What O5 role are you applying for, and why (give the specific O5 number):
- I am applying for the role of O5-1, with the codename "The King in Yellow". The design and inspiration for the name is based on a horror short-stories book by Robert W. Chambers, that encompasses 10 weird-horror and eldritch-style tales. "The King in Yellow" itself being a fictional play within the books first tale, that induces nigh-immediate madness into any who look upon it. The inspiration for this character himself is derived from eldritch horror, which I intend to incorporate into several key storylines.

Prominent 'problems' in the server & O5 Council:
The fundamental reason for which I am applying for O5-1 at this moment in time, is my desire to support and rejuvenate the 'other side' of Foundation Command. I've spent a significant amount of time in the Committee, as an Ethics Member and as Chairman; And throughout my experience I have felt almost always that the Council haven't been maintaining their intended position(s) as the pinnacle of RP on the server, and the absolute final authority in matters concerning the Foundation. My present concerns with the Council surround the lack of initiative most of its current members appear to be taking in establishing compelling characters & storylines, both processes of which are cornerstones of CL5 / RP Leader positions. It feels as though the ‘standard’ has slipped. Upon cross-referencing the current state of O5 with the Site Command Guidelines it is abundantly clear that the ‘results-driven’ and proactive reviewing sides of the Council have been almost entirely lost.

This is causing a granular effect with every other department / faction on the server, as the O5 are commonly the ‘centerpiece’ of roleplay, a figurehead for CI and GOC, and the ultimate decision makers alongside the Committee for anything that occurs within Foundation. Alpha-1, Site Administration, RSD, and Ethics feel the brunt of this effect most prominently. And these four departments are the ‘core’ focus of O5 from an administrative standpoint.

Another one of the more significant issues I take with the council at the moment, is that they allow themselves to be nigh-constantly undermined. The O5 are the rightful governing body of the SCP Foundation, and have the power to change absolutely anything about the organization, it’s mission statement, and have complete and utter authority over it’s resources. This is commonly forgotten and doubted in RP, and the Council do not currently exercise realistic intervention and scaling in their actions to remind players of who their characters represent. I recognize that changing the mentality around the O5, and attempting to reflect the fact that every foundation body (Aside from OOTA) is under the authority of the collective of the Council is incredibly difficult; Seeing as the server allows for 25 of its members to play as Mobile Task Force Alpha-1, and Four as O5-1 to O5-4. However, this does not excuse the individually poor scaling current CL5 members do with their characters, and the impact they allow themselves to have on the scope of RP.

I am not so ambitious as to assume that were I -1, I would be able to resolve these content-related issues. However, I do believe that certain remediations to RP standards lie within the realm of possibility with a strong -1 and regular collaboration with the Event / GM Team. Which might ultimately address some of these issues.

The final issue I wish to address, is a present rigidity among players and staff concerning the way in which Roleplay should be handled. 'Ruleplay' as a term has been thrown around quite significantly as of recent, but I don't believe the gravity of it's concept is being properly received. Players actively trying to 'win' in Roleplay scenarios is a complete and utter detriment to players who simply want a good roleplay experience. The competitive attitude that players have commonly seeps in-character, and massively affects the experience of new and existing players. This is something that RP leaders need to take a complete stance on, and work collaboratively to prevent from ingraining any further into the playerbase.

What actions could be taken to resolve these issues?:
Concerning the O5 Council, there are several plans I would put into place to attempt to remediate the current issues I have identified:
  • Reaffirm the concepts outlined in the 'So you want to join Foundation Command' post that: “Foundation Command members have the absolute highest level of responsibility second only to staff”. Doing so by A. Setting that standard myself, B. collaborating with Ethics and SA regularly, once again setting the standard and ensuring this requirement is met, C. levying individual responsibility to Overseers to ‘condition’ them to their role.

  • Implementing strong leadership and mentoring to Overseers, both through scheduled (monthly) reviews, and preemptive monitoring.

  • Create storyline(s) concerning O5-1, who will be an incredibly enigmatic character. And, for the first few weeks (Or until significant storyline progress) will never appear on site personally, instead via proxy.

  • Pay close mind to the current liaison system and assignment of current O5s. I’ve spoken to -3 (Steven) fairly extensively about the current state of A-1 / O5, they’re stretched thin at the moment.

  • Encourage O5 to consider server-scale and intervene only when necessary, as to improve the overall RP-feel of the server.
The intention behind my assignment as -1 would be to provide the O5 with a strong example of how their leadership and roleplay should look. This, combined with mentoring & reviews, would remediate the lack of long-term RP and proactive 'results-driven' projects currently outputted by the Council, and aid the Foundation and associated departments massively.

