What O5 role are you applying for, and why (give the specific O5 number):
As it stands currently, the O5-3 position appears to be open, therefore I wish to apply for said position. If required and needed, I'd be willing to change to another number designation. I'm applying for the councilor position of O5-3,

What makes you the best candidate for the O5 Council?:
Having been a member of this community for a significant period, I am eager to formally continue my ascent into high command to further and more fundamentally enhance the quality and longevity of our roleplay environment.

My rationale is that the administrative core of my experience—managing departmental needs, optimizing staff performance, and addressing culture—makes me uniquely suited to oversee the policies and resources that govern all personnel and field assets.

My involvement with the server has been consistent and constructive, even if my formal tenures have been interspersed. What matters most is that I have consistently leveraged my abilities, when active in the roleplay loop, to improve the experience for others, contribute meaningfully to ongoing narratives, and drive a standard of growth that benefits roleplay moments.

A few outlined reasons will be placed below:

Extensive RP Experience:
My time in both Site Administration and my previous tenures in other departments, such as Internal Security, has given me a comprehensive understanding of the operational needs and common pitfalls across all departments (Research, Security, MTF, etc.). I possess the insight necessary to create and enforce required roleplay policies that ensure narrative cohesion while setting an elevated standard for IC engagement. This foundational experience is vital for a role that determines personnel deployment and operational readiness.

Creative Roleplay:
While I truly enjoy maintaining rich, enjoyable, and strictly In-Character (IC) environments, I now prioritize initiating compelling roleplay content and narratives that entertain multiple departments simultaneously. This includes driving diplomatic narratives on-site and engaging in the necessary administrative work to stabilize and revitalize struggling units (e.g., my intense focus on Epsilon-11's command structure) and or creating custom characters for simple yet compelling RP enhancements. Not only does this allow for interactivity & character development but also a story to be created.

Inclusive Roleplay:
Although this goal may sound unusual, the main idea is to spread the roleplay around so everyone on the server can have a great time. Keeping the action contained within a small group you always play with is simply boring in the long run. For our roleplay to get better and more exciting, we need to intentionally involve entire departments, and eventually, the whole Foundation.

What are the responsibilities of the O5 Council in RP?:
1. Absolute Authority Over the Foundation
The Council holds the highest authority over the Foundation. Their decisions govern containment methods, external relations, department structures, and all major site policies. Anything that fundamentally changes or risks the Foundation's mission to Humanity must pass through their hands. They must lead by example, dealing with external threats while constantly innovating the Foundation from within. This need for progress naturally generates their key interactions with the Ethics Committee, ensuring all actions are carefully balanced.

2. Oversight of Overseer Assistants (OSA)
Assistants are essential for the Council’s success. They act as the Council’s eyes and ears, moving discreetly around the Site to carry out sensitive orders or gather intelligence that requires the Council’s direct attention. Working closely with these assistants is a basic expectation, which helps create interesting and engaging storylines within the roleplay.

3. Command of Mobile Task Force Alpha-1
Alpha-1 is the Council's dutiful right hand—the force willing to execute any order in the name of the Foundation. Alpha-1 holds immense, sometimes controversial, power. It is the Council’s duty to ensure this power is successfully integrated into the Site's roleplay, making sure the operations they conduct are enjoyable and cohesive for everyone involved, not just Alpha-1 themselves.

4. Management and Empowerment of Site Administration
This is a duty shared with the Ethics Committee. In-Character, the Council empowers Site Administration. Administration handles daily policy and most final decisions on medium/minor matters. Knowing that the Council exists as a silent, strong voice in the background is vital for Administration's support when they are challenged or overwhelmed. The Council must look after Administration (both IC and OOC) to keep the whole command structure healthy and motivated.

5. Other Duties and "Last Resorts"
The Council handles several other duties, often serving as the final line of defense. These are "last resort" scenarios that require immense maturity and judgment. Examples include calling a Code Black (a major site lockdown when stability is compromised), which can escalate to ordering the Alpha Warhead detonation if necessary. These major decisions require the Council to accurately judge the active state of roleplay and site stability.

