What O5 role are you applying for, and why:
I'm applying for the role of O5-4. The number itself doesn't have any particular meaning to me, as it's the only open O5 slot currently. As for why I'm applying, becoming an O5 has been my biggest aspiration on the server so far. I'm massively enjoying my time in External Affairs right now but I really don't want to let the rare opportunity of an O5 position pass me by. Given how limited the Council is, applying now seems like the best option for me currently.

What makes you the best candidate for the O5 Council?:
Ever since I've restarted my Foundation career on CN a few months ago, I've decided to do my best to constantly put all of my effort into the roles I have, both through actions and activity. My progression has gone fairly quickly compared to a lot of other similar long-time players like myself, and I honestly have no plans to stop trying to rise up. My short time as Director of External Affairs has helped me push some major changes which I'm confident will keep us on the fantastic track we're on, emphasising constant listening to our individual department members, whether they're CL3 Agents or Sr. CL4 Managers.
I'd like to emphasise the individual qualities and experiences I can bring to the Council which would make me invaluable as a candidate:
In my own opinion, I think I've shown an exceptional ability to create, interact with and assist in roleplay scenarios, big or small, happening all across the Site and the Surface. Particularly in my time as an Overseer Assistant, I've been present for many of the high-tension events and situations which have violently drifted the course of the story in a particular avenue. Over time, I've refined my own ability to create these scenarios and have always tried to include others. Furthermore, even when completing classified objectives, I have attempted to go the extra mile to ensure as many people as possible are included within the scenario, to make it more enjoyable as a whole.
Next, I'd like to go into my experiences on the server and how they relate to being a member of the O5. First off, I think the most valuable piece of my experiences has to be my role as a Factotum Overseer Assistant. During my tenure as an OSA, I've observed how our current O5s conduct themselves, both on and off the floor, alongside how they surgically maneuveur themselves to create engaging roleplay situations without ruining the mystique of the Council. Unlike my short time as a Department Director, I've been an OSA for much longer, and am confident I can translate my experience as an Assistant into the role of a full Council member. Then, there is my Sr. CL4 experience. Starting as a DEA Special Agent and quickly rising up to become a Manager, and then the Director, I've had a fairly quick progression so far. I'd like to put this all down to my competence and the new ideas I've brought to the department which have assisted in our growth so far. My activity has also been a massive factor for why I've been doing so well, and I'm confident it will be maintained for a while to come, thus allowing me to constantly be available to create and engage in roleplay on the server. Finally, something I think is often looked past is being able to coordinate and understand the 'other side'. I was an Ethics Assistant for a few weeks, which has allowed me to understand the role they play more deeply, and given an O5's role as a global roleplay facilitator, being able to properly cooperate with their counterparts in the Committee is an invaluable quality.
To finish off this section, I'd like to bring up my sociability. I'm confident that most of the people who've interacted with me OOCly and ICly can attest to my easy-going attitude and willingness to have actual, calm conversations with them. My ability to switch from my IC (Character's) personality and my actual OOC attitude has helped me garner a lot of trust and improve my relationships with many other players on the server. O5s serve as one of the main faces of the server to newer players, and are often role models for people wanting to improve their own abilities (roleplay, for example). I want to serve as that role model, and help inspire the newer generations of players to exceed the expectations of their departmental leaders and develop their individual roleplay capabilities.
What are the responsibilities of the O5 Council in RP?:
Foundation Leaders
In Character, the O5 Council holds dominion over the SCP Foundation at large. They oversee all operations from the shadows, utilising their Assistants and Departmental Leaders to exact their will however they see fit. This is usually in line with their mission statement, but often deviates slightly for their own ends.
Liaising with CL4 Staff
As part of their duty to oversee the Foundation, the Council should liaise with Site Administration and other CL4 members of staff to make sure protocols are being followed, and efficiency is improved and maintained. It can also include distributing direct orders to help drive roleplay in a certain direction.
