What Ethics Committee role are you applying for, and why:
I am applying for the role of Ethics Committee Member.

I’m applying for this role as I’d like to be part of the force that is driving the roleplay of the server to a great level. I’ve always had an interest in the Committee since the beginning of the interest in the SCP Universe. I’ve always seen nothing but exceptional roleplay from the Committee as a whole, and I’d really like the chance to have the freedom and possibilities that come along with this role.

What makes you the best candidate for the Ethics Committee?

I’m going to be quite frank here, I don’t think there is such a thing as a best candidate for this role specifically. During my time on the server I’ve noticed a trend of different styles of roleplay and leadership held by ECM’s, and I think it’s quite hard to quantify why someone would be the best candidate. I’m of the firm belief that as long as you have the capability to create engaging roleplay, not just for your department but for the site as a whole, you’ll do great as an ECM. However, that’s not what the question is asking. I’d say that I would be an acceptable candidate for the EC due to the fact that I genuinely want to see roleplay, in its best form, perpetuated within the server. I could spout on about how I have prior experience as a Departmental Leader, how I have experience managing a department, however I do truly believe it boils down to how you conduct your RP, and I believe that I have the necessary skills in order to conduct this. I genuinely care for the server, and I wish to be a force of change in correcting the gameplay loops of certain departments.

For example, I feel that more can be done in terms of the D-Class gameplay loop. I feel as if the current server culture quite doesn’t allow for the capability for D-Class to roleplay to their best of ability. It’s pretty simple, you either get tested on or you try to break out. While the current in-game policy of D-Class work permits does allow for the occasional break in the loop, I feel as if more opportunities should be granted for D-Class to be able to get outside of D-Block in a manner which won’t get them killed. A good example of this has been my use of D-Class ‘Interns’. They’re given a CL1 Key card and allowed to act as an assistant to the EC. And while it may sound like I’m simply describing an aspect of the D-Class work permit, the rights they are given are heightened compared to what they would usually get. From an IC perspective, it perpetuates the idea that the EC is a regulatory body, ensuring that D-Class are enriched and treated humanely. It shows that D-Class shouldn't be dehumanised or treated inhumanely. I’ve found that D-Class are actually extremely engaged in roleplay when given the freedom to, and my basis on this point has been formed through my usage of this ‘programme’.

Furthermore, I know this question will be asked by either Clank or Broda, so I will elaborate at this point on my plans for Omega-1. I currently think that Omega-1 is in an extremely strong place, potentially one of the strongest O-1’s I’ve seen in my lifetime on this server. One of the things I’ve noticed is that there currently isn’t an overarching storyline that Omega-1 are currently partaking in (Please, do correct me if I’m wrong. The rest of this point will be written under this assumption). I feel that with the current roster of exceptional role-players within the regiment, and the strong leadership of the CO team, an overarching storyline would be beneficial to the regiment. I’m more than willing to elaborate on this storyline for O-1 in DM’s, in order to avoid any spoilers to my plans. Besides an overarching storyline, I plan to create engaging operations for O-1 to participate in. These would, in an ideal world, be quite RP heavy, with these operations concluding of Infiltrations, Interrogations and Interviews, to name a few examples.

Additionally, this point might not be as detailed as the others, however, I feel as if the role of ECA isn’t being utilised to the best of its ability. There is such great potential for ECA’s to be fully utilised as the ‘Eyes of the Committee’. In an ideal world, I would have the assistants taking on more of an Investigative role, alongside keeping up their cover story of being HR for the Foundation. A simple way to achieve this, and create some interesting RP, would be an order to Integrate themselves within a respective department, gathering evidence and keeping a close eye on them.

I do have to mention that I have only recently come back to the server, within the last month or so. I will state here that I have no intentions to stop playing. I think this time round, the enthusiasm around the site and the general RP loop has significantly improved. I am willing to give my very best to this role, and hope to be a positive force for change within the server.