What are the responsibilities of the O5 Council out of RP (e.g. what applications do they handle?):
The O5 Council holds ultimate responsibility for the high-level health, policy, and administration of the server community. Their duties extend beyond in-character narratives to include core management functions:

1. Final Authority On Certain Applications
The Council serves as the final authority for appointing personnel to the most critical and sensitive positions on the server, given the importance of these roles to the community's integrity and stability. These positions include:

Commander of Mobile Task Force Alpha-1

Overseer Assistants (OSA)

D̶i̶r̶e̶c̶t̶o̶r̶ o̶f̶ R̶e̶s̶e̶a̶r̶c̶h̶
(I believe this was relinquished to Site Administration.)

Site Director

2. Strategic Policy Innovation and Upholding

The O5 Council is the ultimate bastion responsible for auditing, innovating, and upholding server policy. As the server and its culture evolve, the Council must ensure that these changes are integrated in a healthy direction to maintain consistent, high-quality community standards.

3. Direct Support for Site Administration
OOCly, the Council also functions as the essential support structure for Site Administration. In challenging periods, this support helps mitigate legitimate stress and prevents issues amongst site admin personnel, allowing them to remain focused, motivated, and engaged. Maintaining the Council's supportive role is crucial for ensuring the long-term health and active participation of the entire Site Command structure.

4. Inter-Factional Leadership and Collaboration
As players holding the highest clearance (CL5), the Council must proactively engage with and collaborate with all other major faction leaders. Server health is a shared responsibility. The O5 must actively recognize opportunities to create collaborative roleplay and provide supportive resources to external faction leaders, rather than isolating their efforts to the internal Foundation structure alone.

5. Setting a Positive Community Standard
The primary duty of all roleplay leaders is to provide a welcoming and aspirational environment. Council members must use their authority—earned through hard work and diligence—to set a positive example for the entire server. This means consistently demonstrating willingness to work with newer players, offer guidance, and ensure that the community remains accessible and encouraging for those seeking to climb the ranks and become experienced roleplayers.

Please give some lore about your O5 character and what storylines they would be involved in:

Vicquemare
: "Sergeant, do you understand this mission? You’ve been reading it for a full hour. Is something bothering you?"

Larose: "Yes sir, I understand what we’re trying to do." [Larose stops.] "But what do you think they want to actually accomplish with all this, sir?"

Vicquemare: "The Soviets? They want to run the world, I guess. But their knowledge is poor. This, [Vicquemare taps the papers] just proves they are wrong."

Larose: "I see." [Larose pauses.] "We are heading into the Soviet Union. Are you worried at all?"

Vicquemare: "I’m as worried as anyone should be. I won’t say anything more. I just want to make it out of there alive."

Vicquemare: "Start getting your gear ready. We don't have much time. We need to be ready to leave right now."

Larose: "Yes sir."

Vicquemare: [Vicquemare turns to another man.] "Lieutenant Etienne, who is our contact waiting for us at the airport?"

[Vicquemare can be heard quietly mumbling from afar. His voice quieter, talking in the phone.]

LT Etienne Dubois
: "Sergeant Larose, we've read over the operation file, when we land what will be our first objective?"

[Sergeant Larose looks at the Lieutenant.]

Sergeant Larose: "We are to establish a connection with the spy network and gather information about the area, get a general idea."

[Lieutenant Etienne squints his eyes at Larose, as if expecting something else.]

[Larose ponders for a moment, before continuing her answer.]

Sergeant Larose
: "We are to ensure to report back to our home base to prevent miscommunication."

[Lieutenant Etienne nods, satisfied with her answer.]

LT Etienne Dubois
: "We've had that happen to you before... don't let that happen again."
[Lieutenant Dubois said, the faintest slither of concern in his voice.]

[A long gentle humming buzz is heard from the radio as the time passes.]

LT Etienne Dubois
: "Vicquemare, we've arrived. Spotted, two people... your contacts?"

