already have a great deal of experience in providing a healthy and fun experience to major events on the server. During the first arc of the Cortex storyline when TSH was involved, I was heavily involved as an Nu-7 Lieutenant with one of the prelude events involving an excursion into a Church of The Broken God graveyard, working with Site Administration and GOC CO teams at the time. I then worked with Requis, Broda, Maeve and various other members of SC/Resarch/ISD during the Death storyline as one of the pivotal characters and was happy to take a PK during this event to provide it with a satisfying conclusion. I am currently working with members of the GM team on an ongoing event, specifically the Void events that Richard Mann has been hosting.
On top of all of this, I have had opportunities to specifically work closely with the Council via the Overseer Assistant job. I have had opportunities to perform RP Events with members of Alpha-1 and members of the Council themselves thanks to this opportunity and have had chances to examine departments from a more critical and observant lens when fulfilling requests. I therefore believe that the jobs I have played for the last few months have both served as a fantastic base of skills and experience in order to apply for the position.

What are the responsibilities of the O5 Council in RP?:
I will include these duties in a bullet point list so I can expand on each of them;
Overseeing and Maintaining the Site if necessary: The Council has a much less hands-on approach to their authority over the Site, however at all times when they are onsite they will be expected to keep a close eye on the general conduct of departments and if necessary, step in and exercise their authority on the Chain of Command to provide a quick course correction to the Site.
Working with and utilizing Overseer Assistants: Based on how busy the Council can be at any given moment due to situations on the Site or off of it requiring their immediate attention, working healthily with Assistants is vital to ensure that Overseers have enough time and flexibility in their time on site to be able to perform their job at full efficiency.
Working with Alpha-1: In the same vein as Assistants, Overseers need to healthily work with Alpha-1, given their full authority over them, to ensure that they are protected at all times and that they have an effective method of getting their hands dirty if a situation should arise that calls for it.
Calling a Code Black: If the situation in the Site is completely untenable due to varying factors such as a breach snowballing out of control, the Council as part of Site Command is trusted with the responsibility to acknowledge when the situation is out of control and order a disruption of the entire sites activities to evacuate all staff to the Garage, aside from those who need to be deployed inside as necessary to provide defense.
Activating the Alpha Warhead: Should the situation continue to spiral out of control from the above, the Council is trusted enough to acknowledge when the situation will take hours minimum to resolve due to how far out of control it has gotten and therefore activate the Alpha Warhead, instead opting for an RP reset via the obliteration of anything still inside of the Site upon detonation.
Providing intervention with GOI Relationships if necessary: In the most dire circumstances or when significant events happen that can impact the views the Foundation has of a GOI (such as the GOC) or vice versa, it may fall on the Council to intervene as a show of democracy from the most senior level to maintain relations. This would then have the knock-on effect of furthering the health and interactivity of RP with cross-faction related matters.
Upholding standards of Site Administration: The whole reason the Council are able to take a hands-off approach to their maintenance of the Site is because of Site Administration effectively being their hands in most matters. Given their actual presence and ease of access on site compared to the Council, it is important for their standards of performance and efficiency to be upheld so that they can continue to provide a healthy system of management to the Site alongside the Council.

What are the responsibilities of the O5 Council out of RP (e.g. what applications do they handle?):
I will provide another bullet point list so that I can expand upon my responses;
Application Handling: The Council as a collective responds to various applications in the server. These include Overseer Assistants, Site Director and Director of External Affairs. The rest of the Council on top of -1 are expected to be engaging with and voting on any pending O5 applications as a collective, providing feedback as required and coming to a consensus on prospective candidates.
Creation/Signing off on major Site Policy/Documentation: Some policies or documents may carry authority that goes above Site Administration, such as orders about Foundation interaction with other GOIs or changes to the Foundation Legal Codex if they are ever deemed necessary.
Facilitating RP alongside other factions: Due to their position as RP Leaders, the Council may wish to speak to the leaders of other GOIs if they deem it necessary to discuss the state of RP between the relevant factions and if they feel any improvements could be required. This can also be helpful when dealing with OOC issues such as any potential toxicity problems or disagreements, enabling these issues to be calmed down and handled appropriately to further protect server health.
Appending and improving the Foundation Legal Codex as required: The Council maintain the Conduct side of the FLC and are expected to make changes that affect it when required. This can be when new rules or mechanics are introduced to a department, with the primary example being that some aspects of the FLC will logically need to be reworded or reworked when the GENSEC update is deployed.
Set an example for the server: Alongside Ethics, the Council is essentially the role models for all players below them in the Chain of Command. They are not only expected to exemplify good RP, but encourage and teach it to newer players they may interact with in order to continuously develop the cycle of players on the server.
