What O5 role are you applying for, and why (give the specific O5 number):
O5-11 ‘Lawful Neutral’
I have selected this specific number as I wish to present a different approach towards the Council’s RP (and -11 wasn't played by anyone on the server - yes I checked the Overseer Portal to make sure!). While most applications and O5 characters focus on the physical world and revolve around it, my character will present the metaphysical concept of Nomological Determinism.
This character won’t be a man nor woman; it is the Foundation’s bureaucracy and the Overseer Council’s fanaticism overwritten onto a human host. To O5-11, the Foundation’s procedures aren't just rules - they are the only thing holding reality and the organisation together.
By taking this direction, I believe I can make a fully unique RP experience for everyone involved. While regular O5 characters are played as "Shadow Directors" or simply entities leading the Foundation from the dark, my character would be a Sentient System driven by logic and the Foundation’s mission statement, not ego. This allows for lore-realistic disagreements within the O5 Council. Others might vote against logic for personal gain or based on emotion, whilst 11’s programming will not let that happen, even if it causes internal conflict.
With that said, I won’t be afraid to cooperate with any internal or external party to uphold the mission statement and follow the logical path of events. This style of RP could hopefully start a good habit among players within the Council - using their position to silently eliminate other Council Members when they become a liability, rather than blindly agreeing with their colleagues for the sake of an easy way out (aka more betrayals, arguments, disagreements within the Council).
When it comes to other reasons I applied for the position, it is my time to move on from Alpha-1 and chase a proper O5 experience, not like my last time - I had no interesting ideas for my character, and I applied for the sake of applying, which led to a quick burnout (I also wasn’t really prepared for the position). Luckily, this time I feel completely prepared to take on this responsibility.
What makes you the best candidate for the O5 Council?:
Throughout my tenure on SCP-RP I have gathered a lot of experience in many departments, various MTF regiments and even GOIs. I believe that at this point, RP creation comes out by itself, I do not need weeks of planning to execute a shorter story related to the character, but I rather jump straight into it.
I will shortly, but briefly describe what each leadership role taught me and my main achievements in each of them.
Alpha-1 Lieutenant Commander
There is no role that’s closer to the Council than Alpha-1 Commanders, you may argue that OSAs work closer with the O5s than A1 COMs do, which is probably true, however remember that the Council trusts the Commanders to lead their entire personal task force without unnecessary interference from the O5s. With this being said, this role taught me fully how the Council operates and what is expected from them from an Alpha-1 perspective. I know what the regiment enjoys, what they want the O5s to be like and how to make interesting orders for operatives to partake in without being bored or forced.
When it comes to my biggest accomplishments as Alpha-1 LTCOM, I am mostly proud of how the regiment turned out. 8 months ago I rejoined Alpha-1 and was offered a rank skip to LT, to help out with the regiment’s problems (3 out of 5 COs were resigning this week) and the regiment was in a poor state at only 16 people - 3 resigning COs, so 13 people overall.
With the help of Snake and Tiago we made significant changes to Alpha-1 to encourage people to join, not so long after Snake resigned and both myself and Tiago got promoted to LTCOM and COM respectively. Since that time Alpha-1 is constantly above 22 member count, we have removed NCO maintenance requirements and promotion requirements per my initiative. We switched to Monthly activity checks instead of doing them weekly to make Alpha-1 feel less like a job and more as a fun way to spend your free time.
When it comes to RP created for Alpha-1, I’ve put a countless amount of orders up, initiated hundreds of scenarios and interactions with various departments. By my initiative Alpha-1 has been more confident in their own RP creation and sometimes getting caught on purpose to create further RP out of it.
I am really happy how our hard work paid off, we got an amazing CO team, competent NCOs and Enlisted and overall a great regiment that isn’t afraid of both RP and Combat.
I strongly believe that we’ve put the regiment in one of its best eras ever, that is why it is really hard for me to leave it, as I really love Alpha-1 and I loved every second of managing it.
Overseer Council Member
This role showed me how much I was unprepared to take on this role and how much I had to still learn despite my previous positions. I learnt from mistakes I’ve made back then and took it as a harsh, but valuable lesson.
