A:
I strongly believe that I meet most of the candidacy requirements and withhold qualities that fit exceptionally well the responsibilities of being an Overseer Assistant. My extensive reputation on this site combined with the amount of experience that I have earned with 2 Clearance Level 4 roles (Security Captain and Executive Researcher), has allowed me to gain a profound understanding of the essential knowledge for applying to a higher role within the Foundation particularly that of an O5 Council's Assistant (or for short, Overseer Assistant). My experience as an Executive Researcher fueled my passion for writing documents but also served as a helping hand for enhancing my creativity and driving large to medium-scale projects. I view that as a good quality that contributes to the demands of an Overseer Assistant position. Throughout my time on this site, I have been given the privilege of engaging with a bunch of individuals including those holding Level 4 Clearance and above, as well as below. This exposure has built a large sum my knowledge and work ethic within the Clearance Level 4 responsibilities, positioning me as a strong candidate for the Overseer Assistant role. And, while acknowledging that there may be individuals that are better than me for this position, I am confident in my unique set of skills and qualities I bring for this position. I recognize the strengths that set me apart in a positive light, and I am positve about the idea of contributing to the Foundation in a more elevated position & power through this application.

Q: What are the responsibilities of Overseer Assistants in RP?

A: The assistants of the Overseer Council hold quite a lot of responsabilities for not only their place in the foundation rank hierarchy but also for their importance within the Foundation and while in the hands of the O5 Council. Many of these responsabilities are ensued from the direct orders of the O5 Council, but also for their important role inside of the Foundation, which grants them the following resposabilities as mentionned:

Carrying out orders from the O5 Council
- One of the many responsibilities given to the assistants of the O5 Council is to attentively carry out all directives and orders, consistently and without the most of detail in demand. In the event that an O5 Council Member assigns a task or gives an order, these assistants are expected to execute it with precision, minimizing inquiries or errors during the process. Playing a crucial and indispensable role in supporting the Council, adhering to their directives is pretty logical to the aspect of their duty.

Enforce the Code of Conduct at all costs

- Overseer Assistants are mandated to follow the Code of Conduct unwaveringly. It is upon them to ensure that all personnel follow this principle. In the event of non-compliance from other personnel, an Overseer Assistant possesses the authority to aid in the apprehension of personnel that are Clearance Level 3 and below and are found in violation of the Code of Conduct or similar regulations. Moreover, they are strongly encouraged to promptly report any mishaps by Clearance Level 4 personnel. While they are unable to independently address such matters, they can contribute to the justice by submitting evidence and a detailed narrative. Additionally, as holders of Level 4 Clearance, they are obligated to follow the policies regarding General Conduct and Professionalism (e.g., FLC, CoE, CoC, etc.). Any breaches of these policies require sincere repentance and self improvement.

Remain the third eye of the Council

-Another critical responsibility for the O5 Council's assistants is the constant vigilance over the O5 Council itself. This duty doesn't follow hierarchical ranks, it only requiring them to be a constant presence in support of the O5 Council, ensuring their safety and the near-perfect execution of their escort protocol during travel across the site.

Ordering Alpha-1 when needed

- If the O5 Council is not physically present on site, Alpha-1 is allowed to operate independently without direct oversight from any O5 Council member. However, in instances where the assistants of the O5 Council are present on site, they typically possess that authority to issue orders to Alpha-1, given if the nature of the tasks do not necessitate the direct presence of the O5 Council alongside their assistants. It is crucial to understand that Alpha-1 is recognized as the 'Red Right Hand of the Council,' highlighting that importance of their guidance by either the Council themselves or their designated assistants throughout most of the day (in my opinion).

Able to authorise Advanced Armory for Mobile Task Forces

- Additionally, Overseer Assistants are in the power to authorize the use of the Advanced Armory for MTF Non-Commissioned Officers and above. Such authorization becomes possible only in situations where no higher-ranking personnel, such as Site Administration or Site Command, are available during a period when the authorisation of the Advanced Armory is deemed necessary to address a mass-scale containment breach.

