Although I cant find your last application as I was going to refer to that regarding your new application, I do believe your now suitable for the position. As a GM I entrust that you already have displayed the level of RP creation that a CL5 should be upheld to. I understand I don't find myself on SCP much these days (MRP ontop), from our interactions you do fit the criteria for a ECM with the level of experience and interaction with current and former ECM's but also your level of competence that you have displayed throughout your time on the server and within the community.
