Let's get into it. I'll get into all of these points here.
As it stands right now with the EC to my knowledge only having one ECC, i might be wrong about that. Omega-1 and ISD for a matter are in a very sensitive spot at the moment for guidance, especially people that are junior's at RP creation. This does put you in the iron sights of many people's reviews on you for the safety of the server, and for the safety of the people that will be picking up on your attitude and care for what you do and the people around you.
They require someone to lift the heavy weight off the shoulder's as a Regiment like Omega-1 do rely on RP. Especially from the EC, to be able to survive and not burn out. That has been the case for a while now. I am not gonna get into your reputation, that's just pointless. And I haven't played on the server ever since I left, so I cannot judge you. But based on what has been commented and the more.. "Senior" players have seen from you. It does not look good.
You were a Site Director. Not a pencil pusher, you could have made a good name for yourself if you actually decided to communicate to Ethics and tell them "Hey, I see there haven't been any tribunals. I'm assuming you are busy, would you mind if I gave it a go?" And see for the future how it would be like being in a position of a fair judge. And being able to utilize two departments for an investigation or finding witnesses for this person"
Sure it's not common to see a SD host a tribunal, but at the end of the day. You fall under the CoC, and when O5. And EC aren't avaliable. You should be one to look at to atleast try and see if you can do something to pull the reigns of what they're doing. That would've probably boosted your current app for ECM, and shown your dedication that you want to be more than what you were. Or even seek how an ECA felt about the situation and try to be a point of guidance to help them perhaps get into the feeling of leading a Tribunal. All of that is better than just awaiting an ECM to host a tribunal when it didn't happen for 3 months.
You're not wrong about the first point, regarding full-scale investigations. I personally think it looks very good when Omega-1 And ISD work together on a high class arrest case. This includes the arrest of several people or more. But you really have to look at the situation in hand. Full scale investigations are rare cases and if it really needs 2 departments to look into it. It should hopefully be something like looking into a.. More specialized department and not something like "GSD". Omega-1 and ISD have two different specialities, ISD being day, and Omega-1 being night. One moves stealthly in the night not being noticed, the other one moves in the sunlight and is known for what they do.
And it would be best to avoid always connecting ISD and Omega-1 together, yes teamwork is great. But do not make it a regular thing because it will lose its meaning and you will become dependent.
The Omega-1 lecture case, that just made me laugh. Unless someone is studying to be a teacher or a professor, it's a waste of their ability. And if that is something you interest yourself in, you should not be in the role of an Omega-1 to be a lecturer, you are a enforcement of the law. An ECA can take upon that role, as they are the first point of contact when it comes to seeking Ethical guidance.
Omega-1 And Alpha-1, are different in what methods they do things. And you cannot use the same trick with the two regiments without it being shaky or hard to understand. Regarding working together. That is something that is absolutely enjoyable, but there are points where it gets to be too much and one is gonna become too dependent on the other.
Regarding AO OOC issues. It's very simple, you find the root of it. You find out if there is actually any harm meant with it, or if the other person is just salty. And then you remove them or handle the situation as properly as possible.
Doesn't mean anything when the server has experienced someone getting a CL5 position multiple times then fucks over several departments/regiments and then leaves everything after the damage. You've been on the server long enough to know, some people LIVE just to play on the server.
The circumstances for this application are mainly aimed towards relighting Omega-1 and Ethics' place on the server as for a recent period it has been almost absent and lacklustre, not due to anyone in particular and just overall inactivity both in terms of Roleplay quality and general presence on the server.

For my whole tenure as Site Director, not once was there a Tribunal post used in the designated platform chat. To be exact, the date of the last entry was on 08/08/2025 - pushing almost 3 months ago. There is only few reasons for why this could be the case, either, most likely, no Ethics have been available to escalate tribunal requests into formal hearing, lack of formal investigations from the Ethics Committee handed to ISD. I know this for a fact as I am currently holding an Inspector role and there has been no communication with anyone who may have access to the ECM role for RP enhancement purposes.

The Ethics Committee use Omega-1 as proxies and to liaise with ISD to launch full-scale investigations into departments, or individual people, who are deemed unbefitting of their current status. This, firstly, incentivises effective coordination between both branches of Ethics and also leads to higher RP between the pair as they will most commonly be that of higher clearance who will be having influence on policy at a high level. This is paramount as both parties operate in sensitive, high-stakes domains where trust and authority overlap — sometimes uncomfortably however the more frequent the operations, the more fluent they will become with working with one another. It may not be too frequent, however will be necessary in rare scenarios such as unethical actions that risk exposure or breaches.
I have also been toying with the idea of having Assistants and Omega-1 host lectures to members of the site, particularly ISD, on ethical philosophy, human rights, and moral triage in containment operations. But this can be better put into practice upon discussion with the Omega-1 CO team. I feel this will take more into the passive RP aspect that Omega-1 seem to lack currently and it may highlight certain qualities.

Pyrite couldn't have pointed it out any better.Hosting lectures can be done by ECA's or ECM's, O-1 shouldn't be there to do public speaking, that's not what they're hired to do...
Besides, ECA's are pretty active regardless, I usually see both spots filled when I am playing, so O-1 activity isn't inherently linked to ECA activity. O-1 activity has more to do with engagement from the Committee and taskings they can be doing (Although its mostly just engagement with the server which is sour).

For the majority of the time, Ethics and O5 will work together for the prosper of the Foundation and will work together with handling and overseeing the actions of senior members of site, most particularly Site Administration. For example, Alpha-1 and Omega-1 would frequently partake in Joint Operations which essentially stem as team building exercises to ensure that both parties are fully understanding of their roles and how to go about them on a daily basis. Leading on to this, from when I was Alpha-1 LT myself and the CO team would heavily endorse patrolling, as a minimum, with Omega-1 which would lead to getting to know each other better, leading to more fluidity and easier communication with one another. This is a major factor for me as I held the role of Overseer when it was common for AO to have OOC issues and of course this led to damage of server health at times, which is paramount to be avoided at almost all costs.

Should be noted that Brum has already held a CL5 position, as he was a previous O5-4, and had no glaring problems during his tenure. I don't know why people are trying to fearmonger like this man getting a CL5 position again would be the end of the world (Especially considering he's held positions of importance already, such as DoEA and SD).