Assistants & MTF Alpha-1
The left and right hands of the Council respectively, Assistants and Alpha-1 hold a very special place on the server and the Foundation at large. Assistants act as the eyes, ears and mouth of the Council, carrying out their orders and signing documents on behalf to benefit their superiors. They also represent the Council publically- or more accurately, the Site Inspectorate. As for MTF Alpha-1, they are the Wrath of the Council. If the time comes when a member of the Foundation forgets who they answer to, or the Council has direct interest in an operation, Alpha-1 is deployed to exact their will. From an OOC perspective, the Council is expected to constantly introduce new tasks and create roleplay for both of these groups of players, whether it be investigations for Assistants, or the assassination of an unruly site member for Alpha-1. For Alpha-1 specifically, they should also liaise with the CO team to ensure the regiment is healthy and active, not act as COs themselves.
Policy Creation & Emergency Management
The O5 Council, as the leaders of the Foundation, hold the power to create and distribute policies across the site. This may come in the form of a direct announcement for the Site Inspectorate, or they may opt to act through Site Administration to implement their policies. Furthermore, they are expected to help manage the site in major emergencies, such as authorising AA, calling in ERT, administering site-wide amnestics and, in the worst possible case scenario, they hold the unique authority to activate the Alpha Warhead and reset RP across the server, though this should only ever be considered in extremely severe situations.
Project & Testing Approval
The O5 Council are the only body within the Foundation that can authorise extremely dangerous cross-tests, and termination tests. They serve as a roleplay barrier to make sure people trying to engage in testing like this can be trusted to act appropriately. Furthermore, the Council may also distribute projects among any department for any reason, which assists them in directing the flow of the site overall.
The Ethics Committee
The Ethics Committee hold a very special place in the eyes of the Council. As their counterpart (and often rivals) in Foundation Command, they try to keep them at a distance, but are semi-aware of the Committee's extensive authority to keep the Foundation true to their mission statement, at all times, whether or not the Council wills it. From an OOC perspective, the O5 and EC are both Roleplay Leaders on the server and are expected to cooperate with each other to ensure the server remains healthy. For incidents like A/O wars, the EC and O5 should liaise to ensure it does not spiral out of control and start negatively impacting the experience of regular players.
What are the responsibilities of the O5 Council out of RP?:
Roleplay Leaders
The first and most important responsibility of the O5 Council is to create, engage in and facilitate roleplay across the entire server. This does not only extend to the Foundation, the O5 Council are pillars of roleplay that should try getting even the Chaos Insurgency and GOC involved. Roleplay creates a healthy server environment and they are the ones responsible for maintaining it.
Mentorship
Particularly in the case of Site Directors, Site Administration members and OSAs, O5 Council Members are responsible for providing guidance and support OOCly if needed, such as helping with documentation, offering insight on server policies and mechanics, or anything else someone needs help with should they answer directly to the Council.
Application Reviewing
The O5 Council is directly responsible for reviewing applications for the position of Site Director, Overseer Assistants and the appointment of MTF Alpha-1 Commanders. Furthermore, Council Members will usually have a say in whoever they decide to bring into the Council itself.
OOC Conduct
The O5 Council should always hold themselves to a high standard out of character, as they represent the highest echelons of the Foundation and community at large. This extends to handling things like OOC complaints, staff interaction and other OOC responsibilities.
Please give some lore about your O5 character and what storylines they would be involve:
To better explain what I'm going for here, I want to heavily lean into the more disturbing, horror aspect of the O5 Council, particularly through going down the avenue of complete and total mystery. For anyone interested in why there are two personnel files attached here, I'm hoping to make a paper trail of various identities this Overseer has used over their tenure in the Foundation to conceal themselves, even from their fellow Council members. Complete and total paranoia. The idea behind the codename comes from the concept of being in a constant spiral of trying to understand the man behind the number 'O5-4', and then ending up back exactly where you started, thus, you are in a 'Spiral'. With the memetic effect this character would have through the use of an anomalous object, I am hoping the more Eldritch-y, unnerving side of the Council can properly be channeled through the character.
All of the files I've provided links to are identities the Overseer has assumed to remain on Site-65. Though, if this application were to be accepted, I want to do a big reveal and have them officially reveal themselves as O5-4 to their fellow Council members. (I'm really not amazing at writing lore so I tried to use all my braincells to make this a little bit interesting)
