What Ethics Committee role are you applying for, and why:
I'm applying to be an Ethics Committee Member; this position has been my goal since I started playing on this server. I have consistently worked towards this by grinding to become an Ethics Assistant and then doing my best to fulfil the Assistant's duties. I have genuinely enjoyed the Assistant's game loop, but sometimes I felt heavily limited in what I could actually do due to the Assistant's actual standing on-site. I feel that, as an Ethics Member, I will be able to interact with more people in a meaningful way while also seeking to include as many people as possible in on-site RP situations. I will explain more in the next question of the application. What makes you the best candidate for the Ethics Committee?
- I’m open to feedback/criticisms, as long as an example of what occurred can be provided for me to refer back to. I tend to learn from feedback and try my best to improve and show it.
- I want to push myself as an Ethics Committee Member to be very responsive to call-outs for ECMs, specifically when requested by assistants. From my time as an assistant, I have really struggled to get a response via ECA comms, and I will assume that it is because either the ECM in question is preoccupied with a different situation, is possibly tabbed out handling a different issue, or is simply IRL. This is not me looking down at any of the members, but it is something I wish to take in from my time as an Assistant and be ready to assist at all times.
- As much as ECAs aren’t leadership positions with direct underlings to manage, I believe that during my time as an Assistant, I have helped put many people on the right track. I have used the fact that ECAs are above other Junior Clearance Level 4 personnel to act as a mentor to whom I felt they needed it. This would mostly occur with GSD or ISD due to me constantly loitering in ISDW or D-Block, but I have managed to pull some personnel away for a chat in hopes of them improving and taking the feedback in. Additionally, sometimes I would take the initiative when it comes to authorising AA, initiating FSL, and closing PW BD at the right times to show some level of leadership, with me communicating with departments in order to get the active codes dealt with or simply ask for updates for all personnel to see and react to.
- I’m not easily influenced, and for the Ethics Committee Member position, I feel this is a very important trait. To be able to stand your own ground, but use it to bounce ideas between personnel rather than being closed-minded. In roleplay scenarios, which will be discussions with the Overseer Council, I feel like this will be a valuable trait, as ideas are what they seek from the Committee and providing them with useful ideas that they could pick and choose out of (even if they don’t pick an idea brought up by me) will possibly create ideal outcomes for the server.
- I believe that, in my experience, I have created some high-quality documents, some of which have proved useful to the Committee. I do lack the ability to create documents from scratch, but if given a format to use, I can easily adapt to it and add high-quality text.
- I’ve dedicated myself to this position; it is something I've consistently pursued, and it's evident in all the applications I have written. Honestly, my applications for Site Advisor or OSA seem lacking, as I was simply looking to learn from them rather than being truly dedicated to achieving greatness in those positions. Will state that I would have still pushed myself in these positions, but my heart has always been with Ethics.
- I feel like my ECA activity has been very reliable. I really enjoy playing on the server and have therefore put a lot of time into it, with most of that time flagged as ECA. I have been very responsive to any roleplay people have called me into and have been open to getting involved in situations, hoping not to seem rude by butting in. I have probably put an unhealthy amount of time into playing this game over the past couple of months, but my schedule at least helps me stay away from it, as bad as that may sound. I tend to be more of an early/late type of player, as I work 5 days a week and sometimes go out with my friends, so I miss the prime time around 4-8pm.
- Watching over the departments under them (Internal Security Department and Omega-1)
- The Ethics Committee is responsible for these two departments and must respond to any issues arising with DoISD and Omega-1’s 1st in Command.
- Acting as a helping hand to ISD with any issues they may have that require the Committee’s intervention or input.
- Providing direct orders to Omega-1, being utilised whenever seen as necessary, and them being expected to carry out the order to the best of their ability. The Committee can also issue commands to ISD, but those orders should preferably be relayed through the Commissioners and/or Directors.
- Assisting the Overseer Council
- The Ethics Committee acts purely as an advisory group to the Council, evaluating the ethical implications of the Foundation's operations and ensuring that the mission statement is carried out without unnecessary harm.
- They also assist the Council by keeping corruption away from it, by forcefully removing it. Now, I’m not entirely sure whether O5 Council Members can be replaced one by one, or if all would have to die and be replaced at the same time.
- Create orders
- The Ethics Committee can issue orders that can be fulfilled by ECAs, O-1, or even the AO as a whole. I’m not entirely certain whether they can create orders for other departments, or at least through the Senior Clearance Level 4 personnel in the department, as I haven’t seen it, but I do feel it could be possible to create Medical-specific orders, for example. The main point of these orders should be to keep the individuals they are aimed at engaged, so they should be at least manageable but not overly tedious.

- Being a public figure
- Compared to the Overseer Council, the Ethics Committee is a highly visible administrative body that is often contacted. The Ethics Committee should aim to maintain that image by consistently being responsive to personnel and answering any inquiries they may have, regardless of how “dumb” it may seem to some.