Ethics Committee Member
This was the first real Clearance Level 5 role that I held. I learnt a lot from Athena and Eidolon back in the day and I firmly believe that I have done a much better job as an ECM than I did as an O5. Unfortunately IRL circumstances made me leave the server before I could start my planned storyline for the character. I owe a lot to Athena, as she was my mentor back then and I wouldn’t be in the LTCOM position, with a clear and calm mind without hers mentoring (If you’re somehow seeing this and I hope that everything is going well for you!).
UNGOC Major
This was the first role that I felt really confident with creating bigger RP scenarios, it also gave me insight on how GOIs command works from the inside. Even though this was a long time ago, it built confidence in managing bigger RP events and longer storylines.
Director of Research
My first serious leadership position, to be frank, I didn’t create a lot of big RP back then as a Director (mostly research projects for the department, but no major storylines) , however I was constantly involved in CL5 projects, granted multiple data releases and with Ludenberg we made a department that was thriving, executives fighting for slots (we had 16 or 17 executives, 11 of them marked as active on the roster). This role taught me basics of character creation, uniqueness of various clearance levels of RP and is to this day one of the reasons I love this community and the server.
I believe that I have proven myself countless times as someone who cares deeply for the community, by doing small events like Masterchef Foundation, where people could participate and win the prize no matter the clearance level or overall server level, or with all changes done to Alpha-1 by myself in hope to create a mentality, where regimental leaders don’t see their MTF as a second job, but rather a fun time for people to spend their free time (I highly encourage all MTF COs on both servers to look into promotion requirements and if you have any sort of maintenance requirements - after removal, UK Alpha-1 is more active than ever!!!)
What are the responsibilities of the O5 Council in RP?:
Creation of RP
The biggest responsibility of the Overseer Council is creation of RP, as holders of the highest clearance level within the foundation, they have close to no limitation - the only thing limiting the Council Members is their own creativity (and sometimes what is and isn’t possible in GMod). If something is possible, the O5s purpose is to make it happen, whether it is acceptable or not.Overseer Council Mission
The Overseer Council mission is making sure that the Foundation works adequately, no matter the cost. Their pure existence is ensuring that results and work done are good, if they are not then they need to step in.Meetings
Overseer Council should be the ones to propose meetings In-Character with department leads if necessary or when Site Administration fails their duty of reporting site’s performance to the Council to encourage RP creation and hear/give out project proposals.Collaboration with GMs
O5s are considered one of the most senior RP leaders, which means that they should work really closely with The Game Master and Staff Event Team to ensure that as many players as possible take part in an ongoing event or to create bigger personal/site-wide storylines/events to involve multiple people at once. However, they must make sure that their presence is not too much for players willing to interact with the event itself, O5s presence might be discouraging to newer players trying to take part in the event, therefore it should be more of a push rather than an actual O5s involvement.
Alpha-1
The Overseer Council has their personal task force called Alpha-1 ‘Red Right Hand’, their sole purpose is to serve the O5 Council until death. Members of Alpha-1 are chipped until they reach the rank of Major, making them compliant towards the Council. They should be utilised to execute covert operations, missions or silently get rid of an obstacle if needed, if an O5 needs something done quickly and quietly, Alpha-1 is the first choice.[IMPORTANT]
!!! OVERSEER COUNCIL DOES NOT MICROMANAGE ALPHA-1, IT IS CO’S DUTY AND RESPONSIBILITY! THEY SHOULD INTERFERE IN INTERNAL ALPHA-1 BUSINESS ONLY WHEN REALLY NECESSARY !!!
