What O5 role are you applying for, and why?:
I'm currently going for O5-4. It is the only number available at the moment and I have no particular attachment to the number. As for why? As I stated in my previous application for O5, my biggest aspiration on the server has always been to join FCOM and the Council. The roleplay opportunities that can present themselves as an O5 are possibly some of the most unique, diverse and exciting scenarios I could think of on the server. The creativity available to an O5 for both roleplay creation and engagement is so immense and is the main drive for me applying for the role. DEA is in a much better spot than it was now and with our current Leadership, I think it'll be that like that for a while. Furthermore, with my move to SA, I've started getting even more insight into how the direction of the server is thrown site-wide, along with the knowledge on the various new systems available to FCOM such as the ERT phones, policy creation, etc.
What makes you the best candidate for the O5 Council?:
First of all, a disclaimer. I've been accepted into Site Administration, but after speaking with the relevant people, I've decided to also apply for O5 to see where it lands me, given my past experience as Director along with my other qualities that I believe would make me a great candidate for the Council. I hope that my promotion does not demerit me as a candidate.
When I last applied for the O5 Council, my application was denied. I was given some feedback on what I can improve on and I'm confident I've addressed each point brought up to a great standard. I'll go over each point of feedback I was given individually now and detail how I have improved upon it.
MAJOR RP CREATION & ENGAGEMENT
The Sarkic Infestation
This is a major roleplay scenario myself and Thorn cooperated with each other on to bring to the server. At the start, it had absolutely no input from any GMs or Event Team members and is something we entirely thought of on our own, from scratch. I'm very confident and happy to say that it has been amazing so far. With Event Team members taking an interest in the scenario and building upon it with various roleplay enhancements, we've turned it almost into a player-led event line. Furthermore, we have gotten a huge chunk of the Foundation departments involved along with, to my knowledge, certain elements of the GOC who have been interested. For a scenario thought up by two people who simply wanted to bring something unique to the server's atmosphere, I'm very proud of what we've accomplished so far. There were various resources we made for this scenario as well to make it that much more engaging for everyone, such as the youtube video I made, the shrine dupes that Thorn worked on or the 20-Page Operation Tape which I made to introduce our brothers in ISD and IE to the roleplay.

The GOC Saga
Now, I call this a Saga because it is a collection of many different roleplay scenarios and events in-game that led up to both the war and its eventual ending. First, the lynchpin of this storyline has been O5-1. As a member of FCOM he has done a fantastic job in creating this roleplay through the 008 x 682 cross-test, which not only led to some nice external conflict with the GOC, but even internal conflict with various CL4 Foundation staff who faced the moral dilemma, including myself. Throughout the scenario, I've worked with both sides from the perspective of my character, Rick, to get the best for humanity and the Foundation. Whether it be through scheming with other CL4 staff to aid the GOC, or working with the Ethics Chairman to properly de-escalate the conflict and bring the war to a close. This situation has had lasting effects on both the site and our relations with the GOC which has been a blast to handle in character. There's still potential for this to continue with ominous messages from various higher-up individuals, but overall I'd say it has come to a close, for now.Tribunals Galore
Recently, I've been getting very engaged with the new 'Operation: JUSTICE v3' which has a clause that allowed Site Affairs, not just ISD to put forward and prosecute in tribunals against other foundation staff. Personally, Tribunal RP is some of my favourite RP on the server and I've learned a great deal on how to make it interesting during my time as an ECA. This was a major IC development from the perspective of my character, as it is mostly an emotional response to him perceiving the mishap in surgery as murder. While originally I was going to handle this illegaly and have the man kidnapped, I decided it could be a much more interesting scenario if brought to a tribunal- with more engagement from multiple departments (such as ISD & Medical) as well.

Similar to the first tribunal, this was the culmination of IC actions taken by myself and other players involved with certain recent incidents. As a way of striking back against Alpha-1 for their interventions, I have decided to turn this into a cooperative RP scenario where both sides can have fun defending and prosecuting each other in court- among other things.

Foundation V Site Manager 'Bubbles'
Bubbles bubbles bubbles... Site Manager Bubbles decided to feed the Director of External Affairs to a Sarkic, thus causing a mass panic and attack from the Cult on-site. This was entirely a result of the previous Sarkic Infestation storyline me and Thorn started in the Major RP section of this application.