The state of Alpha-1:
In their current state, Alpha-1 are too ingrained into the Council. Meaning, that when an overseer is not present, they either do not seek proactive RP by themselves, or seek / create RP of a low quality that damages their image or that of the Council’s. To remedy this, O5 should be giving proactive orders to A-1 to complete in their absence, as should the Commissioned Officers & REGCOM of Alpha-1. Though, I believe this is 'easier said than done'. To remediate the long-term issues Alpha-1 have, systems must be put into place to proactively review the competency and efficiency of the CO team and REGCOM. Else, the 'cycle will continue'.

My plans for Alpha-1 can be summated by the below:
  • Use my own knowledge of Alpha-1 to establish RP-centric procedures and long-term orders for Alpha-1 to complete. Including remediations to their current tryout process, handbook, and standing orders. All of which I believe are damaging the regiment’s health at present.

  • Foster effective communication with Alpha-1 by utilizing a ‘one on one’ system I previously established for Omega-1. Within which each CO is given the opportunity to directly address O5, and raise concerns about the server, their regiment, etc directly to the Council. This system is efficient and takes around an hour to complete (With every CO interviewed) and is scheduled to take place monthly. Alpha-1 Majors, the LTCOM and COM would receive full reviews pending mentorship, promotion, demotion, removal, etc if issues arise. These reviews would consist of a self-assessment, followed by an O5 assessment (Shared with the Council) and finally an outcome of review (Wherein next steps can be decided).

  • Engage Alpha-1 in RP storylines and scenarios using characters of my creation, allowing them to gain a better understanding of their role, and how they should conduct themselves in RP.

  • Continue the RP surrounding ‘Imperium’ (Bring back brain chipping).

  • Work with REGCOM and the Commissioned Officer team to establish stronger behavioral expectations in-game, including actions, comms messages, etc (As I’ve routinely noted poor behavior from Alpha-1 previously).

  • Working with Alpha-1 to establish server lore for the Council, and for A-1 themselves. Encouraging character creation, personal storylines (Basically encourage actual roleplay).
These plans are relatively simple and not overly ambitious, though, I think the health of the Council will need to be prioritized before work can properly begin with Alpha-1. As previously stated, many other departments are semi-reliant on O5 to run.

Site Administration & RSD:

The state of SA has been a point of contrition for some time. Since I first became FCOM, departmental reviews, oversight, and scope of management have been topics routinely debated about. Personally, I don’t think that SA needs to conduct departmental reviews, and I’d respect the autonomy of the SD enough not to intervene on that front. However, SA’s engagement with other departments needs to be maintained in different ways if reviews aren’t going to be happening.

One of the ideas I'd like to explore in relation to reviews and site admin's involvement / engagement, would be the introduction of "self-assessments" for Departmental Leads, Commanders, etc. Whilst the previous review system(s) oversaw Site Administration filling out lengthy highly-detailed departmental reviews at the end of each month, this method would simply require an SA member to be assigned to a Department as oversight, and for the relevant departmental lead / COM to self assess their performance & their departments performance over the course of a month. Massively reducing the overall 'strain' on SA, whilst maintaining the positive aspect to proactive reviewing.

Presently, one of the recurring issues I see highlighted with Site Administration is their persistent fear of wielding power over players, both in RP and on an OOC level. SA maintains a majority of the administrative responsibilities from an RP and OOC standpoint, yet, claim to feel constantly ‘undermined’ or ‘not powerful’. Though I can recognize that there are often issues stemming from the server structure, and SA's obscured place as the 'middle men', issues rarely previously occurred from Site Administration in terms of utilizing the extent of their authority a year or two ago. I'd wish to support SA in their endeavors, and collaborate with SC to support them where possible, though I recognize the current state of the server as a major SA limitation.

In terms of RSD, I am currently working with Cade in SA to enforce the production of projects from the Executives in the department. Of whom I feel are not contributing as they should be. Again, ignoring the blatant content issues that have crippled a lot of RSD's roleplay (sampling) Executives are not creating projects as they should be, and are not properly engaging the juniors of their department to ensure retention. The present system I have in place currently with Cade is likely to remain over RSD, enforcing that Executives must complete a set number of projects in a period of time. Whilst needing to 'mandate' RP Creation is regrettable, these are basic departmental duties, which are actively not being performed.