Assistants
However, the Overseer Council micromanages its Assistants by giving them various tasks to complete, whether it be sampling SCPs to brew combative chemicals for Alpha-1, starting an investigation on someone, or just simply observing how personnel behave or if they act professionally and up to standards - once again, imagination is the only limit to OSA orders! It is O5 Council's responsibility to ensure that OSAs always have something to do!Policies
The Overseer Council can have a say in creation of new policies around the site, same goes for changes to the Foundation Legal Codex - they are not required, however they may give their input if asked.Ensuring Loyalty
The Council has to make sure that members of various departments are loyal to them, by either observing them through Alpha-1 and Assistants or by taking more severe measures and ordering a full-scale investigation into said individual - and if needed, advanced interrogation if he is suspected of not being loyal to the Council or bullet in the head if found guilty.Working with the Committee
The most important thing is working very closely with The Ethics Committee to ensure the highest standard of RP possible, as there is no Site Command with only one half of it. They should never transfer IC stuff into OOC arguments, and every issue should be resolved by IC actions, which creates even more RP for various departments like ISD, Site Command, and much more, basically involving Site as a whole. Site Command members should always be ready to encourage RP and create it, as they hold the highest position on the server.Managing the Site in crisis
O5 council also authorizes Advanced Armory if needed and there is no Site Administration available, those are to ensure that the Site is operating well and will not go into complete ruin during a breach or any other emergency that needs those two to be authorized. When a catastrophic breach happens, they are to call Code Black, and once ERT fails, the Overseer is to initiate the last possible option to ensure the survival of the human race, which is activating the Alpha Warhead located on F3. They also ensure that after Nuke is detonated, all players are aware that it is a RP reset and that they cannot remember anything that happened before or during the explosion. They can do it simply via OOC chat !!!!NUKE IS RP RESET - YOU DO NOT REMEMBER ANYTHING!!!! Or by asking a staff member to do the announcement using csay for the entire server.
What are the responsibilities of the O5 Council out of RP (e.g. what applications do they handle?):
When it comes to applications the Overseer Council has a final vote on the following ranks:
- Site Director
- MTF Alpha-1 Commander
- Overseer Assistant
- Voting and sharing opinions on O5 Council Member applications
Out of character a member of the O5 Council should always maintain a standard of professionalism, politeness and overall decency when in conversation across all platforms, no matter if it is on Discord, Forums or OOC chat in game.
When making crucial decisions about applications/complaints/appeals, they should always be impartial and not take sides, but look at the issue with an open mind and both eyes.
Helping other departments to create interesting RP scenarios, by advising them or even engaging with them on purpose in projects.
Clearance Level 5 members should be guiding Senior CL4s how to create RP and how to be roleplay leaders, as without RP the server would simply... not exist.
As RP leaders the O5 Council Members make sure that nothing that happens IC will result in an OOC argument, but rather be resolved by IC matters, if it goes into OOC then it is CL5 holders responsibility to take action, by either informing staff or interfering themselves.
Please give some lore about your O5 character and what storylines they would be involved in:
Some of my characters' on-site interactions and relations with different departments, in the style of the few sentences above about three crucial departments the O5s are involved with (Alpha-1, O5, and the Committee). I do not want to write about every department on site and how my O5 character sees them, as it would ruin the fun (find out IC or sum).
Relation with the O5 Council can be found earlier in this application and further within my lore.
Alpha-1
My character sees Alpha-1 strictly as hardware. -11 will command the unit by inputting operational syntax and speak in codes rather than giving inspirational speeches. -11 sees the regiment as a tool - a mechanism to enforce logic over human error. If the hardware breaks, it is replaced - if it works, it is maintained. There is no room for blatant disregard for the Foundation’s documentation and logical course of action in -11s eyes, therefore Alpha-1 plays a huge role when it comes to this character (it is crucial to enforce that logic).Ethics Committee
-11 will treat them as a debugging system. To be clear, -11 does not hate the Committee, as a system cannot feel hatred. It simply views them as a required redundancy check to validate input data. However, they are often "flawed code" that causes latency. I will always treat the Committee with caution - if the solution they provide isn’t documented or logical, it will be treated as an error - fully ignored and saved on the drive for future data validation, but never acted upon on the spot unless it is deemed valid after checkouts. Now to the fun part, I have prepared a lore website, which will evolve after my character's interactions on Site with various people/departments (remember to click on stuff to have the full experience) - personal logs are a bit short, as there is only one entry from a day after the promotion to O5, however it will be updated daily!
