What Ethics Committee role are you applying for, and why:
I am applying for the role of Ethics Committee Member. The reason I am applying for this is because I would like to create more roleplay for the server and not just for the medical department. I have already gathered some experience as a Senior Cl4 in my Director of Medicine role and would like to expand this experience within Clearance level 5. I would also want to create more roleplay for the whole server and not just medical. Furthermore I would like to be an advisery role to the Senior or Jnr CL4 that need it. As a Clearance level 5 you are an example and people come to you for questions.What makes you the best candidate for the Ethics Committee?:
I believe that i would be the best candidate due to my background and understanding of management within departments. I know what it takes to make a department thrive within a server and would like to assist in this. I also have a proven track record of being an active, professional and approachable member of the community, as well as possesing strong leadership skills and being very flexible where needed. My experience as being a Gamemaster gives me a good and deep understanding of the SCP lore, community, its rules and how to maintain a high roleplay standard. I am also well known among members of the community.I also have good knowledge on how to write and create a document. I have written a few in my time as Consultant and Director of Medicine so I have a good understanding on how to make a good structure and how to write certain things down. Furthermore my experience as a member of O-1 and being an ECA has given me a good insight on what an ethics member does and what its responsibillities are.
I am also able to delegate any orders and roleplay towards others. What I mean by this is that as a member of Site Command, you are not going to be doing most of the daily tasks yourself but you delegate this to Site Administration or the designated department leaders. You create roleplay as an ethics member and you are there to activate story lines and not just upholding the Foundation Legal Codex.
What are the responsibilities of the Ethics Committee in RP?:
In roleplay they do a large list of things:
-Upholding the Legal Codex.
A very large part of the Ethics Committee is upholding the Legal Codex. This might be very logical but the committee is in charge of the ethics side and they are able to punish anyone who break it. They are also to prevent people from breaking it by giving information about said rules and they are to check up on IA to make sure that they are following said procedures. It is of great importance that people follow the FLC. If people ignore it and would go their own way, the site would not be stable and this needs to be prevented. The committee works closely with Internal Affairs to uphold this Legal Codex.
- Authorize and oversee crosstests from the research department or tests on SCP-682 and SCP-008.
They overlook the test specifically on the focus of the ethical side. For example how much pain or suffering a test subject goes trough and what the eventual outcome would be.
- Auditing departments and ensure they are at the top standard.
Hosting planned but also suprised audits on different departments. They would be looking trough documents, checking how the professional standard is and asking any questions to the personell within that department.
- Deal with code black scenario's and evaluate wheter a code-5 or a code-black is deemed neccesary and wheter evacuation of personell is required, as well as evaluate if the Nuke needs to be pressed and an RP reset performed.
This only happens when the normal RP is disrupted. For example a massive 008 breach from HCZ into EZ and ERT has already failed. At this point there is almost nothing that could be done by MTF so the Nuke would be pressed.
- Give out mass termination order for D-class.
Give out a mass termination order for D-class whenever this deems appropriate. For example when there is a 4 SCP breach but the gensec are unable to keep the D-class inside the cells due to the amount of D-class. Here ethics can authorize a mass termination for the D-class where they are allowed to be shot on sight outside of D-block without the additional 3 warnings system.
- Authorize Advanced Armory.
Advanced Armory is also authorized by ethics when the neccesary site personell is not avaible at that time.
- ECA Tasking.
As an ethics committee member you also order and give tasks to the Assistants. For example collection of samples or shadowing CL4 inside D-block and making a report about this.
- Legal Codex Changes.
As a member of the committee you also overview any Legal Codex Changes. For example whenever a potential rule needs to be changed on the ethics side, the committee has a vote about this.
- Hosting Tribunals.
Host tribunals against Clearance level 4+ personell who break the legal codex and create RP scenario's around this.
- Creating Roleplay.
As an ethics member you have to create roleplay. Not only for CL4 but also Cl3 and below. This can vary from an audit where Clearance 3 is involved to an rp scenario where you observe an executive researcher perform a test on 682.
- Deploying of Omega-1.
Ethics are in charge of the black ops group called Omega-1. They listen to every order given to them and as an ethics member you can give them orders to do certain things. For example assist IA in arresting people, escorting the ethics member and carrying out assasination orders given by the committee.
- Enforcing Legal Codex. (THIS IS ONLY FOR THE LORE I HAVE READ AND FOLLOW. THIS DOES NOT MEAN IT HAS TO HAPPEN!)
The ethics committee is known for only dealing with ethical violations under the group of CL4 and below, but they do just more than that. They do look out of any ethical violations but the main thing that the committee has been created for is to keep the overseer council in check. The overseer council sometimes abuse SCP's to much and this is where the ethics committee steps in. They hold a vote on what to do and get a kill order either from the ECC or the Administrator.