Vicquemare: "Yes sir... let us go make their acquaintence..."

[Vicquemare, Dubois and Larose can be heard stepping out of the vehicle, moving towards the two contacts.]

Vicquemare: "Sergeant Vicquemare, but I'm sure you already knew that. You two must be our pilots. What's the status?"

[Vicquemare had passed something to the Pilot.]

Pilot 1: "I see... Good afternoon, Sergeant. The skies are clear, runway was called and reserved and the Soviet's air forces are distracted at this moment in time... we have... 10 minutes to get in the air."

LT Etienne Dubois: "Perfect. Let's not waste any time. Let's get moving."

[The footsteps of the crew can be heard as they move towards the plane.]

Pilot 2
: "After you, sir, madam."

[Dubois & Larose simultaneously say 'Thank you.' as they all enter the plane.]

[The static once again humms. The audio slowly cuts out.]

<TRANSCRIPT ROLLING>

[For a moment, silence fills the cockpit, the Lieutenant quietly shuffles his feet on the cabin floor as the rest either tap their fingers or sigh.]

[Airplane Intercom] Pilot 1: Dear passengers, be advised. We've reached our cruising altitude, and the aircraft is now clear of standard radar tracking zones. You are welcome to unwind and make yourselves comfortable.

[The crew members sigh, relieved.]

Vicquemare: "Very well... Lieutenant, Sergeant, shall we go over the plan once more? I believe our restlessness makes us forget minor details..."

LT Etienne Dubois: "Sure, go ahead Sarge."

Vicquemare: "The plan is simple. We land in ***
██████████ ███████*** near ***█████████*** and split up. As far as it may sound, we will have to regroup in Moscow, the more people, the less obvious we are. From there, we'll move to phase two."

Sergeant Larose: "I see. We've been provided with public transport cards, allowing us to traverse easier. Do you have them, Lieutenant?"

LT Etienne Dubois: "Yes, Sergeant, I have them he—"

[The Lieutenant was cut off mid-sentence by a sudden, muffled commotion originating from the cockpit.]

LT Etienne Dubois: "Sergeant Larose. Investigate the commotion. Tell them to calm it down."

Sergeant Larose: "Yes sir."

[Sergeant Larose rose from her seat and approached the cockpit door, and the sound of her slow, measured steps was audible. After knocking and waiting in brief silence, a singular gunshot erupted from within the cockpit, instantly causing the entire crew to stand and draw their sidearms.

Simultaneously, the recording device dropped and clattered loudly as the aircraft began to pitch heavily from side to side, throwing Larose violently to the floor.

[The sudden chaos spurred Lieutenant Dubois to action; loud, jarring kicks were heard as he desperately attempted to breach the cockpit door. The door violently flew open, accompanied by a third gunshot that struck the Lieutenant's arm. His pained yell of "Vicquemare!" cut through the noise.

One last shot echoed, followed by a final, heavy thud.
"He's down... Lieutenant, no!" Vicquemare says.

With the hostile pilot neutralized, the plane immediately plunged into an uncontrollable descent. Vicquemare swiftly scanned the cockpit, finding the true pilot shot dead and the entire control panel shattered and unusable. Recognizing the impossibility of a landing, he quickly located three parachutes beneath the seats and threw one to each remaining crew member.

Amidst the chaos, Vicquemare was heard tending to the wounded Lieutenant, assisting the Sergeant in quickly bandaging the arm before physically thrusting the parachutes toward his team.

Vicquemare
: "Everyone, we cannot land like this! Take these parachutes and jump! Get yourselves to safety and establish communication later, go! NOW!"

The radio device clattered loudly as Vicquemare grabbed it. A moment later, the recording picked up the violent roar of the wind as the cabin door opened. Vicquemare’s heavy, labored breathing and sounds of struggle were audible for a brief period before the distinct, loud snap of a parachute deploying was heard.

...

...

...

