Application Preface and Foreword
At the outset of this application, I want to address and assuage a few concerns I can see being raised by some of the UK players. Concerns, which I believe to be ill-founded, irrelevant, or ultimately based on external factors which should not play into the application or consideration process.
My recent DoISD tenure: I applied for, and was given, the position of DoISD a few months ago. Whilst the circumstances around the application were not, in any way, controversial— it was after a mere few days in the role that I resigned. For the avoidance of doubt, I had not planned to abandon the position, and was dedicated to trying to improve the department to the best of my ability.
However, I was the unfortunate target of a few severely over-invested individuals whom attempted to have me removed from the position, because of frustrations surrounding the idea that I had supplanted their desired candidate for ISD Director. Ultimately, after speaking to SSL and the ECC at the time, I chose to step away from the role. Naturally feeling extremely demotivated, and not wishing to continue in such a counterproductive environment.
I've addressed this, here, because I imagine certain individuals or groups will bring the matter up in an effort to present me as someone who 'jumps ship'. From the point I'd initially received a Site Command role (ECM) on August 3rd, 2024, I maintained myself in Site Command until the end of May 2025 (Around 8-9 months). And as such, I want to be clear that there is no pattern of resignation, here.
Recent server involvement & RP: I took a much-needed break from the server towards the end of May, and haven't been majorly involved until my recent return to form. I have, however, been involved with various RP leaders and assisted with the planning and implementation of various storylines, and, created numerous pieces of documentation for use in RP. Particularly, concerning R.A.I.S.A & the GOC.
I will outline in this application the specifics of my reason for applying for ECC, over ECM, SA, etc. I recognise the concerns centered around someone who's "just returned" to the server, but this is not the kind of role you pick up for the novelty of it. I'm applying to return to a department I'm vastly familiar with, in the position I am most familiar with, with the goal of revitalising and returning it to form.
In the months that I have been gone, I have not forgotten how to lead RP effectively.
Previous CL5 tenure(s): Though I maintain that my tenures as ECM, ECC and O5-1 were respectively very positive for the server— I have heard, or heard of, critiques from certain players that have never been raised formally, or, were considered insubstantial by SSL. What Ethics Committee role are you applying for, and why:
- I am applying for the role of Ethics Committee Chairman, because of my desire to re-engage in RP at a site-command level. And, begin to restore Ethics to it's usual quality. The circumstances surrounding this application tie into my observations of the current state of the Committee, and it's overall place in the server & roleplay at this time. I have broken my application into sections, based on particular issues I wish to highlight.
Observed issues with the Ethics Committee:
I am passionate about the Ethics Committee, its lore, and its place on the server. But, in the recent weeks I have been observing its inherently poor state, I have found almost no ground for any level of merit. The Committee's intervention is often short-lived, downright unnecessary, or entirely ill-founded. (If there is intervention at all). And the body’s decision making and overall ethos do not reflect that of the Ethics Committee in a 'lore' fashion. Nor are they true to the Site Command Guidelines.
The Committee is supposed to represent a well-rounded, patient, and stable department. They are supposed to make decisions based on the 'cold, not cruel' ethos. Comparatively, the current Ethics Committee is almost entirely reprehensible. These failings, underpinned by the aforementioned Site Command guidelines, can be discovered as below:
“Oversee sitewide behavior (through O1 as proxies or themselves in regard to senior personnel)”
“Working closely with ISD to ensure that all personnel behave as they should. Making sure that the way things are being done is professional and ethical, indirectly tackling misbehavior.”
“Liaise with O1 and ISD to launch full-scale investigations into players/departments regarding behavior.”
“Organizing tribunals for cases of misconduct.”
The last Tribunal entry in the platform was made on the Third of August. Which means it’s been over a month and a half since a Tribunal was last formally arranged, conducted, and completed. This means that investigations either aren’t being brought to, or handled by the Ethics Committee. The matter is further exemplified by the lack of any recent Ethics operations for ISD to undertake, seeing as the last operation entry from EC was in late June.
The FLC, Tribunals, and the overall justice system fall to the Committee at the highest possible level. They are an unassailably prominent part of the overall handling of justice within RP, and within lore on the server. Their absence in such core factors of their existence renders them without presence, ISD without support, and the justice system ultimately at a halt.

I have seen no evidence, whatsoever, that this principle is currently well understood. I believe the recent actions of the Committee, the way they’ve portrayed themselves and the way in which they now interact with the server and its players is overall unreflective of the Ethics Committee’s purpose. And, I believe that at this time, there is no substitution for that of a capable, experienced Ethics Member.