INCIDENT REPORT #1746

Following the latest report from Site-19, nicknamed '079-B', Security Agent Skinner was recovered and interviewed just 12 years after the detonation incident from the [REDACTED] protocol that was initiated due to a mass-scale containment breach event. The following log is an audio interview recorded & exported to a text file by Internal Security (ISD) Operative █████ after the interview was concluded.

23:09 Multiple containment failures are reported to Mobile Task Force Epsilon-11 operations center (COC-A, 13 miles north of Site-19). The incident is presumably uncontainable, and all protocols have dramatically failed from all departments that were on site. No further communication is established from Site-19 apart from this one log.

23:09 COC-A reports back, signals from Site-19 are received via Security Chief Franklin:

- Security Chief Franklin: The site is experiencing multiple keter and euclid level containment breaches, full site lock down iniated (intercom)

- COC-A: Franklin, are you receiving, this is Mobile Task Force Epsilon-11.

- Security Chief Franklin: Apologies, Yes we are receiving;

- COC-A: Copy, we are currently unavaliable to dispatch Epsilon-11 down to Site-19, the weather is too dangerous, and we can't go out to fuel the helicopter, it's way too cold.

- Security Chief Franklin: Seriously? This is a site-wide lockdown, there's barely anything I or anyone else can do about this, if you fail to get over here, the site could fall apart in mere minutes!

- COC-A: I understand Franklin but you have to comprehend that we cannot do anything until this weather is resolved, we have winds of over 35mph, strong blizzards and temperatures of up to 14 fahrenheit. It would be impossible to dispatch a task force with those conditions.

*A brief static cuts the communication short for upwards of 15 seconds*

- Security Chief Franklin: Hey hold on one second *stiff cough*, SCP-106.. I can hear him from here..

*Communication is cut short, it is presumed that Security Chief Franklin made his way out of the electrical center & up to Gate A with the remaining forces still on site by that time*

- Skinner: Indeed, this was the only thing I actually planned to keep aswell as my ID & other personal belongings incase I had to flee, I mean I even saw the insurgency claiming a D-Class and then detonating the tunnel to 2B-A.

- Corporal ██████: Wait, they detonated 2B-A while retrieving that D-Class?

- Skinner: Yeah, ofcourse they did, D-9341 I think it was? Never saw the back of his jumpsuit that close to see who it actually was..

- Corporal ██████: Interesting, were there any other Insurgency members apart from where the 2B-A tunnel exit was?

- Skinner: Not that I can think of no.

- Corporal ██████: Amazing, and so apart from that, can you name anything else that you may have witnessed on surface from Gate B after the detonation?

- Skinner: Well, Epsilon-11 exfilled and called in their chopper, not sure what their deal was, but once we heard that silent screech from the detonation, I guess it was ordered to leave Site-19 at all costs. I, nor any of the other agents had any idea what to do, all that Franklin asked us to do was to get a replacement outfit to go to █████████ to of course so that no suspicion would be araised.

- Corporal ██████: And then?

- Skinner: I guess I ended up here (he laughs), what else do you want me to say dude?

- Corporal ██████: I mean (he laughs just then, confused by that statement), you somehow escape a detonation sequence, get past security & US forces, and then end up in Canada to come here after almost like 12 years only to be hired?

- Skinner: 'course I did, I loved the foundation (he raises a smirk upon his face), I mean I got to work with all this secret and "redacted" shit y'know so to me it seems like a fair amount of time to come back after 12 years. I'm not flagged for anything, no criminal records or whatever so everything is fine right (with a confident tone)?

- Corporal ██████: Of course, but honestly when you showed up and we had to take you out of the waiting line since we finally acknowledged who you were, it was kind of surprising.. I won't lie.

- Skinner: Yeah- Of course, but you know at the end of the day I'm here to work again so.

- Corporal ██████: I can see that, though you would've been amnesticated & delayed by a period of 30 days if that incident was more recent than 12 years ago.

