Yes I have received an NLR warning, the reason was I died in lobby by a CI and after I respawned, my team said there was CI in lobby so I reported it in C3, and the CI thought I NLR'd when I just got comms from TS, but I should have known that's not allowed, and I was informed and have kept my record clean since.

What O5 role are you applying for, and why (give the specific O5 number):

I am applying for the O5-7 role. The reason for me applying into this role is simply because I miss creating rp for the site. As my time in ECM and SA, I came to realize how much I enjoy creating rp for others. Whether that be assistants, ISD, MTF//Intel with SOP, or even when I was an Exec. Researcher helping fellow researchers learn to write great documents. I also miss the "position" the role has on site, the sense of being able to create rp with other factions and creating rp for site with this "higher" position was enjoyable. The reason I am applying for the specific number (as asked in the question before I rambled off) is simply because I do not see myself at another other "position" besides the lowest number. If I do get accepted I believe that would be a good number for someone like myself who would have to learn the ways of SC once more, except as O5 this time around. (in terms of the way the O5 numbers go that would be -1 being the highest)

What makes you the best candidate for the O5 Council?:

I believe I am the best candidate for O5 due to my knowledge and experience in both the server and in the site hierarchy. I have went from Nu-7 // Exec. Researcher // Site Advisor // ECM in a matter of 3 months. I have seen a lot of rp happen and I've created a lot of rp. I understand how these different roles work, and as I mentioned before, It made me realize how I enjoy creating rp for other's whilst holding a high ranking position such as O5. I believe that due to my previous experience as both SC and other CL4 roles, I have the knowledge and capability to do well as an Overseer and perform to the best of my abilities as expected. I have seen how the overseers work and what their duties from my time as ECM and now OSA. I believe I can be shaped into a good overseer due to my prior knowledge and experience, with the guidance of like minds such as the other overseers if I do get accepted. As it does differ from ECM and my other roles, I still was seen in some people's eyes as a good ECM, Site Advisor, and Exec. Researcher. Now I wish to make others see me as a good overseer, shall it be I be chosen.

What are the responsibilities of the O5 Council in RP?:The responsibilities of O5 are as follows; Overseeing all the departments on site // Dealing with other factions/issues // Enforcing the CoC // Supporting the site in case of Code blacks/mass breaches. (I am aware they deal with many other "issues" and "policies", yet these are the main ones I've chosen to focus on)

Overseeing Departments: This is an important task that the Overseer council monitor at all times on site and off site. This could be just daily checkups, to arising issues within the regiment, changes that happen, trainings/policies that need to be followed or performed, and even CoC violations that may occur. Each Overseer is assigned to a specific department in which they oversee. The department heads are made aware of this and as needed they reach out to the overseer shall a problem arise or they need further explanation or assistance in something regarding their department. This is an integral part of an overseer, in which they assess how the department is doing based on their orders they assign to assistants, the activity/performance of the regiment/department (use SA reviews as needed), or even by just witnessing how they do their duties. Monitor this and keeping everything intact and operating between the departments is integral to having a functioning and fully operating foundation.

Outside Relations: This has been more common now that GOC have finally settled down in Pinewood. The overseers are also to deal with political issues that arise between the foundation and any other faction. This would involve the ECM as well, seeing as they are SC, but the overseers play an integral role seeing as they oversee the majority of the site. These "issues" could range between a simple cease fire, or friendly visit, to something like discussing GOC's influence or involvement with site matters. This refers also to CI seeing as they do reach out to foundation a lot and unfortunately it's not always "friendly".

Enforcing the CoC: Enforcing the CoC is a big thing that the overseers do. Just like the departments, they also monitor these policies based off of SA reviews of the departments, reports that have been made, assistants or any ISD or MTF that see a violation, or even just by purely witnessing one. The overseers do indeed monitor the CoC policies, but they make sure that each department is aware of the policies and the punishments as to not have to watch so intently. The assistants and A-1 are also constantly on the lookout if any CoC policies are broken as well.

Code Black/Site Wide Issues: Code blacks and site wide issues are an integral part of overseers, luckily for them, ECM also has this responsibility, but due to O5 being closer to "the room", they can easily access it as needed in case of an emergency. The overseers do have support, but they will need to make sure the departments do their code black duties as practiced and communicate thoroughly with each other. The overseer must make sure the departments are doing what they are supposed to and communicating the situation back to the overseer as needed in case worst comes to worst. After the code black, if an info breach has occurred, site wide amnestication can be authorized and used to wipe the site clean of any memory they had from that occurrence.

OSA Duties: The overseers are required to give tasks to the OSA's as needed. They must keep the OSA busy and make sure rp is happening. The tasks can range from simple to hard, and from short to long in duration and difficulty. This makes the overseers job easier seeing as he can put smaller tasks or longer tasks on the shoulders of their assistant as needed.

What are the responsibilities of the O5 Council out of RP (e.g. what applications do they handle?):
The Overseer council does perform a lot of duties out of RP as well. Ranging from meetings with Department/MTF leaders, Answering on applications (OSA, CoS, DOI, MTF COM's, SA team, DOIA), Checking rosters, assistants order, relations with US site's SC, changing/voting on major issues and/or policies.

Meetings with DPT/MTF leaders: The overseer council establish meetings with DPT leaders to discuss orders that their assistants have completed on their regiment (Overseeing the regiment and feedback will be shared with the regiment), any issues/concerns that need to be cleared up or spoken about relating to them or their regiment, and even just discussing the future for their department or well being of their department as needed.

Answering Applications: This is a pretty straight forward topic, they council votes on the person, overseeing how they act, how they performed, and how active they are in their current role, and then decide if they are fit for that higher position.

Relations with US SC: This falls in with voting on major policy changes or major issues that arise. It is good to have a healthy relationship with the overseer counterparts on the US site, both for rp, and to get work done more efficiently. Any policy changes on the CoC or CoE will involve all members of SC including ECM on both sites and then their will be a vote on whether or not that policy or change should pass.

Henderson has been on some journey. Throughout his time here at the Foundation he has possessed many roles, and he fulfilled each of they roles to their greatest extent. He is an experienced man and not only deserves this position, but was made for it.

As an Executive - his first CL.4 role - he showed the research team nothing but hard work and dedication. Every task assigned to him was completed, every document uploaded to ScipNet was graded and every trainee researcher in need of an inducted was trained. On top of that he was even professional and very respectful to the team and others over Discord, which more or less shows that there is no way he is slipping up in they regards.

Additionally, he has had experience as a CL.5 position holder already. During his time as a Member of the Ethics Committee he was amongst the most active and always assisted personnel in need. He didn't see the higher up position as a new source of power, instead Henderson took it as a platform to improve everyone's experience here at Site-65 better.

James is more than qualified for this role.