Furthermore, I have always strongly maintained that the Committee must ‘pick their battles’. Regardless of the canon you ultimately subscribe to, it is reasonably universal that the Committee are in no way ‘equal’ to the Overseer Council. Describing them as a counterpart is loosely correct, but describing them as a counterweight is assuredly more true to their real purpose. The Committee must reap what they sow, and heed their own warnings. Setting a strong precedent, and maintaining order & morale within the Foundation at the highest level. Going so far as to enact the prerogative known as Primary Action in instances where the Overseer Council began to threaten the Foundation and its principles, or endanger humanity to such a level that outweighs their merit. The Committee does not currently take measured action against the Council. Or dare I say, against anyone. Opting instead for loosely strung together tactics, and ill-founded votes calling for action over menial matters. Here, I believe they would benefit from seasoned leadership.
The state of ISD:
I have scarcely a good word to say about ISD, as a department, at this moment in time. From my own experience, I’ve come to know that the management & leadership of the department is now often closed off, with an almost cultic mentality. This does not go for every player, certainly not. But the embers of the players responsible for this remain about the department, meaning that there is inherent distrust in their leadership. I have not personally interacted with the current Directors a lot, recently, but I have been steadily involved with ISD and seen its flaws.I believe ISD have slipped too far away from their responsibilities in roleplay, into what can only be described as a ‘experience policing’ force. Agents, Investigators, Inspectors and Commissioners often do all they can to avoid blowback, escalation, or counter-RP to their arrests or investigations. Mistaking the empowerment they’ve previously been given for a declaration of sovereignty, for them to do as they please.
ISD have significant power on the server, not just in RP, but in their ability to catalyse or dismember RP. As for my own experiences with them, recently, I have been obscenely disappointed. Simultaneously it seems they lack a spine, whilst being overtly aggressive, or outright dismissive to players who don’t fall into the category of CL4 or ‘Senior’ CL4. ISD should be a department who work hand-in-hand with the players, seeking to sustain scenarios and find outcomes that, whilst not always favourable for a player’s character, offer them an interesting and enjoyable RP scenario to engage with.
I do not think it is worth my time to try and resolve or intervene in the management of ISD from an internal perspective. I have tired, and seen all that I needed to. As to whether it’s plagued by the exact same management issues I’d previously been subject to, I am uncertain.
The state of Omega-1:
I believe Omega-1 has come exceptionally far from where it was a year ago. Its ethos, quality, and overall effectiveness reached what I’d consider to have been its all-time high under Dingle as Commander. After the effectual cult that formed in its leadership was stripped away, the regiment underwent a period of reform and, I can safely say, is now a positive influence to the server’s health. I am happy with the level of autonomy Omega-1 now manages to maintain, whilst not becoming entitled, or acting out of turn.
With that being said, whether it’s due to the presence of Ethics, or a lack of recent recruitment, Omega-1’s presence has been exceedingly poor in the last few weeks. I have scarcely observed them in situations befitting their function. Though, I am willing to accept that this may be due to RP happening outside of my scope (“behind closed doors”). That, or they’re feeling the brunt of the Committee’s ¼ capacity.
Omega-1 are typically very self-sufficient. Ethics include them in RP they conduct, but, the Regimental Command and Commissioned Officer team typically take great responsibility for the upkeep and RP creation for their regiment. Omega-1 has been notoriously strong in its endeavors, in the past, and I feel they should be just as committed now to holding that standard high.
The Committee need only support the RECOM team, and allow them to lead the regiment to their desire.
What actions could be taken to resolve these issues?:
All in all, I have to be reasonable with my ambition as to the state of the server (And the Departments that are managed directly by Ethics). The Committee is at ¼ capacity, and is therefore strapped for resources. I alone, or with one or two ECMs, can only be in so many places at once.For Ethics, the most crucial ‘first step’ is to reaffirm the standards required to achieve a role in Ethics. And, to press recruitment. I have some ideas in mind for appropriate candidates, but I understand there are limitations I cannot directly control. I am confident calling myself a ‘seasoned’ roleplayer, especially in the role of Ethics Chairman. And, as such, I imagine a lot of the issue surrounding intervention & action will be resolved simply with myself at the helm.
I would, additionally, lean onto O5 more and emphasise collaboration. AO collaboration, and that of SC collaboration, is something I’ve always personally encouraged. And I think when one side is struggling, their OOC counterpart should step in to assist in picking up the pieces.
For ISD, I feel their leadership needs to be under strong scrutiny. I want to verify that they understand their department’s impact on the server, and I want to implement increased protections for the departments in the core gameplay loop. After discussing with RSD Leadership, I believe the restoration of mutual respect is in order.
Omega-1, as usual, will have a good idea of what they need from Ethics to support them. I am all too familiar with the dynamic, and would support them as I usually would.