- As the disguise of the pencil-pushers is somewhat important, the committee aims to act as a paper-focused public figure. So, ensuring that any acts and orders aren’t over the top, while focusing more on reporting individuals to their higher-ups and having them dealt with internally under the committee's direct orders. They can instil fear in people with a simple incident report, which is something I would love to see more of.
- Maintaining a positive public image is achieved by fostering positive interactions with personnel and being very open to discussions with available personnel.
- Clearance Level 5 (+ some Snr CL4) duties
- Doing site-wide amnestication, this is fairly self-explanatory. Inform all Senior CL4 personnel to head to the nearest safe spot (EOC, ECO, or F3) and give them a reasonable time. I do think this needs to be looked into further for SOP, as they are immune to it on the surface, so I will probably look to force them to the base to be affected, so they aren’t exposed to an info breach.
- Using the Alpha Warhead, this is the last case scenario and should not be abused. Regarding the ruling on the warhead and when it should be used, I’m actually not sure. I would love to learn more about when to know that the time is right, but I assume it’s when the situation is simply out of control and deemed impossible to save (or it simply takes way too long to recover from).
- Calling for ERT is permitted unless Site Administration or E-11 REGCOM decides to make the call themselves; Ethics Committee Members may also call for ERT if deemed necessary. This should not be abused and should only be used when necessary. (Multi Breach, that is starting to breach into LCZ/EZ, while called out by E-11 that they can’t get it under control)
- Authing Mass D-Class termination, simply when a Code 2 is so out of control that D-Class need to be terminated prematurely if outside their cells to not risk the foundation personnel's life. This should be used only in very rare scenarios, especially after multiple attempts to resolve Code 2 have failed. (Should usually be requested by GSD or deemed necessary by GSD)
- Calling Code Black when multiple SCPs are about to breach the LCZ. This is on a case-by-case basis, but the main rule is that areas like D-Block and Medbay are deemed at risk, with possible risk to PW. Code Black should not be called if SCPs are in the Entrance Zone, as people will die.
- Tribunals
- Handling any tribunal requests and ensuring they are being looked into by ECAs within an acceptable time period.
- Handling High Tribunals: I haven’t actually participated in one, so I'm not sure how they function, except that they are in Paris and for the crime of High Treason.
- Handle any complaints regarding ECAs within the tribunal system, including any requested retrials that have been moved up to ECMs.
- Note: I will mention here that the tribunal system is my weakness as an ECA; it is not something I want to be heavily involved in, but I have been trying to learn more about it.
- Handling the Foundation Legal Codex
- The Ethics Committee is solely responsible for managing the FLC, adding/removing/changing the charges applicable after a thorough discussion between the members. The charges will rarely be edited, but might change depending on recurring circumstances. (For example, the whole anomalous staff charge)
- Communicating any changes with ISD, ensuring the whole department is aware of them and ready to enforce the new rules.
- The Ethics Committee, as a group, decides on the DoISD, accepts or rejects applications, and follows up with accepted individuals for interviews. This is usually decided by multiple ECMs to ensure the best choice is made.
- Assist the Chairman with deciding any Ethics Committee Member applications. I believe ECMs serve as advisors, while the Chairman has the authority to approve or deny individuals.
- Handling ECA applications, usually the ECA liaison would be handling these applications while getting views from all the different individuals in the Ethics Committee (including Assistants)
- Communicating with the Server Staff Leadership, as a Clearance Level 5 body, the committee has to keep the servers' health in mind at all times. Bring up any issues with the committee, other CL5 holders, and possible Site Administration for discussion with SSL.
- Ensure that OOC conduct is maintained so people do not take IRP actions personally and try to prevent situations from arising as soon as possible. In the end, we are all here to have fun in our little way through RP.
- Handle any word/sheet documents, ensuring they are consistently up to date and properly filled out.
- Possibly handle the 1st in Command promotions in Omega-1, alongside other members of the Committee.
Thomas Vale - Personnel File
[CLEARANCE LEVEL 5 - ETHICS COMMITTEE ONLY]
I want to focus heavily on keeping the reality of the Committee's power secret. Keeping myself as an individual hidden when giving orders, and only revealing myself when necessary. I plan to heavily utilise Omega-1 and ECAs to act under my orders and report results back to me when possible, while I walk around publicly as if nothing is actually happening. This may seem very straightforward, but it just keeps me out of the spotlight, making it hard for people to connect with me if anything were to occur. The personnel ordered might be used as scapegoats, while still being protected and given help when necessary (e.g., having arrest records removed, compensation, etc.).
Note: I really hope I haven't missed anything, if I did miss anything vital feel free to point it out and I will correct it, I didn't find any major issues while proof reading this myself.