From my position in Ethics, I have not had direct oversight of RSD in order to thoroughly investigate the department and it's issues. Though, as part of a set of storylines I would prospectively be undergoing as -1, the Department of Research would be given some major prolonged projects, which I would expect to be completed to a good degree. And, of which can be delegated to individuals in the department.



What makes you the best candidate for the O5 Council?:
- I believe I have gone into good detail as to identifying some of the critical problems with the server at the moment. Though, the reason of which I am applying for O5-1 is that I believe myself in the capacity to resolve the issues I have highlighted above. I have a wealth of experience in leadership positions on the server, most notably as Ethics Committee Chairman. The achievement and maintenance of this position has given me a seasoned perspective on the state of the server, and a rapport with almost all of SC, SA, and the CL4 leadership. My administrative competence would enable me to complete the plans I have outlined above in a timely manner, and begin investigating further courses of action to improve upon the current state of the server, the state of O5, and it's various sub-departments.

My position as Chairman additionally means that I have an in-depth understanding of how the role of -1 should be maintained. I have been responsible for managing CL5 RP Leaders for several months now, and am adept in dealing with issues that may arise as a result of their actions, and how to properly handle situations requiring of punishment, demotion, etc. Alongside this, I understand the processes undertaken during the onboarding and selection of a new CL5 RP leader, in this case a member of the O5, and the associated responsibilities of O5-1 in ensuring the right candidate is fairly chosen.

As an example of how I have performed by duty as Ethics Chairman to a good standard, I will highlight some of the points made in my application for Ethics Chairman (Specifically in regards to future plans for the Committee) and how I have met those goals:

Ethics Committee - From the Committee, I would like to see a large increase in the proactiveness and engagement of ECMs. Typically, Ethics Members are trusted to create operations of their own, for any department, and manage and conclude the RP themselves. I would like to increase in the creation of public-facing RP, as opposed to RP which takes place within a small, select group of individuals. It is important that Site Command members utilize their extended influence and resources to benefit the overall RP health of the server, however, I do not always see this from the Committee, currently. Something of which I would aim to massively improve. This could be enforced by the means of monthly reviews, a system which I would additionally intend to keep.

I can safely say, based on the current Ethics Committee roster, that I have successfully achieved the goal of enabling and increasing the proactiveness and engagement of ECMs on the server. The RP of which the Committee now conducts is far more open-ended that it has been previously, and I feel that Ethics are currently making proficient use of their available resources. I ended up continuing the monthly reviews system, which I've found to be extremely effective for maintenance and continued sustainment of the state of Ethics.

Alongside this, I would like to ensure that Ethics Members are adhering to what would be expecting of them in lore. Sometimes I find that the approach taken by the Committee is far too lax, considering what the Ethics Committee is trusted with, and what their true purpose ultimately is. Incidents in which individuals have been allowed to violate the Foundation's mission statement extensively, receiving no more than a 'slap on the wrist' or even total ignorance from the Committee have become more frequent. As Chairman, I would wish to see a reduction in these occurrences, and would aim to keep the actions of the Committee within what would be expected of them within SCP lore.

I would like to say that this goal has been met, entirely. The Committee now lean completely into their lore-accurate purpose, and encourage Omega-1 to do the same. I am extremely happy with the current mentalities of the ECMs, and of Omega-1.

Ethics Assistants - I feel somewhat that our Ethics Assistants have been neglected for some time. This theme is not uncommon with Assistants, be it for Ethics or O5. As an Ethics Member I am currently seeing to the roster of Assistants, and looking to remove inactive members with the rest of the Committee. As Chairman, I could see to it that orders for Assistants become more regulated, and that Assistants are generally given more to do. Despite the documentation for Assistants being, overall, in a good place. I feel as though the licensing and seniority system we have for ECAs has been overlooked, entirely. We do at this time appoint an ECM as the ECA liaison, however, I do not feel that this role should come with the responsibility of managing the roster and ECAs entirely. That duty, should be shared among the entire Committee. As Chairman, I would see to it that this system is given the required attention, and integrate our current system with the ideas Requis has mentioned to Ethics about allowing ECAs increased opportunities to Judge tribunals.

With the keen eye of Sceptre / Whitaker, the ECA system has been nigh-completely overhauled under my oversight. And, I am happy to say that this has goal has been met completely.