What makes you the best candidate for the Ethics Committee?:
- I like to believe that I have sufficiently made my mark on the server, at this time. Having had a positive, and considerably lengthy Site Command tenure as of recent. On top of this, I have garnered a seasoned perspective on the server, and a well-informed stake in it's health. Having been both Ethics Chairman, and Chief Overseer, I know intrinsically the function and process of Site Command.
I am an extremely diverse and competent roleplayer, this evidenced by my tenures in both ECC and -1. I am happy to help players, and to show them the best way to conduct themselves and ensure the best possible outcome for RP engagement.
For this section, I do not intend to elaborate much further. I have shown, clearly, that I understand the issues facing the 'core' departments managed by Ethics. And, I have been in good contact with lots of Gamemasters and RP leaders, as to consult them for this application.
What are the responsibilities of the Ethics Committee in RP? [Referenced from my previous application]:
- The Ethics Committee are best described as being "process-driven", and this theme should be present in their interactions with other personnel. It is commonly misunderstood that the Committee serves as the 'opposition' to the Overseer Council, aiming to scrutinize and sabotage the Council's plans in any way possible. While it is true that the Committee focuses heavily on the ethicality of the processes used to achieve the Foundation's mission statement, and may scrutinize and challenge the Council's decisions, their ultimate objectives align with that of the Administrator's. Furthering the development of the SCP Foundation, and maintaining it's goal to Secure, Contain, and Protect. In RP the Ethics Committee are expected to do the following:
Oversee testing and resource usage - To maintain a "well oiled machine" the Committee must monitor the Foundation's use of resources, and determine whether or not they are acceptable. Since almost all research on the server is oriented around the use of D-Class personnel the Ethics Committee would be expected to enforce strict policy over their use. They would additionally be expected to enforce the ethical use of resources via ECA's, Omega-1, or ISD by proxy. When determining the ethicality of a test, the committee should consider if the experiment will help to UNDERSTAND the SCP object, if the experiment will help to CONTAIN the object, and if the loss of a human life is justifiable in exchange for the information that will be gained. Based on the researcher's hypothesis, and the value that proving / disproving it adds to the Foundation's mission statement, the Committee may choose to intervene with tests to converse D-Class personnel and other valuable resources.
Senior CL4 & CL5 authorisations - As Clearance level 5 personnel, the Ethics Committee are expected to authorise the following during RP.
CL5 Authorisations:
- Detonating the on-site Alpha Warhead. This action must be done in moderation, and Ethics Members should greatly consider the impact of activating the Warhead and causing a complete RP reset. Additionally, the ability to forcefully call ERT has been added to Site Command and needs to be done in moderation, as to not ruin the experience for players who've waited to breach as SCPs, and in consideration of server balance.
- Creation of Tribunals and issuing of summons.
- Amnestication, termination, and assassination of high clearance personnel (Primary action in the case of O5).
- Advanced armory (AA) when three or more SCPs have breached.
- Mass Termination of D-Class Personnel when it's required in RP, for example during a mass escape.
- Call a Code Black to evacuate the site when a breach is severe, to make way for MTFs and ERT to perform their duties.
- Issue AOS orders and investigations.
Foundation Legal Codex - Enforcing, updating, and maintaining the Foundation Legal Codex is one of the core duties of the Ethics Committee. The Legal Codex imposes Ethical and Conductual restrictions on individuals operating with the SCP Foundation, and in RP, is used to determine what 'should' and 'should not' happen. The Committee make use of the FLC to extend their own influence over the site, and oversee the department of Internal Security, whom are the primary investigatory and arresting authority on-site, in doing so. The Committee may also make use of Omega-1 to enforce the Legal Codex, or assistants to the Ethics Committee. The use of the FLC is core to the currently gameplay loop on the server, and the documentation itself acts as a platform to enforce consequences against personnel. Plainly, without the Codex, players would experience little to no retaliation for their actions, and this would impact RP massively. Hence the importance of it's maintenance and updating as new content and policies are introduced to the server.
Tribunals - Tribunals are currently the sole duty of the Ethics Committee. The Ethics Committee are expected to uphold an unbiased platform for personnel to bring forward and consolidate evidence of FLC violations, and reach a verdict determined by a panel of judges in RP. Tribunals open up the possibilities for enhanced punishments in RP beyond that of jailtime, and can be used to prevent evasion of high-clearance personnel whom may otherwise be overlooked for their violations.
Chairman specific responsibilities in RP:
I will not list extensively the differences between the Chairman and Ethics Members in RP, as functionally they both serve the Ethics Committee. However, the Chairman is responsible for making larger scale changes, particularly those which impact the Committee as a whole. And, the Chairman is expected to deal with Ethics Member whom have strayed from their duties, or acted in a way which has badly represented the Committee.
More prominently, the Chairman would, in RP, have a much easier time contacting the Chief Overseer or the Office of the Administrator. This means that the Chairman would be expected to involve and contact relevant parties for their subordinates.