Skinner, codename 'Cipher' is an Executive Researcher within the Department of Research for Site-65 aswell as a Security Captain for the General Security Department. Currently, Skinner is confined to two departments within Site-65: Security & Research, mainly for the reason that he wishes to make more financially but also take a heavy toll on his mental structure & self-discipline for the better good of his future if he is to ever exit the Foundation. Skinner is a male individual, standing at approximately 6feet in height with an unknown body weight. He has brown hair, amber green eyes, and wears specialized glasses to address an undisclosed vision impairment. His medical history is unremarkable, with no documented instances of drug usage, medications, or medical treatments and it should also be noted that most of his childhood was never recorded by any official being, he had no previous history or links that his parents had been involved in anything, which further reinforced the inability for past history about his childhood to be documented. Within Site-65, Skinner 'Cipher' has a minor history of infractions recorded by the Department of Internal Affairs (DIA). Beyond the Foundation though, he possesses an undisclosed criminal record with no details available regarding its nature or the reason for his inclusion in the D-Class program, the only trace of that being that he used to be a Security Agent inside of Site-19, which he later was removed from due to a site-wide failure & a specific protocol that required him to exfill out of the premise of Site-19 and continue with his life . He was part of a convoy involving 22 Canadian inmates from the Calgary Correctional Center, located somewhere in Alberta, Canada. It was noted that the operation was a collaborative effort between the local canadian police department and the Foundation's Department of External Affairs (DEA) unit. Originally intended for a different purpose, it was later repurposed to recruit additional D-Class personnel for research across various foundation related sectors such as biohazard research, SCP subject testing and so on.

Upon his arrival at Site-65, Skinner was assigned the designation number D-2849 and was granted residence in the D-Class Sector. He then went on to participate in a series of experiments involving Safe Class SCPs, primarily those deemed non-hazardous to human subjects. In addition to these documented tests, Skinner also engaged in various undisclosed and potentially hazardous assignments within the testing sector of the foundation (mostly inside of Light Containment). The specific nature of these tasks and experiments remains undisclosed to this day. It is noteworthy that Skinner successfully survived all these tests and assignments, earning recognition for his performance. As a result, he garnered attention as a potential candidate for a role within the Department of Research, demonstrating the necessary qualifications and suitability for further opportunities within the Foundation.
This marked the beginning of Skinner's journey within the Department of Research. Following his successful onboarding and a positive evaluation during an interview with AR-II clearance supervision, he commenced his duties. Initially, his responsibilities encompassed tasks such as documenting SCP subjects, researching various chemicals within his designated clearance level, and similar assignments. This routine persisted for several months as he diligently honed his skills.

Subsequently, Skinner's dedication and competence were acknowledged, leading to his nomination as a full Researcher, a distinction made possible through the endorsement of the Site Advisor. In this elevated role, he began to tackle more extensive SCP projects and research endeavors. While still maintaining his commitment to documentation and research, Skinner expanded his field of experimentation to include subjects classified under Clearance Level 2, such as SCP-087 and SCP-035, alongside other miscellaneous SCPs. He worked meticulously to partially document these entities and sample them to the best of his abilities.

After approximately two years, the Foundation's executives and directors in the Department of Research recognized Skinner's exceptional qualities and contributions to both research and the Foundation's mission. This acknowledgment culminated in his promotion to the position of Executive. His achievements and accrued credit paved the way for his continued advancement within the Department of Research, as he aspired to ascend further towards personal projects and credit for his work. He also later received the title of Security Captain, not only due to his sheer dedication to both Security and Research but also for his leadership skills and clean record with the Ethics Committee.

In the most recent days, Skinner took part in a psychological evaluation conducted by two consultants, expanding his background history for the future as he revealed his plans to transition to the more 'secret' sector of the Foundation and become an assistant for the members of Site Command, also known as the O5 Council. The details were not entirely clear during the psych eval, but he affirmed that he had spoken with the Council themselves for a brief period and that they had granted approval for his requirements to join the assistants for the Overseer Council. Currently, Skinner is exerting maximum effort to prove himself for this goal. He has also been assigned to a new Mobile Task Force regiment, a fact that has yet to be widely discovered or discussed due to minimal information being disclosed.

One of the many thaumatology projects that was inovated after 'Ora Vitae', this project aims towards the future of reality bending and it's safe usage, with the goal of it being able to aid in daily tasks & not concentrate on only harming others. Currently, the Operation Center for this project is located inside of a small reactor control room, merged with a biohazard study lab for the Canadian Forces Base Cold Lake, located 22 miles south of the Cold Lake Air Weapons Range.