Alongside my administrative capabilities, I am a proficient role-player. Having created and engaged in several major storylines, events, and RP Scenarios throughout my tenure. Many, of which, I have created. My close collaboration with the GM team puts me in an advantageous position for RP & storyline creation, and ensures that I am freshly inspired and motivated to create RP on the server. My experience in RP leadership positions, such as Chairman, would translate directly into an O5 role such as this.

At this moment in time, and after discussion with Ethics, I have determined that once I attempt to transfer into O5-1, Broda will apply for the position of Chairman. I have discussed with prospect with him extensively, as good friends, and we both agree that the Committee would be left in excellent hands. Considering that for the months I would theoretically maintain O5-1 after my potential appointment, communication between O5 and Ethics would be in an excellent place, and collaborative work would thrive.



What are the responsibilities of the O5 Council in RP?:
-
In direct contrast to the Ethics Committee, the Council are concerned with results. The O5 Council are the renowned governing body of the SCP Foundation in almost all widely-accepted SCP canons. The O5 Council is made up of Overseers designated O5-1 through to O5-13 (Dependent on Canon), and they are the Foundation's centralized power. The O5 are responsible for, and aim to progress the Foundation's goals and it's mission statement (Secure, Contain, Protect). However, unlike the Committee, are not as adversely concerned with the evils committed along the way. This, is where the dynamic between the O5 Council and the Ethics Committee comes into play. The O5 view the Ethics Committee (Again, dependent on canon) as a regulatory body, erected to advise them on the Foundation's actions, and how unnecessary resource expenditure can be avoided.

In some canons, the Council consider the Committee's opinion important enough to be shown on Council votes. And, the Committee have the opportunity to vote 'yes' or 'no' for Council propositions. In RP, the Council would consider the Committee's opinion, but would never view them as 'equals'. The Committee in turn, through Tanhony's Proposal, can initiate the Primary Action to assassinate each member of the O5 Council should their judgement be deemed as compromised.

The O5 Council would directly liaise with Regional and Site Directorates, and especially with the Department(s) of Research (Of whom the Foundation's major goals are centered around). And, would utilize Mobile Task Force Alpha-1 ("Red Right Hand") as their primary proxy. Alpha-1 are dedicated solely to the command of O5, and are a major part of O5's RP.

Senior CL4 & CL5 authorisations - As Clearance level 5 personnel, the O5 Council are expected to authorise the following during RP.
CL5 Authorisations:
  • Detonating the on-site Alpha Warhead. This action must be done in moderation, and O5 should greatly consider the impact of activating the Warhead and causing a complete RP reset. Additionally, the ability to forcefully call ERT has been added to Site Command and needs to be done in moderation, as to not ruin the experience for players who've waited to breach as SCPs.
  • Researcher tests requiring of their authorization.
  • Creation of Hearings and issuing of summons.
  • Amnestication, termination, and assassination of high clearance personnel deemed a threat to the Foundation. Via Alpha-1 as a proxy.
CL4 Authorisations:
  • Advanced armory (AA) when three or more SCPs have breached.
  • Mass Termination of D-Class Personnel when it's required in RP, for example during a mass escape.
  • Call a Code Black to evacuate the site when a breach is severe, to make way for MTFs and ERT to perform their duties.
  • Issue AOS orders and investigations.

The O5 are also responsible for the appointment of the Alpha-1 Commander, and have a sway in other Senior CL4 appointments (However do not make these appointments themselves). The O5 are generally expected to uphold and consider the health of the server's RP environments, and make efforts to assist departments who are in need of assistance.

What is there to really say, Remmy has provided an unparalleled tier of roleplay quality to the server. He's been great to work with, providing quality insight into different matters, while discussing his plans for the server, enabling players to immerse themselves into a high calibre of different roleplay-scenarios. Through no doubt, I imagine Remmy has exceptional plans for his Overseer, his past experience with CL5 & Senior CL5 only further his potential as a candidate for the role, currently, he's most fitting. He has additionally showcased a wide-array of deep lore-knowledge, while a bonus, it enables for deeper character development, adding potential for storylines where a majority of the servers player base can participate in them.

Reading through the app, your fulfilment of your Original Goals for the Chairman is undoubtedly promising, it showcases a refreshing level of competence. The custom lore itself is solid, your involvement of external overseers adds slightly to the world-building aspect side of things, widening the involvement of 'characters' within the server. You've listed your intentions as an overseer, all listed, seem doable, and humble, they aren't obscene nor are they obfuscate. I must say, i was not expecting this at all, even thought remmy has had talks about being -1, It Will be a little sad To see you go from chairman, as you are the Best chairman and the only chairman I have ever played with