Overall, I think I've demonstrated the ability to create Major RP on-site as a Department Leader and involve more than simply just DEA when possible. Whether it is a false-flag gone wrong such as with the Sarkic incidents, or pulling people into Tribunals to give weight to IC actions, I've done my best to prove my ability here.
SETTLING AS DEA DIRECTOR
The second piece of feedback I was given was that I needed time to 'settle' as DEA Director. When asking for more clarification, I was given the answer "Once the novelty of the shiny new role slips away, but you can keep up your performance, you would be considered settled in my eyes". After being DEA Director for a little longer and even moving past it into SA, I'm confident I could've considered myself 'settled'. Through various departmental policies and changes which helped to promote activity, roleplay and engagement with our activities, I think I've managed to get DEA into a fine place on the server. Our relations with other departments like ISD have also been improving significantly over these last few weeks which is always good to see, as cooperation brews roleplay. Throughout my time as Director, I've been active almost daily and always been following the guidelines set out by the server for how Departmental Leaders should act, and from my point of view, my performance has been worthy of being noted for the Council. While this is an objective piece of feedback and some people have different expectations for when someone can be considered 'settled', I'm hoping that I've proven I'm cemented in my spot as Director at the moment with a brilliant performance. Continuing on from this, I've moved over to Site Administration as well, which reinforces the ability to trust me with a site-wide RP Leader position.ARE YOU READY FOR THE POSITION OF O5?
The third and final piece of feedback I was given was a concern for my readiness to enter FCOM as an O5 member. Throughout my time on the server, I have put all my effort into the various roles I've held, from DEA Special Agent to Manager, or Overseer & Ethics Assistant- with Alpha-1 joining that roster as well. I've proven time and time again I can be reliable, engage and create roleplay, and maintain a level of desirable competence at all times. After just recently joining the staff team, I've taken on new responsibilities that not only prove my trustworthiness, but my ability to multi-task effectively and weigh my priorities. While I have been involved in a few pieces of drama throughout these last few months, I'm confident that my reputation as someone both approachable and skilled in roleplay is well known and worthy of being considered for the position of O5. I've stayed out of trouble, put in maximum effort and improved upon each piece of feedback I've been given, so all I can ask is that is recognised.
PERSONAL QUALITIES
If you haven't noticed from the size and detail of my application, I've put a monumental amount of work into this application, working on my feedback and thinking up an interesting character to play, for both myself and others interacting with them. Overall, I've got the necessary experience to ascend to an FCOM position and the ability to back it up. What are the responsibilities of the O5 Council in RP?:
Foundation Oversight
In Character, the O5 Council holds dominion over the SCP Foundation at large. They oversee all operations from the shadows, utilising their Assistants and Departmental Leaders to exact their will however they see fit. This is usually in line with their mission statement, but often deviates slightly for their own ends or in the name of progress.
Reinforcing Loyalty
The O5 Council must always be on the lookout for signs of dissent, especially among the CL4 staff of the Foundation. They ensure personnel are loyal to them, and in turn, the Foundation through the use of A-1, Assistants, Policy and more... controversial means when necessary.
Liaising with CL4 Staff
As part of their duty to oversee the Foundation, the Council should liaise with Site Administration and other CL4 members of staff to make sure protocols are being followed, and efficiency is improved and maintained. It can also include distributing direct orders to help drive roleplay in a certain direction.
Assistants & MTF Alpha-1
The left and right hands of the Council respectively, Assistants and Alpha-1 hold a very special place on the server and the Foundation at large. Assistants act as the eyes, ears and mouth of the Council, carrying out their orders and signing documents on behalf to benefit their superiors. They also represent the Council publically- or more accurately, the Site Inspectorate. As for MTF Alpha-1, they are the Wrath of the Council. If the time comes when a member of the Foundation forgets who they answer to, or the Council has direct interest in an operation, Alpha-1 is deployed to exact their will. From an OOC perspective, the Council is expected to constantly introduce new tasks and create roleplay for both of these groups of players, whether it be investigations for Assistants, or the assassination of an unruly site member for Alpha-1. For Alpha-1 specifically, they should also liaise with the CO team to ensure the regiment is healthy and active, not act as COs themselves.
Policy Creation & Emergency Management
The O5 Council, as the leaders of the Foundation, hold the power to create and distribute policies across the site. This may come in the form of a direct announcement for the Site Inspectorate, or they may opt to act through Site Administration to implement their policies. Furthermore, they are expected to help manage the site in major emergencies, such as authorising AA, calling in ERT, administering site-wide amnestics and, in the worst possible case scenario, they hold the unique authority to activate the Alpha Warhead and reset RP across the server, though this should only ever be considered in extremely severe situations.
Project & Testing Approval
The O5 Council are the only body within the Foundation that can authorise extremely dangerous cross-tests, and termination tests. They serve as a roleplay barrier to make sure people trying to engage in testing like this can be trusted to act appropriately. Furthermore, the Council may also distribute projects among any department for any reason, which assists them in directing the flow of the site overall.
Hearings, Tribunals & Reviews
The O5 Council is responsible for reviewing the conduct of high-ranking personnel either through Site Administration or directly on Site Administration members. This could potentially lead to an Employment Hearing or even a High Tribunal if the FLC has been grossely violated. Usually overseen directly by the O5 or Site Administration in less severe cases, these may lead to various punishments or restrictions on the defendant, up to and including termination. They serve as a way for the Council to ensure efficiency, loyalty and conduct is at their highest point possible.

The Ethics Committee hold a very special place in the eyes of the Council. As their counterpart (and often rivals) in Foundation Command, they try to keep them at a distance, but are semi-aware of the Committee's extensive authority to keep the Foundation true to their mission statement, at all times, whether or not the Council wills it. From an OOC perspective, the O5 and EC are both Roleplay Leaders on the server and are expected to cooperate with each other to ensure the server remains healthy. For incidents like A/O wars, the EC and O5 should liaise to ensure it does not spiral out of control and start negatively impacting the experience of regular players.

A MEMO FROM -4
While I could've easily just re-used the lore from my old application, I thought that a new character following the same concept as I stated previously- that of the mysterious, unnerving side of the Council would be enjoyable. To that end, I've made some new lore resources for this character, with a new codename 'God's Portrait' hoping to symbolise the ego of this character, but also the idea of an unknowable figure. One of the more notable attributes of this new concept is removing any links to my current characters. This version of -4 would be entirely seperate and arrive on-site from the outside. They would exhibit a similar memetic effect to my other concept, 'The Spiral', but part of their lore explains this to a limited extent through the merging with another unknown anomaly. I have worked with one of our lovely GM's to integrate it into an ongoing event-line and I am confident if accepted it will be an extremely interesting character. If the O5 reading this want more context I would be happy to expand upon it privately to respect the GM and their event-line. I hope the lore is somewhat legible and engaging since I'm not the best at writing it.