What are the responsibilities of the Ethics Committee in RP?
The responsibilities of the Ethics Committee are rather nuanced. Their entire job is based around the core idea of deducing what is, and isn't acceptable. They balance the necessary evils that come with the territory of handling the anomalous, and attempt to minimise the overall harm that they create, ensuring that the only evil done is only that which is required “The Foundation is cold, not cruel”. While the Foundation at large protects humanity from anomalies, the Committee protects the Foundation from itself, ensuring that it doesn't become the very thing they're trying to fight against. It is equally as important that the committee perpetuates the idea that they are simply a department full of busybodies who do meaningless administrative work.

(The rest of my point is going to be, essentially, a bulleted list.)

Primary action.
The Ethics Committee reserves the right to either assassinate the entire O5 council, or a specific member, with the assistance of Omega-1. It is extremely rare that it would come to this however, and the right to assassinate the entire council lies with the Ethics Committee Chairman. It is vital that when advising the council on matters of ethicality, they take a purely advisory and encouraging role, as to not allude to the existence of primary action.

The FLC.
The Ethics Committee handles the creation and maintenance of the Foundation Legal Codex. The FLC is used as a tool to extend the Committee's influence over the site. It emphasises site staff to act ethically, ensuring that resources aren't misused and that we're treating each other in a professional manner.

Tribunals.
It is typically the responsibility of the Ethics Committee to oversee and handle the process of tribunals, ensuring that the necessary arrangements are in place to begin proceedings.

Appointment of ISD Directors.
It is the responsibility of the EC to appoint the Directors of the ISD.

Maintaining the secrecy of the Ethics Committee.
The Ethics Committee, as a whole, should be ensuring that their cover story as an administrative body is upheld. Omega-1 should be used to assist in info leaks regarding this nature.

Management of the ECA’s.
The EC should be giving the ECA’s orders to complete. They are also responsible for the appointment and management of the ECA’s.

Control of Omega-1.
Omega-1’s purpose is to act as the militarised arm of the Committee. They should be utilised to their fullest extent, with orders and day to day tasks given out to them. Their main priority, however, is to ensure the safety of the members of the EC.

General CL4 responsibilities.
The EC are not exempt from the general standards and responsibilities as other CL4 roles, such as authorising AA, ERT, D-Class mass termination, etc.

Maintaining a relationship with the O5 Council.
The Ethics Committee should be regularly in contact with the council, fostering relationships that could be used to judge whether what they are doing is acceptable.

The Alpha Warhead.
ECM'S are granted the responsibility to use the Alpha Warhead if the server health is significantly degraded due to a Code-5.

What are the responsibilities of the Ethics Committee in outside of RP?
As mentioned in my answer given to the previous question, the Ethics Committee has the responsibility to appoint the Director of the Internal Security Department, Ethics Committee Assistants, and other Ethics Committee Members. They also have a lesser role in the process of choosing an O-1 Commander. It is also the responsibility of the Member to give feedback on applications and general conduct within the server.

I also believe that it is the responsibility of the Ethics Committee to act as a voice to SSL regarding the health of the server, as with other CL5 positions.

Lore:

(I would like to state that there is indeed an overarching storyline with this character, and if given the role I would like to complete this to the best of my abilities. For spoilers sake, I don't feel too comfortable outlining the idea in this application. I am more than happy to comment on this in private to the relevant parties reviewing this application.)

You just got denied from Site Administration which has me curious as to why you are going a whole heap above and applying for CL5?

Application is average which could use help with the usual reading links if you do require them.

Gonna -/+ Neutral for now
Thank you for your reply, Broda.

For your first question, I was originally intending to apply for the position of ECM, but I was under the impression that there wasn't any slots left. I am aware that it does seem rather distasteful given that I have indeed just been denied from Site Admin, but I don't see the harm in putting my name in the ring.

For your second point, I have made a couple of preliminary edits to the application to show my understanding of what Ethics actually do.