Out of roleplay they look at the following things:- Ethics committee applications
- Ethics Committee Assistant applications
- IA Director applications
They also hold meetings with other departments on how to improve any potential roleplay and or how to help fix a department.

Background
Dutch used to be in the military. He was in the branch of Special Forces wich were also known as KCT (KorpsCommandoTroepen) where he was medical personell. He has fought in Iraq, Somalia and Afghanistan. See photo of Dutch with his collegue attending injured personell in Afghanistan. Dutch was very good at his job as a combat medic and he has saved multiple lives in his career, treating those who need it on the field.
On 24/08/2004 Dutch was sent out to do a training on the airbase called Rammstein in Germany. They were practicing on retrieval and treatment whilst inside a aircraft. Dutch has had this training a lot on home grounds but never at the famous airbase with US troops.
The training had started and Dutch was ready to receive the first patient. This was until he overheard a panicked signal coming from a small remotely located village. The radio message seemed odd so they decided to check it out. Once Dutch arrived to the distress call with the team he was with he noticed a large beast being fired upon by a squadron of blue looking guys. They landed the helicopter and Dutch ran towards the nearest unit to receive a situation report. The unit introduced himself as the MTF unit Epsilon-11.
Dutch had no idea what this meant so he relayed it back to the helicopter pilot. To request information on this group so called Epsilon-11.
Suddenly a large car was thrown towards the helicopter, resulting in the death of all crew members except from Dutch. Dutch was still sitting in cover and watched how the crew members cried for help whilst on fire. Dutch knew he couldn’t do anything and even though he only knew those guys for a few hours, he still felt anger and sadness. However this is not the time for emotions he thought as he asked what he could do to help out.
The unit send Dutch to his commander. He looked like all those guys except he had a beret on. He asked what he could do and what that thing was they were fighting. The commander said that Dutch could go treat any injured people that had a chance of survival and that that thing was called SCP-682.
Dutch had never heard of SCP or that specific number, but he knew that people were in need and that he had the tools to treat them. He grabbed one of the medical bags of the MTF personel and started to treat any injured.
He noticed that when he patched someone up that they would still go into shock and he did not have the resources or stuff to treat this. He knew that all those people would die if he did not have the resources and supplies there within 30 minutes. He had to start triage and treat the ones that were almost sure to make it.
Dutch then got called out by an E-11 unit and told him that his collegue was badly hurt. Dutch started doing an assessment where he saw that his leg was almost torn off. Dutch started treating the E-11 whilst everyone else kept fighting off SCP-682. He noticed that the E-11 was going into shock due to massive amounts of blood loss.
Dutch has O- blood, therefore he is able to give it to anyone that is in need of blood. He knew that O- was universal and that anyone is able to receive this. He started an IV where he was directly tapping his own blood into the E-11. He knew that the E-11 could go bad on this but it was either dying due to shock or dying to a reaction of blood, so he took the chance.
It seemed that it was working and that the patient was not having a reaction to the receiving blood. Dutch closed the line from his arm and bandaged himself up, leaving the IV inside the E-11 with a saline solution.
A few minutes later he heard a large noise. It almost sounded like 1500 horsepower gas turbine engine. He recognized that noise from anywhere. It was a tank squadron! Dutch was relieved that they received backup to fight this monster but the tanks were covered in gray. He did not recognize the logo’s on the tanks and asked the E-11 if they were with them or not. The E-11 responded with a large smile on his face. He responded saying that they were from MTF Unit NU-7 Hammer Down. Dutch was still very confused about these namings but was happy that they received friendly backup. The tanks started firing upon 682 causing so much damage, that he got knocked out.

All the units started celebrating and a large container was flown in with a helicopter. Dutch was thanked by units for the medical support he has given them.
The commander of E-11 invited him to become a combat medic within the Foundation. Dutch was still very confused on what he had actually fought but was still curious on what the thing actually was. Dutch accepted the offer and so he got welcomed into the foundation.