- Executive Skinner 'Cipher': The time is currently 8:41PM and today's date is the 13th of September, 2023. The recording has now begun and anything you may say inside of this cell will be recorded & used for this investigation. Go on now.

*D-9361 moves his chair forward, closer to the desk seperating the two of them, and inhales for a brief second before beginning to speak*

D-9361: So.. *taking another deep breath*, I was uhh, sampling the thing and- *briefly interrupted*

- Executive Skinner 'Cipher': Okay, let's try that again. You were NOT sampling the thing, and you were not sampling it once again. Is that clear?


*D-9361 nods his head to confirm, preparing himself to speak once again*


- D-9361: Okay so, I entered the control room at around 9:31AM, and I got my uh, revision script to work with before the agents sent me in. Then I guess I was ready and I told them that. They opened the big bulk door and I went in and began documenting my thoughts & how I felt like they asked on the paper *breathes in briefly* I didn't really feel anything at first, but then it started manifesting itself, it felt like an ionising amount of heat from something like a radiator.. or a hair dryer was just blasting me constantly on my arms, and then it moved up to my chest, and then my neck and my face..

*The executive shortly after, finishes writing this & asks another question to D-9361*

- Executive Skinner 'Cipher': And so, where was that heat coming from? Could you sense where it was coming from and did you see anything in that direction?

- D-9361: No, there wasn't anything visible from where the heat was coming from, it was just a shuttering white light that seemed to flicker on and off, but I couldn't tell from what as it was way too dark.

*As he finishes noting this down, the executive then asks another question while briefly interrupting himself on writing*

- Executive Skinner 'Cipher': Okay stop, did you say a "shuttering white light"? What do you mean by that.


- D-9361: I don't know really, I can't exactly remember or parse my memories back to that moment for some reason..

- Executive Skinner 'Cipher': Right okay, I'll play a video tape for you and you can tell me if what you are gonna see looks familiar or reminds you of anything, got it?

*D-9361 nods his head to confirm*
*Upon seeing this, The Executive steps out of his chair, and walks up to a projector on wheels, hidden somewhere that the camera cannot see, he then brings it over to the right side of the table, takes out a cassette & inserts it into a cassette player. Next to this cassette player is a large rectangular TV, one like the ones you'd see in the 80s. He then turns on the TV with a remote & a video begins playing*

- Executive Skinner 'Cipher': Just observe this for me & report anything you find similar or whatever, you know.

*The video begins playing, it starts off with the ambience of some old TV static, with a fading black screen that fades into the recording of a room, seemingly a quite modern room, full of machinery, cables & monitors with server racks. The camera then focuses on a sort of cylinder, with an output lens that has a white light inside, the white light shutters as the camera begins gaining static & distortion while focusing on this seemingly innocent white light. The camera then stops focusing on this white light, and focuses on the rest of the interior, to expose the details of the room further.*

- D-9361: *pointing at the moment where the white light is focused by the camera* Yeah! Yeah! That's it right there, the light I was talking about, it looks so similar to my thoughts now.. I swear I saw that but then.. I started feeling heat all across my upper body and I could feel a heavy migraine setting in so I had to back out but that's it right there yea.

- Executive Skinner 'Cipher': Okay, do you remark anything other than that might be familiar?

- D-9361: Uhh, the room seems kind of familiar? I can't tell but that white light is one of the few things I can recall with a hundred percent certainty.

*The Executive sighs with a deep breath and turns off the TV, he then takes the cassette out & places it by the cassette player and sits down on the chair*

- Executive Skinner 'Cipher': Right, I believe that's all we need D-9361. I'll get someone to take you out of here now.

- D-9361: Thank you.

*Both the Executive & D-9361 then get up & put the chairs under the table like they were before. From there, a DEA agent opens the door and restrains D-9361 aggresively, he then takes him out of the room with force while mumbling from D-9361 can be heard. The Executive wraps up his clipboard & adds a signature just before putting it in a metal suitcase and locking it with a passcode. He then steps out of the room & the footage remains silent for 30 seconds before briefly ending.*