Following a long duration characterized only by the rushing wind, the audio suddenly registered the sharp sound of bushes violently rustling. Vicquemare exclaimed as he hit the ground, struggling to extricate himself from the undergrowth.

Vicquemare: "God... where am I... I need to assess my surroundings..."

Clear footsteps were then heard as Vicquemare began moving cautiously in a random direction. He soon detected the audible rush of flowing water.

Vicquemare:
"I hear water... a waterfall?... No, a fountain?... It..."

Vicquemare stopped speaking as he audibly approached the source, discovering it to be a clear spring. He knelt, relief evident in his voice, and began to drink deeply.

Vicquemare:
"Okay... much better... I—"

He suddenly cut himself off, a strange sensation washing over him. He tapped his own chest, sensing a bizarre feeling of renewed vitality.

Vicquemare: "I feel as if I could... be a kid again... What is this?..."

He brought the recording device close to his mouth; his voice, now sounding remarkably clear, was heard.

Vicquemare:
"Vicquemare speaking... At this moment, I will continue my journey toward Moscow. However, before proceeding, I will document this spring in a separate report. Something is profoundly... strange... [A brief pause.] Vicquemare, signing off."

The audio abruptly cut, leaving behind only the gentle, fading buzzing of radio static.

<TRANSCRIPT ROLLING>

The gentle static buzz is heard once more, the radio swiftly being raised as Vicquemare's voice is heard again.

Vicquemare: "
Vicquemare, reporting. I am currently heading North within the Soviet Union... my team has not reported in yet... [A brief pause.] I am yet to get a hold of them.-"

The sudden noise of a loud announcement can be heard in Russian, over large, presumably nearby speakers.

SPEAKERS: "ATTENTION COMRADES AND CITIZENS, MAKE YOUR WAY TO THE NEAREST AUTHORIZED ZONE OF SHELTER! SECURITY FORCES ARE CONDUCTING AN IMMEDIATE AREA SWEEP FOLLOWING THE CRASH OF AN UNIDENTIFIED AIRCRAFT. FURTHERMORE, ALL PERSONNEL ARE WARNED OF A HIGH-VALUE BIOLOGICAL ASSET COMPROMISE IN THE REGION. REMAIN INSIDE. ANYONE FOUND WITHIN TWO KILOMETERS OF THE WRECKAGE WILL BE DETAINED AS A HOSTILE FOREIGN COMBATANT.

Silence falls for a moment as Vicquemare had to think of something.

Vicquemare
: "Change of plan... I need to blend in... [Brief pause.] I'm going to the shelter..."

Static can be heard for a moment, before Vicquemare speaks again.

Vicquemare
: "What is this...? Shit..."

Vicquemare appeared to be looking at a flyer, presumably put up by Soviet Soldiers.

Vicquemare
: "Vicquemare signing off. A soldier is waving at me---"

Vicquemare is heard stuffing the radio in his jacket. The audio cuts fully. Nothing can be heard for the time being.

The recording was abruptly dominated by an acute, painful buzzing sound, immediately drowned out by Vicquemare’s desperate screams.

Vicquemare:
"NO! NO! STOP! YOU MONSTER! FUCK YOU! YOU HEAR ME?! FUCK YOU! IF I GET MY HANDS ON—"

His voice descended into a fury of uncontrolled yelling and screams of pain.

???:
"How is he not scarred, Starshiy Leytenant..."

???: "Keep going. Extract everything you can. When you're done, toss him out like the others."

After what felt like an eternity, Vicquemare let out one final, raw scream before his voice finally failed. The captor let out a disappointed sigh and grunted as they hauled Vicquemare's body away, followed by the loud slam of a heavy door.

The only sound remaining was the faintest, ragged sound of Vicquemare’s breathing as his body was roughly thrown outside onto the ground. The soldier's fading footsteps indicated they were walking away.

Vicquemare’s breathing slowly stabilized. He spoke in a barely audible whisper:

Vicquemare:
"... Oh god... oh god... help me god... I need to recover... how... how..."

