I am applying for the role of Ethics Committee Chairman. The reasoning behind it is quite simple.
Ethics is in a slump.
You may ask, what do you mean?
Well! I’m here to tell you.
Ethics and their related regiments have forgotten how to operate in the shadows. We're currently operating in a way that does not complement our cover story. We're not acting like pencil pushers. We're aura-farming to the point of CL1's being able to figure out that we're actually important. We're exerting authority where it doesn't need to be handled, we're doing too much and it's leading to poor roleplay.
You may ask, aren't you a part of the problem?
Yes! Yes I am! I'm not afraid to say that I've been conducting my roleplay in the way in which ethics is currently aligned, which is simply, bordering on the edge of the longest lie being revealed. I do understand this, and I'm working on feedback that has been given to me in a constructive way.
I personally think that Ethics needs to return to the shadows. We need to take the time to slow down, learn how to be covert again, and then continue on in a positive light.
I'm applying for the role of Chairman, after saying repeatedly that I wouldn't, because I think that I have the necessary plans in order to carry this out to fruition, which will be elaborated on in the next point.
What makes you the best candidate for Ethics Committee Chairman?:
Ethics needs a reset. Plain and simple. We need to take a step back, look at what we're doing, and evaluate whether what we're doing is conducive to roleplay, or negatively affecting our image.
I plan on working alongside O-1, the other members and SL to evaluate the current state of roleplay and come up with a solid gameplan in order to move forward in a better light.
The Committee needs someone who understands the issues, is able to listen and work towards a positive change. I'm your man.
Here comes the point where I talk about what I've done as an ECM.
I am currently the liaison for ECA's, so my points will primarily gear towards that aspect. I have introduced specialised assignments for ECA's, in order to bring them closer to the cover story. These specialised assignments are designed to give the assistants a common thing to work on while on the server, rather than free-balling their roleplay. One assignment is dedicated to specifically ensuring that the cover story is maintained at all costs. Another is dedicated to operating in the shadows and collecting evidence.
I have also brought back personal assistants in an official manner. They act on behalf of the committee and carry out their will. This has been a great change, because it is more conducive to the 'hiding in the shadows' roleplay that we need to be doing.
I have really tried to drill into them the importance of the cover story, ensuring that they know what it is and how they should be acting in accordance to that.
But to be honest with you, it all really boils down to one thing. I know what the problems are. I know what needs to change. I have been attempting to do this, but I don't have the power to actually do so.
What are the responsibilities of the Ethics Committee in RP?:
The responsibilities of the Ethics Committee are rather nuanced. Their entire job is based around the core idea of deducing what is, and isn't acceptable. They balance the necessary evils that come with the territory of handling the anomalous, and attempt to minimise the overall harm that they create, ensuring that the only evil done is only that which is required: “The Foundation is cold, not cruel”. While the Foundation at large protects humanity from anomalies, the Committee protects the Foundation from itself, ensuring that it doesn't become the very thing they're trying to fight against. It is equally as important that the committee perpetuates the idea that they are simply a department full of busybodies who do meaningless administrative and human resources work.

Primary action.
The Ethics Committee reserves the right to either assassinate the entire O5 council, or a specific member, with the assistance of Omega-1. It is extremely rare that it would come to this however, and the right to assassinate the entire council lies with the Ethics Committee Chairman. It is vital that when advising the council on matters of ethicality, they take a purely advisory and encouraging role, as to not allude to the existence of primary action.
The FLC.
The Ethics Committee handles the creation and maintenance of the Foundation Legal Codex. The FLC is used as a tool to extend the Committee's influence over the site. It emphasises site staff to act ethically, ensuring that resources aren't misused and that we're treating each other in a professional manner.
Tribunals.
It is typically the responsibility of the Ethics Committee to oversee and handle the process of tribunals, ensuring that the necessary arrangements are in place to begin proceedings.
Appointment and management of the ISD Directors.
It is the responsibility of the EC to appoint the Directors of the ISD, and act as a body of oversight for the department. The Committee ensures that the ISD is following the FLC, and advising them on matters relating to the FLC.
Maintaining the secrecy of the Ethics Committee.
The Ethics Committee, as a whole, should be ensuring that their cover story as an administrative body is upheld, they should appear to be a HR department to those, perpetuating the ‘Longest Lie’. Omega-1 should be used to assist in info leaks regarding this nature.
Management of the ECA’s.
The EC should be giving the ECA’s orders to complete, ensuring that the roleplay is engaging and fun to partake in. They are also responsible for the appointment and management of the ECA’s.
Control of Omega-1.
Omega-1’s purpose is to act as the militarised arm of the Committee. They should be utilised to their fullest extent, with orders and day to day tasks given out to them. Their main priority, however, is to ensure the safety of the members of the EC.
General CL4 responsibilities.
The EC are not exempt from the general standards and responsibilities as other CL4 roles, such as authorising AA, ERT, D-Class mass termination, etc.
Maintaining a relationship with the O5 Council.
The Ethics Committee should be regularly in contact with the council, fostering relationships that could be used to judge whether what they are doing is acceptable, and steering them in the right direction when they're veering too far from the path.
The Alpha Warhead.
ECM'S are granted the responsibility to use the Alpha Warhead if the server health is significantly degraded due to a Code-5.
What are the responsibilities of the Ethics Committee out of RP (e.g. what applications do they handle?):
As mentioned in my answer given to the previous question, the Ethics Committee has the responsibility to appoint the Director of the Internal Security Department, Ethics Committee Assistants, and other Ethics Committee Members. They also have a lesser role in the process of choosing an O-1 Commander. It is also the responsibility of the Member to give feedback on applications and general conduct within the server.
I also believe that it is the responsibility of the Ethics Committee to act as a voice to SSL regarding the health of the server, as with other CL5 positions.