Struggling in every movement, Vicquemare was heard slowly pushing himself upright. The sound of his difficult, stumbling footsteps followed as he attempted to run, his lightly damaged radio emitting a weak, accompanying buzz.

The sounds of his desperate struggle grew fainter, and the radio's buzzing softened slowly until the audio finally cut out completely.

<TRANSCRIPT ROLLING>

A calm, distorted voice broke the silence—that of Vicquemare. The damage sustained by his radio was evident in the muffled transmission.

Vicquemare:
"This is... Vicquemare... reporting two days post-incident." [A brief hesitation.] "I'm requesting immediate air transport for extraction from the Soviet Union... All reconnaissance attempts have failed... Request is pending for midnight rendezvous at location ███████..."

Minutes stretched into hours. Vicquemare had managed to find refuge in a derelict cabin deep within the countryside. The quiet was punctuated only by the chirping of crickets and the audible frustration of Vicquemare’s infrequent sighs.

Finally, a distant, low rumble broke the stillness. The sound of a helicopter grew steadily louder, eventually landing nearby. Vicquemare’s standing footsteps and the creak of the cabin door opening were clearly audible.

The recording then captured muffled voices and brisk movement. Men, presumably French military personnel, swiftly secured and extracted Vicquemare via the waiting helicopter. The subsequent, powerful thrum of the ascending rotor drowned out all other sound as they began their critical journey back to France.

---

---
After a long duration of air travel, characterized by the low, constant humming of the radio in Vicquemare's pocket, the helicopter finally settled onto the mainland of France.

A woman with a neat blonde ponytail, wearing a white lab coat and carrying a clipboard, was waiting for his arrival. She visibly gasped and covered her mouth upon seeing his face.

Vicquemare:
"...Doctor, you requested a word? I intercepted your broadcast."

Doctor: "Yes. Please, come with me immediately. We need to run some diagnostic tests. An examination."

Their combined footsteps faded as they walked toward the medical facility.

Vicquemare: "The doctors were correct... that spring water truly works wonders... I should have died..."

Doctor: "W-What...?" [The Doctor asked, clearly thrown off by his reference to "spring."]

Vicquemare: "Nothing... disregard that comment."

Doctor: "I see... [Brief pause.] Well, Milo, I will compile a full medical report after we complete these tests... you can expect a copy on your desk once it's finalized."

Vicquemare: "Very well..."

Time passed, marked by the faint sounds of the medical examination. Vicquemare finally sighed, standing up.

Vicquemare:
"Thank you, Doctor..."

Doctor: "Don't thank me, just carrying out my duty." [The Doctor responded curtly, washing her hands.]

Vicquemare gave a quiet grunt, his footsteps echoing as he left the medical wing and headed toward his office.

The creak of his office door opening was distinct. His official medical file was already sitting on his desk, having been placed there by an assistant. However, resting next to the file, and partially obscured beneath a small stack of unrelated reports, was something unusual.

Milo tilted his head, his curiosity piqued. He reached out and carefully picked up the hidden card. He looked at it for a long, silent moment.

He let out a deep sigh. Milo flipped the card over, revealing a single, typed phone number. After a moment of heavy thought, he made his decision.

With a swift, decisive motion, Milo used the rotary dial in his office to place the call.

It will be very sad to see him go; however, he deserves this. Ever since accepting him into site administration, he has been nothing but a pleasure to have around. He's been the best person to have as my manager. He does what he is supposed to, and he does it well, with a smile on his face. The RP he creates is befitting of an O5.

He does stuff he is told to do, but that does not mean that he only listens to people. He creates his own RP daily and is capable of creating long-lasting RP that everyone can enjoy being part of.

Once again, sad to see you go, but I hope you'll get it!

Bit of an odd trend breaking with the norm of "The XYZ" but I dig this one

You were good with the RP you showed during my brief placement back as ECC and I think you'd do fine as an O5. One small critique you forgot to add O5 apps to the ones you vote on. All Overseers issue a vote on any prospective O5 applicants.

Other than that very minor thing, +Support
